BACKGROUND AND DISCUSSION
Garden Gate Elementary School
Gazden Gate Elementary School has requested that (1) the north side of Greenleaf Drive between
the western (exit) driveway from the school and Castine Avenue be posted "No Parking 7:30
a.m. to 8:30 a.m. Monday through Friday"; and (2) a STOP sign be installed on Ann Arbor
Avenue at Greenleaf 1?rive_ A site map is included as Attachment A.
Greenleaf Drive in the vicinity of Garden Gate Elementary School experiences significant
congestion d~~ri*~g the morning school drop-off period. Some of this congestion is due to the
long queue of westbound vehicles that back up vvhile waiting to turn Ief3 or right onto Castine
Avenue. When vehicles. are parked along the north curb between the school's exit driveway and
Castine Avenue, there is room- for only a single line of vehicles to queue, resulting in a longer
queue and a greater impact to the traffic congestio:~
City anti School District staff' have discovered that when no vehicles are parked along tha#
section of curb, there is room for an additional lute of vehicles, such that left-turniT,u and right-

ing vehicles stack into separate lanes. 'T'his reduces the queue lengths and eases congestion
on Greenleaf Drive. Because most of the congestion occurs during the morning school drop-off
period between 7.30 a.m. and 8.30 a_m., parking only needs to be restricted during thisliour.
The intersection of Ann Arbor Avenue and Greenleaf Drive is currently uncontrolled_ Sectioa
21800 of the California Vehicle Code (CVC) outlines -the right-of--way rules pertaining to
uncontrolled intersections which, if followed by all motorists, would ensure the safety of all
motorists travelling through these intersections. However, due to the volume and concentration
of vehicles and schoolchildren that -enter the intersection d»ring school drop-off and pick-up
times, the normal right-of--way rules break down and safety is compromised as a result. The
warrants for a minor street stop sign as outlined in the California Manual of Uniform Traffic
Control Devices (MUTCD) allow for engineering judgment to determine the need for a stop sign
at locations where the normal right-of--way rules would not necessarily be expected to result in
safe operation_ It is staff's opinion that a stop sign on Ann Arbor Avenue is therefore
appropriate and necessary to enhance safety.
Calvert Drive/Tilson Avenue
The intersection of Calvert Drive/Tiison Avenue is a Y-shaped intersection that is currentiy
controiied by a stop sign on the western (eastbound) approach only. In recent months, staff has
been approached by residents in the area, requesting that the intersection be made into a
multiway stop because of confusion over right-of-way assignment for vehicles approaching the
intersection from the uncontrolled directions. A site map of the in#ersection is included as
Attachment A.
The California MUTCD prescribes warrants that must be met in order for an intersection to
qualify for a multiway stop installation. These warrants are based predominantly on ensuring
that certain vehicle volume, speed, or accident thresholds are met, so that the installation of the
multiway stop would enhance, rather than degrade, safety. The sole purpose of a stop sign is to
assign right-of--way, and stop signs placed at intersections that do not meet the warrants (for
example, low vehicle volumes) have the potential to actually- degrade safety by encouraging
driver non-compliance of the signs and disregard of stop signs in general .
A warrant study for the Calvert/Tilson intersection was conducted, and the warrants were not
met due to relatively low volumes, speeds, and sack of recent accidents_ However, the MUTCD
allows several additional site-specific factors to be considered, one being that a multiway stop
installation may be considered at an intersection of two residential streets of similar design and
operating characteristics where multiway stop control would improve traffic operational
characteristics of the intersection. Due to the unusual configuration of the intersection, and the
ambiguity of right-of--way assignment for vehicles approaching on the uncontrolled legs, it is
staffs opinion that providing a muitiway stop at this intersection is necessary to eliminate
confusion in right-of-way assignment and enhance the safety of the intersection.
Authority is granted to local jurisdictions to place stop signs through Section 22450(b) of the
CVC, which states, "Notwithstanding any other provision of law, a local authority may adopt
rules and regulations by ordinance or resolution providing for the placement of a stop sign at any
Location on a highway under its jurisdiction where a stop sign would enhance traffic safety."
