Why is policing and enforcement in
SRTS problematic?
• Safety extends beyond traffic safety
• Ticketing tends to disproportionately target people of color
• Traffic fines disproportionately impact low income people and
people of color
• As Black Lives Matter Movement has highlighted, black and low
income neighborhoods are more likely to be targeted by police
• Tickets don't change driver behavior long-term
