Subject: Director's Minor Modification, DIR-2005-21 of a Use Permit (23-U-96) for
exterior fac;ade and landscaping modifications for the Target Store at 20745
Stevens Creek Boulevard.
Chapter 19.132 of the Cupertino Municipal Code allows for administrative
approval of minor changes in a project. The Director reports his decision
to the City Council and Planning Commission in time to allow an appeal
of the decision within fourteen calendar days.
DISCUSSION:
The applicant proposes:
1) A minor fac;ade upgrade to the front entry of the Target store,
2) To paint the exterior of the store,
3) To add a new doorway at the right of the store on the front,
4) To relocate the existing Pharmacy sign,
5) To add landscaping to the store front in the form of planters with lattices and
espaliers,
6) To remove the garden center and garden center sign,
7) Replacing existing screening fences with new screening fences at the right side of
the building,
8) To add a new handicap accessible pathway to the existing sidewalk/bus stop,
9) To remove the existing pathway to the sidewalk/bus stop,
10) To add new ramps and railings to meet accessibility requirements,
11) To upgrade the parking lot to meet accessibility requirements,
12) To relocate any trees that are affected by the changes to the parking lot,
13) To add new bike racks,
14) To add new bollards on the sidewalk along the storefront,
15) To relocate existing Target ground sign to be in compliance with the City's Sign
Ordinance of keeping the sign out of the site triangle,
16) To plant four new Jacaranda Mimosifolia trees as indicated on the plans, and
17) To plant seven new London Plane trees along Stevens Creek Boulevard.
The applicant is proposing to remove the embedded arch at the front entry of the Target
store and replace it with a traditional Target look. They are proposing new signage at

the entry. This is to be the same size and length as the existing Target sign at the store.
The existing pharmacy sign is also going to be relocated as indicated on the plans. The
applicant is also proposing to paint the exterior of the store in a combination of Cream,
Light Beige, and Champagne with a red stripe as indicated on the plans. A new
doorway at the right of the storefront is being proposed for exiting requirements.
The existing Pharmacy sign is being relocated on the front elevation. The size of the sign
is to remain 24" tall and 16'2" wide. The sign is placed closer to the champagne colored
stripe closer to the top of the building. As a condition of approval this needs to be
centered between the two stripes to appear symmetrical.
The applicant is proposing to upgrade the storefront by adding some architectural
interest with new landscaping in the form of planters on the sidewalk to screen stored
shopping carts. Additionally, planters with vines on a lattice are proposed for the
storefront as indicated on the plans. The applicant is also adding new bike racks and
bollards on the sidewalk in front of the store.
The applicant is proposing to remove the garden center in the store completely and put
in a landscaping strip in its place. The garden center is being removed since the grade of
the garden center floor does not meet Americans with Disabilities Act requirements.
Rather than redo the garden center floor, Target is proposing to remove it entirely and
have a landscaping strip in its place. A trellis feature with vines and additional
landscaping in the form of Crape Myrtle trees has been proposed.
The existing Target ground sign is also being relocated to make it conform to the site
triangle requirements of the City's Sign Ordinance in order to make it safer for both
pedestrians and drivers. The applicant is also proposing to upgrade the parking lot to
meet accessibility requirements by consolidating handicapped parking close to the store
entrance.
The applicant is also relocating the pathway from the store to the sidewalk along
Stevens Creek Boulevard. The new path creates the need to relocate four Ornamental
Pear trees. These are being relocated in four new tree wells being created by removal of
the existing pedestrian pathway. This can be seen in the Landscaping plan. The creation
of the new pedestrian pathway also requires the relocation of two Japanese Maples.
These are being relocated at the end of the two driveway aisles as indicated on the
landscaping plan. They are re-using the existing pedestrian scale lighting on the new
path and are relocating the existing trees along the existing path. The location of where
these trees are being relocated has not been indicated.
The applicant is also planting four Jacaranda Mimosifolia at the end of the two
rightmost driveway aisles on the subject property. This involves relocating the four
multi-trunk maple trees from this area to the landscaping area created by the removal
of the garden center. The elevation drawings do not show the four relocated maple
trees. However, these have been shown on the landscaping plan.

Finally, the applicant is proposing to add seven new London Plane trees along Stevens
Creek Boulevard to enhance the appearance along the street.
ACTION:
The Director of Community Development deems the modification minor and approves
the facade upgrades, landscaping changes and parking lot improvements with the
following conditions:
1. The approval is based on the attached plan set titled: "Target Plan T -323, 20745
Stevens Creek Boulevard, Cupertino, CA 95014, Santa Clara County" consisting
of 3 sheets dated 10/21/05 and 11/14/05, and labeled C-7 and L-l except as may
be amended by the conditions contained hereafter in this approval.
2. The Pharmacy sign is to be centered between the two stripes being painted on
the top half of the building.
3. A revised landscaping plan showing the location of the trees located along the
existing pedestrian pathway needs to be submitted for approval by the Planning
Department prior to issuance of building permits.
4. Per the City's arborist report and as indicated on the plans, one Ornamental Pear
tree needs to be replaced.
5. All relocated trees shall be replaced with 36" boxed specimen of the same species
if they were not in a healthy condition.
6. All Japanese Maples at the front of the store that have been pruned into shrubs to
be restored as Multi-trunk tree form.
7. Any relocated Japanese Maple that is not in a healthy condition one year after
relocation shall be replaced with a 36" boxed Jacaranda Mimosifolia.
8. No storage units shall be located on the property.
This approval of the modification is effective November 15, 2005. The fourteen calendar
day appeal period will expire on November 29,2005.
