CC Resolution No. 7555 RESOIIJrION NO. 7555 A RESOIIJTION OF '1f!E CITY OXJNCIL OF '1f!E CITY OF aJPERI'INO AOOPl'ING AN OPERATING AND CONSTRUcr:rON WOOEI' FOR FISCAL YEAR 1988-89 BY RATIFYING ESTIMATES OF REVENUES ro BE RECEIVED IN EAŒ FUND AND APPROPRIATING IDNIES '.IHEREF'R:œ1: FOR SPECIFIED PROGRAM ACl'IVITIES AND ACCXXJNI'S AND ö~!·!·.1.ÑG FORnI CONDITIONS OF AI:MINISTERING SAID WOOEI' WHEREAS , depeOOent on proper ratio monies; ani the orderin; administration of I1IlJI1icipal government is the establishment of a sound fiscal policy of maintaining a of expen:ìitures within anticipated revenues ani available WHEREAS, the extent of any project or program ani the degree of its acc:œ¡plishment, as well as the efficiency of perfOJ:1lli.n;J assigned duties ani responsiliilities, is likewise deperñent on the monies made available for that purposes; WHEREAS, the city Manager has submitted his estimates of anticipated revenues ani fun:1 Þalances, has recammended the allocation of monies for specified program activities; NCNl, 'lHEREF'ORE, BE IT RFSOLVED that the City COuncil does hereÞy adopt the followin; sections as a part of its fiscal policy: Section 1. '!he estinates of available fun:1 Þalances ani anticipated revenues to De received in each of the several funjs durin; fiscal year 1988-89 as submitted Þy the city Manager in his proposed Budget ani as have Peen amerxied durin; the Þudget study sessions are hereÞy ratified, Section 2. '!here is appropriated from each of the several funjs the SUII\ of Il'a1'1E!Y as determined durin; the Þudget study sessions for the purposes as expressed ani estimated for each ~~.LaIII activity, subject to the corxlitions as set forth in Section 3, as hereinafter descriÞed. section 3. For orderly ani proper administration of the aperatin; ani Construction Budget ani of the monies appropriated in Section 2, above, the follOltlin; corxlitions, authorizations ani restrictions shall apply. '!he City Manager is hereÞy authorized to transfer fuOOs for Employee services from one IR"":ILCUU to any ather IR"":ILCUU, when in his opinion such Þeoanes necessary for administrative pw:poses. Section 3.3. '!he City Manager is hereÞy authorized to transfer any \meI1ClIlIIbere annmt from one activity to any ather activity within the same major procp:am, when in his opinion such ~ necessary for administrative pw:poses. Major program is defined as: Cnmmmúty Relations, Fiscal Plarming ani Control, Legislative ani Legal service, leisure and CUltural service, Management ani Administration, Rlysical ani Env:iromnental services, PuÞlic Safety ani Protection, SUpport service, Transportation ani streets, ani Enterprise. section 3.4. '!he City Council reseIVes the right to transfer any \meI1ClIlIIbere appropriation from one p:t:ocp:am to another program after :recc:atIIDelX3tion to do so has Peen S1.1I::.mitted to it Þy the City Manager or to ~riate on its own volition any additional Sl1Il1S of Jroney to any major aCCOlU1t or prog:lam as it may deem necessary or desirable; Section 3.5. '!he Director of Finance is hereÞy authorized to transfer any \meI1ClIlIIbere ~ropriation from one line item aCCOlU1t to another line item aCCOlU1t within the same activity or from one line item aCCOlU1t to another line item aCCOlU1t within a different activity within the same program when such is necessary to prevent an over-encumbrance or an over-experñiture in any one line item a=unt; provided, however, that such transfer shall De only after the concurrence of the affected department head; Section 4. '!he City Manager shall cause to De prepared a Pudget document incorporatin; therein the ~ appropriated in Section 2 above, the est:iJnates of available fun:i Þalances ani anticipated revenues ratified in section 1 above, the detail aCCOlU1ts ani estimated æoounts cx:mprisin; the total for each of the major object aCCOlU1ts which when combined from the annmt appropriated to each function ani such ather detail ani funjs activity that will provide an infomative ani useful working tool in administerin; fiscal policy; Section 5. '!he Director of Finance is hereÞy authorized to =nti.nue the appropriations of any unexpen:led Capital Project on June 30, 1987 to the authorized limit as set forth in the 1988-89 B.Idget. -2- , Section 6.
