Chapter 19.132 of the Cupertino Municipal Code allows for administrative approval of minor changes in a project. The Director reports his decision to the City Council and Planning Commission in time to allow an appeal of the decision within fourteen calendar days. BACKGROUND: In November 2001, MetroPCS was granted permission to erect a personal wireless service facility, consisting of antennas mounted on a slim line monopole and base equipment on a tree-filled lot and well site for California Water Service Company near the terminus of North Portal Avenue at Highway 280. The permit was granted for five years and upon renewal the City and applicant would have an opportunity to review the permit to determine if there were opportunities to improve the concealment based on new technologies or camouflage techniques. DISCUSSION: This facility is one of the better-screened, monopole-based facilities in Cupertino as can be seen in the photographs. The pole has limited visibility from the residential area and from Highway 280 because it is completely surrounded by mature trees, and the pole was designed and colored to blend in with the trees.
