'IO PROl'ECI' BENEFICIAL USFS OF THE SAN FRANCISCO
BAY - SACRAMEN'IO/SAN JOAQUIN DEIIT'A FSIUARY
WHEREAS, the state Water Resources Control Board (SWRCB) has convened
the Bay-Delta Hearin;Js, a multi-phase proceeding designed to set new water
quality stamards for the protection of beneficial uses :in the San
Francisco Bay - Sacramento/San Joaquin Delta EstuaIy (Estuary); aro.
WHEREAS, beneficial uses for fresh water flowin;J:into the EstuaIy
:include IIIl1I1icipal, industrial aro. agricultural uses; navigation;
recreationl fishe%y, wetlaro. aro. habitat protection I protection of the
food cha:inl aro. the maintenance of the biologically productive plume of
water extendin;¡' :into the Pacific Ocean; aro.
WHEREAS, protection of these beneficial uses will require both
substantial freshwater :inflows aro. local measures, including wetlam
restoration aro. reductions :in the discharge of pollutants :into the
EstuaIy; aro.
WHEREAS, the EstuaIy is a resource of national significance -- home to
CNer 100 species of fish am 800,000 waterfowl I a stopover on the
migrato¡:y Pacific Flyway; aro. the basis for major commercial fishing,
sport fishing, maritime, recreational am tourist in::lustries; aro.
WHEREAS, the EstuaIy provides direct benefits to the Bay Area
residents by enhancin;J the attractiveness aro. quality of life of the Bay
Area aro. by protectin;J property values I aro.
WHEREAS, current Delta salwty am flow stamards are :inadequate aro.
have failed to protect the EstuaIy; aro.
WHEREAS, the SWRCB staff released draft documents :in NCNember, 1988
which contained iIrproved flow stamards aro. punpin;J limitations for the
protection of Delta fisheries :in the sprin;J, but which did not provide
stamards for the protection of beneficial uses below the Delta--
including SUisun, San Pablo aro. San Francisco BaYSI am
WHEREAS, after pressure from water developrænt :interests, the SWRCB
withdrew the draft flow standa±ds accorded the Delta for the sprin;J
m:>nths; aro.

WHEREAS, the draft standards relax salinity standards for water drawn
from the Delta, reducin;J the quality of Delta drinking water aro. placin;J
the Delta farms at riskl aro.
WHEREAS, protection of the quality aro. reliability of urban water
supplies is CCIII'patible with adequate protection of the Estuary; aro.
WHEREAS, urban aro. agricultural conservation aro. voluntary water
transfers from agriculture can provide ample water for reasonable urban
aro. env:i1:OlBII,.utal needs without significant adverse ilTpacts; aro.
WHEREAS, despite the demonstrated need of the Estuary for :increased
freshwater flows, !nplementation of protective standards will not occur
for several yearsl
NCM, 'IHEREFORE, BE IT RESOLVED that the City Council of the City of
OJpertino urges the state Water Resources Control Board to provide in its
water quality control plan adequate flow aro. salinity standards to protect
all the beneficial uses of the San Francisco Bay - sa=amentojSan Joaquin
Delta Estuary, givin;J great weight to:
protection aro. restoration of the :integrity of the entire estuar:ine
ecosystem, not just selected parts aro. selected speciesl
the continuin;J need of the Estuary for fresh water for circulation,
whatever pollution discharge reductions should be achieved I
protection of the quality aro. reliability of urban water supplies :in
ways which avoid envirornnenta1 damage aro. :increased north-south
tensions; aro.
BE IT FURIHER RESOLVED that copies of this resolution be transmitted
to the state Water Resources Control Board, the San Francisco Estuary
Project, aro. the Cammittee for Water Policy Consensus.
