BACKGROUND: The subject property is located at tIle end of SaIL Juan Road in tIle residential hillside area ,,yest of Stevell.S Call.yoll Road. TIle site is surroU11ded by a forlner retire111ent facility for tIle Mariall.ist brothers to the llorth, developed residentialll.illside properties" to the east, alld U11developed residelltial hillside properties to the west alld south. In 1994, tIle applicallt received approval of a hillside exception (5-EXC-94) to construct the" existulg single-family residellce 011 a promulellt ridgelule. The residellce is 6,250 square feet, ulcluding the garage, OIl. a 9.78 acre property. TIle maximuln allowable floor area ratio (FAR) for tIle property is 6,500 square feet. Aerial Photo of Site DIR-2007-26 22830 San Juan Road Page 2 DISCUSSION: The applicant is requesting to add a 235 square foot, 9-foot high greenhouse on the northeast portion of- the property. It will be a pre-engineered structure with metal framing, glass panels and a concrete base wall around it. As a fully enclosed structure, the greenhouse will count toward the maximum floor area ratio allowance of 6,500 square' feet on the property. With this addition, the total floor area ratio will be 6,485 square feet, which is in cOInpliance with the residential hillside zoning requirements. Staff supports the greenhouse addition because 'it will be located in an area on the property surrounded by mature trees and landscape growth that will provide sufficient screening. Therefore, staff does not believe that the structure will be visible froln the valley floor. Greenhouse to be located behind the fence to the right Additionally, an approximately 650 square foot wl.enclosed car shelter is proposed along the west side of the property that will be attached to the garage. The parking shelter consists of h.vo paved parking spaces that are surrowl.ded by retaining walls. A portion of the parking shelter will have a flat roof covering; however, the structure will primarily be wl.enclosed and will not count as floor area ratio. The applicant is requesting approval to construct the car shelter to accomnl.odate additional on-site parking needs for his family. Staff has reviewed the plans and is supportive of the proposed car shelter. ACTION: The Director of COInmunity Developlnent approves the Ininor modification to allow the construction of a greenhouse and car shelter. This approval of the modification is effective August 20, 2007. The fourteen calendar day appeal period will expire on September 3, 2007.
