A RESOIIJTION OF '!HE CITY CXXJNCIL OF '!HE CITY OF aJPERTINO
ADOPl'ING AN OPERATING AND CDNS'I'R[JCI'ION HJIX;E:r FOR FISCAL
YFAR 1989-90 BY RATIFYING ESTIMATES OF REVENUE'S TO BE
RECEIVED IN EACH FUND AND APPROPRIATING M'JNIES 'I'HEREFRCM
FOR SPECIFIED PROGRAM ACI'IVITIES AND ACX:XXJNTS AND SEITING

WHEREAS, the city Manager has submitted his estilnates of anticipated
revenues ani fIm:i balances, has recx:Il11IIIeI) the allocation of nxmies for
specified program activities;
NCM, 'lHEREFORE, BE rr RESOLVED that the City Co\mcil does hereby adopt
the followirq sections as a part of its fiscal policy:
section 1. '!he estbnates of available fIm:i balances ani anticipated
revenues to be received in each of the several fun:3s durin) fiscal year
1989-90 as submitted by the city Manager in his proposed BJdget ani as
have been amended durirq the budget study sessions are hereby ratified.
section 2. '!here is appropriated from each of the several fun:3s the
SUII\ of noney as detenuined durirq the budget study sessions for the
purposes as expressed and estilnated for each program activity, subject to
the con:litions as set forth in section 3, as hereinafter described.
section 3. For orderly ani proper administration of the Operatirq ani
Construction Budget ani of the nxmies appropriated in Section 2, above,
the followirq con:litions, authorizations ani restrictions shall apply.

defined as: Community Relations, Fiscal Plannin;J am Control,
legislative am IBgal Service, Leisure am Olltural Service,
Management and Administration, Fbysical am EnvirOlnùe\å:al Services,
FUblic Safety and Protection, SU¡:port Service, Transportation and
streets, am EnteJ:prise.
section 3.4. ihe City Council reserves the right to
transfer aIr:! unencumbered a¡:propriation from one pru.,¡Lcu(\ to another
prÓ::lLcud after reocmnendation to do so has been sul::tnitted to it by the
city Manager or to appropriate on its own volition aIr:! additional
sums of =ney to aIr:! major account or pru.,¡LCUn as it may deem
necessa:ry or desirable;
section 3.5. ihe Director of Finance is hereby authorized
to transfer aIr:! unencumbered appropriation from one line item account
to another line item account within the same activity or from one
line item account to another line item account within a different
activity within the same p1:og1:aI~ when such is necessa:ry to prevent an
over-encumbrance or an over-expen:titure in aIr:! one line item account;
provided, however, that such transfer shall be only after the
concurrence of the affected deparbnent head;
section 4. ihe City Manager shall cause to be prepared a budget
document incorporatin;J therein the annmts appropriated in Section 2
above, the estimates of available funj balances am anticipated
revenues ratified in section 1 above, the detail aCCOlmts am
estimated amounts camprishç the total for each of the major object
accounts which when combined from the æramt appropriated to each
function am such other detail am :fums activity that will provide
an informative am useful working tool in administerin;J fiscal
policy;

Section 5. '!he Director of Finance is hereby authorized to
continue the appropriations of any unexperrled capital Project on J\me
30, 1989 to the authorized limit as set forth in the 1989-90 aJdget.
Section 6. '!he Finance Director, after fiscal audit of JUne 30,
1989 financial records, is hereby authorized to transfer the
unreserved balance of the followin) F'l.1rX$ into a ''Reserve for Future
capital Projects;"
