Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval of minor changes in a project. The Director reports his decision to the City Council and Planning Commission in time to allow an appeal of the decision within fourteen calendar days. BACKGROUND: The subject building is located at 10201 S. De Anza Boulevard within an existing shopping center complex. The property is zoned P (CG) - General Commercial. The building was previously occupied by a chiropractic office. DISCUSSION: The project is proposing to renovate the interior of the building to facilitate a new art studio. In addition, the site parking lot and landscaping are being enhanced with five new parking stalls and seven new trees. The project will also make the necessary improvements to conform to the new handicap parking and access regulations. Please see the attached plans for additional details. ACTION: The Director of Community Development deems the modification minor and consistent with the adjoining the development area. Therefore, the Director of Community Development approves the addition to the residence with the following conditions of approval: 1. The landscaping plan shall be revised to show consistent tree species. DIR-2007-35 10201 S. De Anza Blvd. Page 2 2. The three (3) new parking stalls behind the building (along the alley way) shall be paved with semi-impervious interlocking pavers. In addition, the landscaping area adjoining the three new stalls shall be maximized. 3. The existing rear access door shall be replaced or refinished/repainted. 4. A pedestrian path shall be provided from the rear of the building to the front entrance. Said path shall be paved with semi-pervious interlocking pavers. 5. The project shall conform to all relevant handicap access and parking regulations. 6. If one does not existing already, a reciprocal access easement shall be recorded between the project property and the adjoining commercial property. 7. The revised landscaping and site plan shall be reviewed and approved by the Planning Department prior to issuance of building permits. This approval of the modification is effective December 4, 2007. Add 5 more parking spaces to make total of 9 spaces. One of them will be a handicapped parking space. 2. Move the street front four parking spaces back about 14 feet to line up with the neighbor and add landscape area. Two trees will be planted in this area. 3. There will be five parking spaces at the street front. 4. One handicapped parking with loading zone will be added at the front of the building. A handicap ramp with < 1: 12 slope will be equipped at the left side of the building front. 5. Three parking spaces will be added at the back of the building. 6. Five trees and some bushes will be planted along the side of the building.
