Reference: Skilled & Trained Workforce Requirements
Dear Brent,
In regards to the project requirements for Skilled & Trained Workforce, this letter shall serve as Preston Pipelines
Infrastructure LLC (PPI) 2nd submission of a Corrective Action Plan for the above mentioned project, for the month of
September 2024. PPI is signatory to Unions and utilizes Laborers and Operating Engineers in performing our work.
PPI began working onsite at the above mentioned project in the beginning of August 2024 and a majority of the work was
completed. There was more work done in September, but due to scheduling conflicts we could not meet the required
percentage of 60% for our Laborers craft, nor the required percentage of 30% for our Operating Engineers craft. PPI has
been onsite in October already and we have exceeded the 60% requirement for Laborers, which is currently at 70%. We
have also increased our percentage to 22% for Operating Engineers. We will be doing more work in October to reach the
30% requirement for Operating Engineers. PPI will ensure we are in compliance through the duration of the project, for both
crafts.
We are currently working on entering a portion of our craft workers into Advanced/Accelerrated Apprenticeship Programs
that have been approved by the Division of Apprenticeship Standards (DAS). PPI will consistently work cooperatively with
our client, the Owner, and the State to meet, or exceed, all project goals by using graduates of applicable apprenticeship
programs.

Month: September 2024 Craft: Laborers
In accordance with Public Contract Code section 2600 et seq., all the workers of Preston Pipelines
Infrastructure, LLC performing work in an apprenticeable occupation in the building and
construction trades on the project known as Vallco MRU Completion located at 10123 N. Wolfe
Road, Cupertino, CA 95014 (the "Project") are either skilled journeypersons or apprentices
registered in an apprenticeship program approved by the Chief of the Division of Apprenticeship
Standards of the California Department of Industrial Relations (the "Chief"). "Skilled
journeyperson" means a worker who either:
(1) Graduated from an apprenticeship program for the applicable occupation that was approved
by the Chief or located outside California and approved for federal purposes pursuant to
the apprenticeship regulations adopted by the Federal Secretary of Labor.
(2) Has at least as many hours of on -the -job -experience in the applicable occupation as would
be required to graduate from an apprenticeship program for the applicable occupation that
is approved by the Chief.
In addition, at least 0% No work, performed) percent of the skilled journeypersons employed by
Preston Pipelines Infrastructure, LLC to perform work on the Project are graduates of an
apprenticeship program for the applicable occupation*. A graduate of an apprenticeship program
means either of the following:

the Chief pursuant to Section 3075 of the Labor Code, or
(2) An individual that has completed an apprenticeship program located outside California and
approved for federal purposes pursuant to the apprenticeship regulations adopted by the
federal Secretary of Labor.
