Exception request to construct a one-car garage where a two-car is required by the
Ordinance at an existing single family resiidence

Staff member Gross explained that there is a carport on site that at one time was partially
converted into living space. The new homeowner would like to use the entire carport footprint
and convert it into a single car garage. The Ordinance requires that there be enough parking
spaces for 4 cars to park, 2 covered spaces and 2 open spaces. The City has granted exceptions
to this Ordinance requirement in the past where a two car garage was not practical. For the
current homeowner to construct a conforming garage, they would need to do a major home
remodel and remove a mature tree. In the neight~orhood, there are several existing carports and
single car garages. Staff supports the exception request. Chairperson Giefer asked for
clarification regarding the length of the drive way and where the location of the water heater

would be. A spokesperson for the applicant stated that the water heater is currently on the side
of the house, but that the applicant would be installing a tankless water heater inside the new
garage. Mr. Chang, the rear neighbor, asked for clarification that any cars parked in the
driveway would not block the view of the street. It was determined that the driveway is long
enough that it would not. Another resident of tree area, Mrs. Griffin, wanted to make sure that
future additions to the home would require a b:vo car garage so the architecture wouldn't be
skewed. Staff member Gross explained that the Ordinance requires that if an application were
submitted for an addition in the future to maximize the available Floor Area Ratio, a two car
garage would be necessary to obtain an approval.
Chairperson Giefer asked that a covenant be placed on the property stating that this garage
exception would not apply to future development proposals on site. She also asked for an
additional condition be included in the resolution to ensure that the proper clearance per the
building code be maintained around the water heater after installation in the garage.
MOTION: Commissioner Rose moved to approve EXC-2008-16 with the above listed additional
conditions for approval
