Dear City Council:
I am sending this email in response to Item 13 on the Cupertino City Council Agenda for
4/15/25 on the Stevens Creek Blvd. Corridor Vision Study. I am very concerned that
Declaring a dedicated bus only lane on Stevens Creek Blvd. would allow Senator Wiener's
New bill SB 79 to be enacted along Stevens Creek Blvd.
The text in this new proposed bill is so convoluted it says that any bus line on a road
With a dedicated bus lane on any part of it becomes a Tier 1 or Tier 2 bus transit line and
That any land 1/4 or 1/2 mile from the roadway can be upzoned to high density and
The building height be increased dramatically. Bus line 23 and 523 would become
A bus line that could allow SB 79 to be applied ministerially along any part of Stevens
Creek Blvd. And probably San Carlos also.
In the August, 2024 Stevens Creek Advisory Committee meeting in Cupertino there were many
People who showed up (like 50) demanding that one lane of Stevens Creek Blvd. be made a
Dedicated bus only lane. I attended the Stevens Creek Blvd. Vision Study meetings and I had
Never seen many of these people there before. And no one ever talked in depth about
Having one lane of Stevens Creek Blvd. be made just for buses. We never talked about that.
I know. I was there. That is why I was so surprised to see all these people, many from other
Cities, like South San Francisco and Campbell, just saying one thing, I want bus rapid transit on
Stevens Creek Blvd, one lane needs to be closed for this. I thought it was very strange that
These people who didn't even live near Stevens Creek Blvd. were demanding one lane of
Stevens Creek Blvd. be shut down for only buses.
These people hadn't even bothered to come to any of the Stevens Creek Blvd. Corridor meetings
And now they show up at one meeting demanding one lane of Stevens Creek Blvd. be shut down?
The rest of us wasted our time going to all these meetings and this group of people
Who didn't even go to the meetings show up and start demanding things? Why should they be
Catered to? Why are they more important than the rest of us who went to the meetings?
Closing a lane on Stevens Creek Blvd. is a totally ridiculous idea. We studied it and have seen how
Ludicrous it is. The total traffic demand on the road is already high. Dedicating one lane on
Stevens Creek Blvd. to just buses would lead to total traffic chaos. Most people drive cars in
The area and use this roadway for everyday and commute travel. The VTA buses of 23 and 523
Travel along in the slow and middle lane of Stevens Creek Blvd. and do a fine job of it now.
I am very pleased with how traffic flows on Stevens Creek Blvd. Bus 23 and 24 were fast
Enough for me as a student to attend San Jose State. They did not even have the faster 523 bus
Then. It might have helped me as a student etc., but I spent the whole day on the San Jose
State campus anyway.
Please do not recommend that Stevens Creek Blvd. have one lane dedicated to bus only traffic.
This is playing into the hands of the authors of SB 79 to take over the control of millions
Of acres of land adjacent to transit lines in California to be upzoned and upheighted without
Any input from the public. This attempt by SB 79 has been described as the biggest "taking"
Of land in California. That is why SB 79 is considered to be as dangerous as SB 50.
