PLNG - Review #3 - SE-2025-001 Spring Festival - Planning Comments April 28, 2025 Caroline Gupta 1170 Yorkshire Drive Cupertino, CA 95014 SUBJECT: PLANNING DIVISION PLAN REVIEW #3 COMMENTS – SE-2025-001 (Tessellations School Spring Festival) Thank you for your interest in holding a Spring Festival for Tessellations on May 17, 2025 from 10:00 am to 4:00 pm. Additional information /redline changes are required. Any changes to the drawings or calculations require a delta-revision cloud bubble around the changes. Please provide a written response clearly addressing each item and indicate where items are located on the plan set. Re-submittal without a response letter will be considered incomplete 1. Show on Parking Plan How Many and Which Exact Spaces Will be Occupied by Carnival Games: Thank you for providing a computer-drawn parking plan. My previous letter asked that, since carnival booths and games will be located in some of the parking spots on the blacktop, please depict the booth and carnival game locations on the parking plan to show which parking stalls will be occupied. There will not be 118 overflow blacktop parking spaces available if some of those spaces are occupied by carnival games. Please show on your parking map how many spaces will be available for parking for the Spring Festival event. RESPONSE____________________________________________________________________ OFFICE OF COMMUNITY DEVELOPMENT PLANNING DIVISION CITY HALL 10300 TORRE AVENUE • CUPERTINO, CA 95014-3255 (408) 777-3308 • FAX (408) 777-3333 • planning@cupertino.org Page 2 2. Revise Your Parking Calculations Since Some Blacktop Overflow Parking Will be Occupied by Carnival Games: Please provide an updated parking calculation that reflects the carnival parking plan and the carnival games that will be taking up the parking spaces. Existing on-site parking (including 4 ADA spaces): 47 spaces Temporary Event Overflow Blacktop Parking spaces (minus the spaces occupied by carnival booths or festival activities): ________ Approximate number of on-street parking spaces along the perimeter of the school: 18 spaces Total Parking Spaces Provided for Event Attendees: ________ The estimated turnout that Caroline Gupta provided for this Spring Festival event is 325 people, Kelly Chang provided an estimate of 300 people and the response to the latest plan check letter (which looks like it might have been using the concert estimate) was 360 people. Please clarify what the estimated turnout for the Spring Festival is. The City of Cupertino typically assumes two people per car, therefore, Tessellations must provide at least 163 parking spaces if 325 people will be attending the event. Since you mention capping the number of attendees, please describe how you will cap the attendees. Will you have a ticketing process and when you run out of tickets you will not allow entry? How will you cap the number of attendees? City staff is very likely to require that you provide a shuttle service from your approved off-site overflow parking at New Life Church at 20900 McClellan Road to the event location as this was a condition of approval on your Use Permit and since some of the parking is occupied by carnival games. RESPONSE____________________________________________________________________ 3. Santa Clara County Health Permit Required for Both Food Trucks: Please ask each of the two food trucks to provide a copy of their Santa Clara County Health Department Permit, and please send it to me at catherinet@cupertino.gov. For any Food Truck that does not have a County Health Permit, they will need to get one, or they will not be able to serve food at the event. Alternately, you can just provide the name of the food truck and I will cross-check that it is listed on the Santa Clara County’s List of Permitted Food Trucks. RESPONSE____________________________________________________________________ 4. Cupertino Business License Required for Food Truck and Non-Food Vendors Earning Money at the Event: Both food trucks as well as ASJ Inc., dba Fun Services must call the Cupertino Business License Division directly at (408) 777-3221 and the Business License Division can assist in the Page 3 issuance of the one-day temporary event business license (they don’t need the year-long business license, just the temporary one-day event business license). The permit fee is $12.88 (if paid with cash or check) or if paid over the phone or in-person with a credit card it is plus 3.4% or (or 44 cents), so the total would be $13.31. There is no application form, the business owners just need to call the Cupertino Business License Division and request to submit a Temporary One-Day event license. They will send you a receipt and if you could please email this receipt of payment to me that satisfies the requirement for a City of Cupertino Business License. RESPONSE____________________________________________________________________ Please provide responses on each line and please send me these additional items via email at catherinet@cupertino.gov. If you have any additional questions, you may reach me at (408) 777-3297 or catherinet@cupertino.gov. Thank you, Sincerely, Catherine Tarone Planning Permit Technician (408) 777-3297 catherinet@cupertino.gov
