Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval of
minor changes to a project. The Director reports his decision to the City Council and
Planning Commission in time to allow any Council member or Planning Commissioner
to appeal the decision within fourteen calendar days.
Discussion:
The proposed modifications to The Home of Christ Church are shown on page AOl of the
plan set. The Ground Floor Plan and the South Elevation show that a sidewalk, benches,
trellises, trees and shrubs are proposed on the south elevation of the building. A trellis,
shrubs and bench are proposed at the rear, southeast comer of the church building.
Parking spaces are affected by the proposed changes. The south driveway aisle is
reduced to 18 feet and is a one-way aisle, as shown on the site plan on page AOl. The
angle of parking spaces on the south property line changes from 600 to 300. Two rear
parking spaces are removed to accommodate the improvements in that area. The existing
99 spaces are reduced to 88 spaces. The Fire Department has approved this application.
The Church has reciprocal parking agreements with both adjacent property owners to use
their parking lots on weekends, when demand exceeds supply. Weekday demand is
minimal; approximately four staff people park during the day and 15 people park for
night meetings. Therefore, staffis not concerned about this reduction.
Action:
The Director of Community Development deems the modification to be minor and
approves the application with the following condition:
Weekday uses shall not generate a demand for more than 88 spaces.
The fourteen calendar day appeal period will expire on March 17,2003.
