Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval of minor changes in a project. The Director reports his decision to the City Council and Planning Commission in time to allow an appeal of the decision within fourteen calendar days. DISCUSSION: The applicant, Kaiser Permanente, proposes to occupy an existing office building located at 19000 Homestead Road. The property is zoned P(MP) or Planned Industrial Zone which allows the proposed uses of administrative office, medical office and an incidental pharmacy as long as the uses can meet the parking requirements outlined in the Parking Ordinance, Chapter 19.100, of the Cupertino Municipal Code. The Parking Ordinance requires a ratio of 1-space/175 sq. feet for medical use, 1/285 for administrative office and 1/250 for the pharmacy. Utilizing these parking ratios, the applicant should provide 505 spaces instead of the existing 369 spaces. To address the deficit, the applicant is proposing to provide valet parking until January 2006. In January 2006, the applicant will provide a second parking demand study where demand will be measured for a two-week period. If the study continues to show a parking deficit, the property owner will secure additional parking, continue the valet parking program or propose a parking management plan that encourages commuting or shuttling to the site. ACTION: The Director of Community Development approves the modification. This approval of the modification is effective October 18, 2005. The fourteen-calendar day appeal period will expire on October 30, 2005.
