RECOMMENDATION Staff recommends approval of ASA -2008-09, based on the model resolution. BACKGROUND The project is located between Wolfe Road and Tantau Ave on the north side of Pruneridge Avenue within the Hewlett Packard (HP) campus. The HP campus is surrounded by office uses to the east, apartments and similar office uses to the south, Cupertino Village on the west and single family residences located in Sunnyvale to the north. Hewlett Packard has a Development Agreement with the City that governs the amount of building area allowed on the site and this proposed project is below the threshold established in the agreement. DISCUSSION: SEISMIC UPGRADES The applicant proposes to construct exterior seismic bracing on the exterior of building 47. These seismic braces are approximately 39 feet tall and are setback more than 500 ASA -2008-09 November 20, 2008 Page 2 19111 Pruneridge Avenue, Building 47 feet from the property line. Staff supports the proposed exterior changes resulting from the seismic upgrades. ARCHITECTURAL CHANGES As part of this project, building 47 is being upgraded to match the exteriors of other buildings that have been seismically retrofitted in the recent years. The exterior will be a blend of different materials and textures including concrete masonry unit (CMU), metal and glass. The project also proposes to add approximately 200 s.f. to an existing electrical room. Additional exterior enhancements include: • Metal panels with silver finishes are being added to the parapets. Consequently the building height will be increased to 46 feet. • Metal louvers with silver finishes are being added to the mezzanine level. • Sunshades are being added to the new building facade at the upper and lower levels. The upper sunshades will be painted white while the lower sunshades will be painted white only on the southern elevation. • New insulated glazing with low -e coating is also being installed at this time. NEW CHILLER BUILDING The applicant is proposing to add a new 2,170 s.f. chiller building to support a new laboratory in the building. The chiller building will be approximately 32 feet tall and will consist of concrete masonry walls with metal louvers above. LANDSCAPING Tree Removal Six (6) trees are proposed for removal because they will be directly affected by the project. These removed trees will be replaced by six 36" box redwood trees. The applicant is also proposing to remove (3) liquidambar trees, one (1) Monterey Pine, one (1) redwood tree and one (1) flowering cherry tree. The project arborist has confirmed that the redwood tree and the flowering cherry tree are in poor health and should be removed (See Exhibit A). These two trees will be replaced with two 36" box redwood trees. According to the project arborist, the three (3) Liquidambar trees and the Monterey Pine tree are in good health. However, Hewlett Packard has an ongoing policy of replacing liquidambars on their property because their droppings cause tripping hazards (See Exhibit B). The project arborist also confirmed that the Monterey Pine might not survive the construction activity around it (See Exhibit C). Attached is a picture of the Monterey Pine tree (Exhibit D). Staff supports the removal of the three (3) Liquidambar trees and the Monterey Pine provided that they will be replaced with four 36" box redwood trees. These trees will be relocated to help screen the new chiller enclosure. There will also be a net loss of nine (9) parking spaces resulting from the parking lot reconfiguration. A tree bond in the amount of $15,000 will be required as a condition of this project to ensure that the trees are in good health a year from the date of the relocation. Other Minor Landscaping Enhancements The project proposes to remove some minor landscaping features and berms around the building due to the installation of handicap compliant sidewalks. New shrubs, ground cover and trees will replace the removed landscape features. The plans provided for this evaluation are the Site Plans. The specific details of proposed construction were not provided. Summary There are 123 trees located within the proposed construction zones as shown on the maps provided. These 123 trees are identified, described briefly, and given a condition rating of Excellent, Good, Fair, Poor, Extremely Poor. Some characteristics concerning them are briefly described here. Anticipated construction impacts are described and tree preservation procedures are defined. A Tree Protection Plan of a general nature is provided with the intent of preserving trees in their current condition. Without more specific construction plans, more specific tree preservation details cannot be provided. Methods The trunks of the 123 trees were measured using a standard measuring tape at 4 '/z feet above soil grade (referred to as DBH or Diameter at Breast Height), except those specimens whose form does not allow for a representative measurement at this height. When possible, the trunk measurement is taken below the lowest fork on the trunk of a multi -stem specimen. The canopy height and spread are estimated using visual reference only. The estimated shape of the canopy relative to the other nearby trees has been drawn on the attached map. Observations There are 123 trees included in this tree survey. The attached maps show the locations of these 123 trees. Because the maps are well detailed, I did not affix labels to the trees for identification. The trees at most locations have been conditioned to regular irrigation. It appears that portions of the irrigation system have been shut off or have not been maintained in recent years. At those locations, the majority of the trees are suffering from drought stress. The condition ratings shown above with a few exceptions reflect the functioning of the irrigation system. For example the majority of the trees on the north side of Building # 47 within the courtyard are in good to excellent condition. The irrigation system is functioning well in that area. On the other hand, the irrigation system on east and south sides of Building # 47 functions in only some areas. The trees located within these well irrigated areas are in good condition, but those tree in areas where the irrigation does not function, are suffering from drought stress, some from severe drought stress. Transplanting versus preservation Many of the healthiest redwoods (health of 1 or 2, structure of 1 or 2) are worth preserving in their current locations but would be too large to transplant at a reasonable cost. This is not to say that a 60' tall redwood cannot be successfully transplanted, merely that the cost for transplanting and for post transplanting care will be very high. Prepared by: Michael L. Replacement trees are usually a better investment in these cases. Risks to Trees by Proposed Construction The plans do not provide construction details in relation to trees. For example, the areas in which the campus electrical improvements would occur do not include the locations of trenches or the locations of new vaults. The locations of buttresses or other retrofit details concerning Building # 47 in relation to trees are also not available. Therefore, these trees that would be removed or those trees that may be damaged to the extent that they would not be expected to survive are not available at this time. However, the following guidelines may be adequate for planning at most locations. Most trees should survive the trenching or excavation provided the nearest edge of the trench (or soil cut) would be a minimum distance of 5 times the trunk diameter [5 x d (tree diameter)] of individual trees from the bunks. For example, Tree # 1 has a trunk diameter of 37 inches DBH. In this case, 5 times trunk diameter would be a distance of 16 feet from the trunk of Tree # 1. If the excavation must be closer than 16 feet from the trunk of Tree # 1, a certified arborist would be required to inspect the trench or excavation prior to backfilling in order to determine whether or not the tree would survive. Any roots 2 inches in diameter or larger that are severed must be sealed immediately following severing to prevent desiccation. Sealing may be done with latex paint or a plastic bag tied to the end of the cut root. Trees that suffer severed roots, regardless of size or quantity of these roots, must be irrigated thoroughly for at least 2 years. At locations were trenching would be done across paved parking areas or in the street along Homestead Road, it is highly unlikely that any significant roots would exist beneath the surface of the paving in the compacted road bed material. If buttresses would be constructed around the perimeter of Building # 47, the excavation for the buttresses must be done in the same manner as the trenching and excavation work previously described. The damage to each tree would be evaluated by a certified arborist on a tree by tree basis for those trees in which excavation would be closer than 5 x d (previously described). The trees at this site would likely be at risk of damage by construction or construction procedures that are common to most construction sites. These procedures may include the dumping or the stockpiling of materials over root systems or construction traffic across the root system resulting in soil compaction and root die back. I recommend that protective fencing be provided during the construction period to protect those trees that are planned to be preserved. This fencing must protect a sufficient portion of the root zone to be effective. In most cases, it would be essential to locate the fencing a minimum radius distance of 10 times the trunk diameter in all directions from the trunk. For example, a tree with a trunk diameter of 15 inches dbh (Diameter at Breast Height = 54 inches above grade) would require that protective fencing be erected 13 feet minimum from the trunk. If hardscape (i.e., curbing, paving, etc.) exists inside this 13 foot radius, the protective fence is usually recommended to be erected at the edge of the hardscape feature and be located at least 13 feet from the trunk minimum on all other sides. In my experience, the protective fencing must: • Consist of chain link fencing and having a minimum height of 6 feet. • Be mounted on steel posts driven approximately 2 feet into the soil. • Fencing posts must be located a maximum of 10 feet on center. • Protective fencing must be installed prior to the arrival of materials, vehicles, or equipment. • Protective fencing must not be moved, even temporarily, and must remain in place until all construction is completed, unless approved be a certified arborist. At this site, I recommend that the protective fencing at all locations be approved and supervised by a certified arborist. 2. There must be no grading, trenching, or surface scraping inside the driplines of protected trees, unless specifically approved by a certified arborist. 3. Trees that suffer any root losses must be irrigated throughout the entire construction period during the dry months (any month receiving less than 1 inch of rainfall). Irrigate a minimum of 10 gallons for each inch of trunk diameter every two weeks. A soaker hose or a drip line is preferred for this purpose, but the soaker hose(s) must be located near the dripline to be effective. 4. Locations where the irrigation system is functioning, the irrigation system must be maintained and continue to function to irrigate trees during the entire construction period. At locations were the irrigation system would be disabled for longer than 4 weeks, a temporary irrigation system must be provided. Significantly damaged trees must be mulched to the extent feasible. I suggest that a certified arborist be required to approve the mulching of trees. Mulching consists of a protective material (wood chips, gravel) being spread over the root zone inside the dripline. This material must be 4 inches in depth after spreading, which must be done by hand. I prefer course wood chips because it is organic, and degrades naturally over time. A root buffer consists of: • a 6 inch layer of course wood chips • Topped with full sheets of 1-% inch plywood tied together. • The wood chips must be course (approximately 3/4 inch in diameter or larger) to be effective (shredded redwood is not acceptable for this purpose due to its compressibility). • The wood chips must be spread by hand over the existing soil grade to a minimum depth of 6 inches over the specific area to be protected. • The plywood must be secured to prevent slippage. • This root buffer must be installed in conjunction with protective fencing and must remain in place until all construction is completed. 7. Materials must not be stored, stockpiled, dumped, or buried inside the driplines of protected trees. 8. Excavated soil must not be piled or dumped, even temporarily, inside the driplines of protected trees. Any pruning must be done by an arborist certified by the ISA (International Society of Arboriculture) and according to ISA, Western Chapter Standards, 1998. 10. Any pathways or other hardscape inside the driplines of protected trees must be constructed completely on top of the existing soil grade without excavation. An alternative to this would be on -grade pier and beam design construction. 11. If any of the above procedures cannot be achieved adequately, I recommend that a certified arborist be consulted to recommend possible alternative solutions, if any. A rating of number 5 represents specimens which are dead or actively dying. STRUCTURE Judgement of relative structure: 1= perfect structure; 2= good to average structure; 3= potentially hazardous and repairable; 4= actively hazardous, but repairable; 5= actively hazardous and not repairable. HAZARD RATING A proportionate degree of hazard, based an 3 factors, failure potential, size of part which would fail, and a target rating potential 4-12. CONDITION RATING A composite of Health and Structure ratings. CROWN CLEANING Crown cleaning is the removal of dead, dying, diseased, crowded, weakly attached, and low -vigor branches and watersprouts from a tree crown. CROWN THINNING Includes crown cleaning and the selective removal of branches to increase light penetration and air movement into the crown. Increased light and air stimulates and maintains interior foliage, which in turn improves branch taper and strength. Thinning reduces the wind -sail effect of the crown and the weight of heavy limbs. Thinning the crown can emphasize the structural beauty of trunk and branches as well as improve the growth of plants beneath the tree by increasing light penetration When thinning the crown of mature trees, more than one-third of the live foliage should never be removed CROWN REDUCTION Used to reduce the height and/or spread of a tree. Thinning cuts are most effective in maintaining the structural integrity and natural farm of a tree and in delaying the time when it will need to be primed again. The lateral to which a branch or trunk is cut should be at least one-half the diameter of the cut being made. CROWN RESTORATION Can improve the structure and appearance of trees that have been topped or severely pruned using heading cuts. One to three sprouts on main branch stubs should be selected to reform a more natural appearing crown. Selected vigorous sprouts may need to be thirwed to a lateral, or even headed, to control length of growth in order to ensure adequate attachment for the size of the sprout. Restoration may require several prumings over a number of years. Mv CROWN RAISING Removes the lower branches of a tree in order to provide clearance for buildings, vehicles, pedestrians, and vistas. It is important that a tree have at least one-half of its foliage on branches that originate in the lower two-thirds of its crown to ensure a well -formed, tapered structure and to uniformly distribute stress within a tree. When pruning for view, it is preferable to develop "windows" through the foliage of the tree, rather than to severely raise or reduce the crown. PRUNING PRIORITY The relative importance of the recommended pruning based on the danger created by the unpruned portions. REMOVE END -WEIGHT Defined as requiring the removal of the ends of major limbs or major branches in sufficient quantity to prevent the breakage of the limb in question. This is done by thinning. Different species will require different amounts of end -weight removal depending on the Inherent structure of the tree. As an example, Elm trees must not be allowed to develop heavy end -weights, where the same amount of end - weight on Magnolia may not be dangerous. Possible entries in that column would be 1 through 5. Number 1 meaning no attention is needed, 5 meaning immediate attention is needed. CABLES NEEDED If support cables are needed, the quantity needed would be noted here. INSECTS This would define the proportion of insect presence and damage to a tree. A separate list might accompany this to show what insects might be found in each different species of tree. The potential numbers listed under this Column would be 1 through 5 showing the proportionate severity of the infestation of insects. Number 1 being no presence visible at the time the survey was taken, 5 being a very severe case that should be treated immediately. TREE CROWN DISEASES Defined as the proportion of diseases present in the specimen at the time the survey was taken. Potential entries in this column would be 1 through 5. Number 1 signifying very severe disease presence that should be treated. For this column a high rating may only serve to provide warning for the following year that treatment for the diseases In question should be planned in advance. Examples are Anthracnose disease on Modesto Ash. They would have to be sprayed before foliage is developed far enough for the disease to damage the foliage, usually in early March. DEAD WOOD Self-explanatory. Defines the proportion of dead wood that is in the crown of a tree. Entries possible in that column would be 1 through 5. Number 1 meaning none present, 5 meaning a significant quantity of dead parts present. This would usually be reflected in the health rating for this tree, but not always if the species typically accumulates dead twigs In the tree, as does Albizia julibrissin. TRUNK DECAY Trunk decay would signify the proportionate amount of decay in the trunk of the tree. This is usually a result of removal of large limbs or branches from which decay travels and is a far more serious problem in some species than in others. Significant amounts of trunk decay in Elms would be a very serious potential problem, where the same amount of trunk decay in a Magnolia might not be nearly so dangerous. Potential entries in that column would be 1 through 5. Number 1 signifying no decay, 5 signifying so much decay that the tree should be immediately removed. ROOT COLLAR COVERED When the root collar of many species is covered, Armillarla mellea, Phytophthora cactorum, or other diseases, may kill vascular tissue, implying that this condition must be corrected. This is listed on the drawings. The trees that you specifically mention 63 and 110 are NOT being removed. Also, you will note that some of liquid ambers are being removed. HP has an ongoing policy of removing liquid ambers because they drop those seeds that are tripping hazards. Do you want me to drop this drawing off on Thursday? I will be up there for a meeting. With the new design, it would be the only large tree left on the east side of B47 to soften the view to B47 from B44, the B44-46 link and the parking lot to the east and southeast of B47. The design concern we have is this pine is the last tree remaining in a row of Monterey Pines that used to extend out into the parking lot to the HP park (where the old barn is located). During our 2002 project to densify the parking lot south of B47 and B44, we tried to save all the old pines in this area but they all died within one year of that project. I brought this up with Barrie to see what his response would be to the longevity of this pine considering our construction, the importance of screening the tall B47 and chiller buildings, and the potential of this species to die from disease. If it was not going to last very long, I thought we could transplant 5 or 6 nice 20' tall Redwoods from nearby locations, successfully to this area. The new Chiller building is tall and if this pine dies, there would be few if any trees to soften the view of B47 and the chiller building. I thought this would be a good opportunity to remove the pine as part of this project and plant the cluster of these larger redwoods around the SE corner of B47 and south of the chiller building, which will grow into a more permanent screen planting. Barrie seemed to support this approach, so we included it in our reworking of the Design Development Plan. 11/13/2008 Blank Page 2 of 3 This is an elective long term design improvement opportunity, but certainly not a requirement. Barrie, If you have anything to add, we can defer to your better judgement. MPA is proposing what we believe is the best long term solution to screen the tall buildings with healthy attractive trees. Staff member Ghosh explained that Hewlett Packard has proposed to add a lab to Building 47. This will include an interior addition, seismic bracing, the addition of a 2000 square foot chiller building and landscaping changes. Hewlett Packard has a n existing Development Agreement with the City. The additional square footage of the proposed addition does not exceed the allowable development area under this agreement. The chiller building will have exterior metal panels, sun shades with low emission glazing and landscape screening. They are planning to reconfigure the parking area to accommodate for any future expansion of the chiller building. The application also includes re -landscaping around Building 47. They will be removing 12 2 Design Review Committee November 20, 2008 trees and replacing them with 36" box Redwood trees. Six trees in the parking lot will be replanted as part of the plans for future expansion. A $15,000 tree bond will be placed to ensure that the trees survive the transplanting and are healthy for the next year. Staff supports approval of the application. Commissioner Rose had no comments. The applicant stated that they have enjoyed working with Staff member Ghosh and that they had nothing to add to her presentation. Chairperson Giefer asked for clarification about the timing of the confirmation of the health if the trees. She would like to make a change to the conditions of the resolution so that the trees will be inspected after the chiller building has been constructed to ensure not only that the trees survive the transplanting but also the new construction. She asked the applicant about their construction recycling plans. Hewlett Packard has an established recycling program. They submitted a copy of their plan for the file. They will not be installing impervious materials in the parking lot, but matching the existing surface. Commissioner Rose moved to approved the application with the additional conditions that wording be included concerning the construction recycling program and that the transplanted trees be reviewed 1 year from the end of construction before releasing the tree bond.
