CC Resolution No. 8075 RESOI1Jl'ION NO. 8075 A RESOIIJI'ION OF nIE CITY CXXJNCIL OF nIE CITY OF aJPERI'INO AUIHORIZING EXEaJ'I'ION OF I AGREEMENI' P.roVIDING FUR :IMPIEMENTATION OF SANTA crARA VALlEY NONrolliT SOURCE PROGRAM', wrm SANTA crARA VALlEY WATER DISTRICI' AND PARrICIPATING AGENCIES lli SANTA crARA CXXJNTY WHEREAS, Division 30, section 4095, of the Califo:rnia Public Resources Code, effective January 1, 1990, requires each county and city in the state to convene a Source Reduction and Recyclin;J Task Force by March 1, 1990 to assist in developing the city and county soorce reduction and recyclin;J elements of the Countywide Integrated Waste Manage¡œnt Plan prepared p.n'SUðI1t to Public Resources Code Section 41000 et seq. and to prepare the countywide sitin;J element required p.n'SUðI1t to Public Resources Code Section 41700 et seq; WHEREAS, section 40950 further requires that membership of said Task Force shall be detennined by the County Board of SUpervisors and a majority of the cities within the county which contain a majority of the population in the county; WHEREAS the purpose of the Task Force is to insure a coordinated and cost effective regional recyclin;J system, and to develop goals, policies and procedures consistent with guidelines and regulations adopted by the state Integrated Waste Management Board (IWMB); WHEREAS, the Task force may include representatives of the solid waste industry, environmental organizations, general public, special districts, and affected governmental agencies; WHEREAS, the County of santa Clara and the cities of santa Clara County have already established a solid waste decision--maki.n;r structure which meets the requirements of Public Resources Code section 40950, namely the Intergovernmental Council Solid waste Committee, which is ~ of nine elected officials and provides balanced representation of the problems, issues and viewpoints in different areas of the County; WHEREAS, the solid Waste Committee is advised by the Solid Waste Technical Advisory Committee, which is '^"lIlosed of solid waste management professionals frcm local cities, the County, and the private sector and representatives of various <Ym1II1Il1'\Íty organizations, thus brin]in;J a wide rarge of Ð!pertise, information, and involvement into the decision making process; and WHEREAS, the Intergovernmental Council, the principal advisory committee on countywide solid waste plannin;J in santa Clara County reocmnerxis designation of the Solid Waste Committee, with the support of it's Technical Advisory Committee, to fulfill the Task Force role; NCM, nŒREroRE, BE IT RESOLVED by the City Council of the City of CUpertino, County of Santa Clara, state of California, in accordance with the above determinations, that the resolution to designate the IGC Solid Waste Committee as the Santa Clara County Source Reduction and the 13eCYClin] Task Force is hereby approved and adopted.
