Subject: Director's Minor Modification (DIR-2006-19) for parking lot reconfiguration
and landscaping
Chapter 19.132 of the Cupertino Municipal Code allows for administrative
approval of minor changes in a project. The Director reports his decision
to the City Council and Planning Commission in time to allow an appeal
of the decision within fourteen calendar days.
Background
Hewlett Packard proposes to redesign a 303-space parking lot on the north part of the
campus, adjacent to Homestead Road and Building 45N. The purpose of the redesign is
to provide more parking spaces in this area, for a total of 404 spaces.
As stated in the enclosed letter from Hewlett Packard (Exhibit A), they are moving out
of several satellite buildings and moving into the main Hewlett-Packard campus,
resulting in an increase in employees. The new office environment in Building 45 will
be smaller "hotel" type cubes where people are mobile and can work anywhere. Office
cubes will be shared, not assigned to a particular person. With the reconfiguration plan,
the project also proposes new semi-pervious landscaping swales to help increase the
amount run off retained on site. Interim parking during the reconstruction of the
parking lot will be provided in the parking lots for buildings 41,42 and 43. According
to the applicant, these existing parking lots are rarely used.
Tree Remo'Val and Replacement
Currently there are 78 young trees (trunks ranging from 5 to 11 inches in diameter) in
the project area. 68 sycamore trees will be removed and replaced with 58 _24" box
sycamore trees on site and 10 - 24" box crape myrtle at the visitor lot west of B48 Main
Entry. The applicant intended to transplant these sycamores but the City's arborist
states in his report that these trees would not survive the relocation due to their existing
less than ideal health condition from the previously use of root barriers. Therefore the
City arborist recommends that these trees be replaced with new trees. As per the
instruction of the City's arborist, no root barriers will be used in planting the new trees

and sections of structural soil be used to support the root development of the new
replacement trees.
APPROV AL:
The Director approves the parking lot reconfiguration plan with the following
condition:
~ Removed trees shall be replaced at a 1 to 1 ratio (minimum 24 inch box)
~ A letter from the City's Arborist shall be provided at the end of the construction
confirming that the new trees are in good standing.
~ Any future intensification of the campus including but not limited to additional
square footage and/ or significant parking lot reconfiguration associated with the
addition of employees may require a master plan and master traffic study at the
discretion of the Community Development Director.

Subject: Hewlett Packard Building 45 Parking Densification Project
Dear Gary:
Hewlett-Packard is moving out of several satellite buildings, the pre-merger Compaq buildings in
Cupertino, and moving into the main Hewlett-Packard campus at 11000 Wolfe. The main
Cupertino Campus currently has 2752 employees. At the end of 2006, there will be 4100
employees and at the end of 2007 there will be 5100 employees.
The site is primarily open office space with some computer lab space. The new office environment
in Building 45 will be more smaller 'hotel' type cubes where people are mobile and can work
anywhere. Office cubes will be shared, not assigned to a particular person.
Over the whole campus there are 4922 parking lot stalls. With the implementation of the Building
45 North parking lot densification project, this will add 101 stalls making the total 5023.
The current need is to add more stalls for the Building 45 occupants. Building 45 North lot currently
has 303 stalls, adding 101 makes this total 404 stalls. The Building 45NW lot has 618 stalls,
approximately 1/3 of it is parked at this time. Building 46 E parking lot has 130 stalls and
approximately 1/3 of these stalls are utilized by Building 45 occupants. This is approximately a
total of 653 stalls for Bldg. 45. HP figures a 70% utilization rate. This calculates as: in 2007, a head
count of 1200 x .7 = 840 stalls needed. This compared to the after construction Bldg 45 stall count
of 653 it looks like we are short about 190 stalls. The Building 45 NW lot is only 1/3 parked and
there is plenty of room in this adjacent lot for the 190 cars.
Attached to this email are several files. One of which is a spreadsheet which shows the Cupertino
campus building headcounts, today and in the near future. It also shows the parking lot stall counts
for each building's associated parking lot. Hewlett-Packard has a 70% headcount parking
utilization rate.
Another attached file is the additional site data such as bicycle racks and boxes on site. Also a site
map showing building headcounts, parking lot stall counts, and building square footages.
