A RESOIDTION OF '!HE CITY OXJNCIL OF THE CITY OF aJPERI'INO
APPROVING '!HE ALIDCATION OF $100,000 IN <n1M!JNITY DEVEIDRoIENT BIDCK GRANT
FUNDS 'ro HOOSING FOR INDEPENDENT PEDPIE FOR E'SI'ABLISHMENT
OF 'rOO GIUJP HCMFS AND AU'IHORIZING '!HE EXEa1I'ION OF
AGREEMENTs IN CONNECI'ION 'IHERE.WI'IH
WHEREAS, there is a continuing need for affordable rental tmits
within the City of CUpertino, particularly for senior citizens and
disabled persons; and
WHEREAS, development of affordable rental tmits for low-:i11came senior
citizens and disabled persons will enable the City to help meet its
assisted housing goals, as described in the Housing Element of the General
Plan; and
WHEREAS, the proposals from Housing for Independent People meet the
guidelines for coro funding as well as those of the Seniors and
Handicapped Housing FUnd;
WHEREAS, the Seniors and Handicapped Housing Committee has reviewed
the two Proposals from Housing for Independent People and has made
recannnerx'lations for funding of the two housing projects in cooperation
with Project Match and the HIL Foundation;
NCM, THEREFORE, BE IT RESOLVED that the city of CUpertino hereby
allocates $100,000 in COB:; funjg from the Seniors and Handicapped Housing
FUnd to be used for developœnt of the Project Match group heme ($50,000)
and the HIL Foundation group home ($50,000),
BE IT FURIHER RESOLVED that the above described allocation of funding
to Housing for Indeperdent People is contingent on the coxxlitions
recamnended by the Seniors and Handicapped Housing Committee;
BE IT FURIHER RESOLVED that during the period of the loans, if
residency by Project Match or the HIL Foundation is discontinued, the City
IIU1St approve any alternative use of the houses,
BE IT FURIHER RESOLVED that the Mayor and the City Clerk are hereby
authorized to execute agreements for said projects on behalf of the City
of CUpertino.

FUNDING ~ONS
'!he Seniors and Handicapped Housin;J Camnittee met on May 11, 1990 with
representatives from Housin;J for Independent People (HIP), Project Match,
and the HIL Foundation to review two furxti.rq requests from HIP, HIP is
proposin;J to sponsor the developnent of two group hanes, one in
cooperation with Project Match and the other in cooperation with the HIL
Foundation,
Followin;J is a synopsis of the two HIP proposals:
1. Proiect Match Harne:
Request for $50,000 toward acquisition of a house to set up a
group home for 6 low income seniors, HIP will be seeking
furxti.rq sources to make up the éII\k)lJJ1t still needOO. for the
project, Total project costs are estiJnated to be $500,000,
Project Match currently provides placement services and on-qoin;J
consultation for a similar group home in San Jose, (See the
attached newsletter article on the San Jose home,) It is
Project Match's intent to establish a second group home which is
to be located in CUpertino,
HIP will purchase and lease the house to Project Match who will
be responsible for screening and matchin:J tenants, collectin;J
rents, and providin;J on-qoin;J consultation services to the
residents,
2, HIL Foundation Harne:
Request for $50,000 toward acquisition of a house to set up a

'!he City of saratoga has awarded HIP $25,000 in coro funds
toward the HIL Foundation project, HIP will be applyin;J for
state and federal funds for the balance needed to COIIplete the
project, Total estimated project cost is $500,000,
'!he HIL Foundation currently leases a house (from a private
individual) for a group home for 5 developmentally disabled
young women in SUnnyvale, It is HIL Foundation's intent to move
the wamen from the SUnnyvale home to a larger home in CUpertino
and acx:ept a sixth resident,
As in SUnnyvale, the wcmen will continue to work at the Hope
Workshop or other enp10yment and receive in-house trainin;J in
basic livin;J skills, HIP will purchase and lease the house to
the HIL FoI.n'xùltion who will be responsible for screening and
matching residents as 1"""""'M, collectin;¡ rents, and providing
on-goin;J assistance to the residents,

l, Recommend a $50,000 loan of CDOO funis frcm the seniors and

percent interest-only payments of $2,500 per year for 5
years; then reversion to 3 percent interest and fully
am:>rtized payments ($346 per 1OOIlth/$4,l46 per year) for 15
years, Payments to go into the Seniors and Handicapped
Housing F\1nd,
2, Each loan is dependent on HIP's abtainin;J other necessary
fu!'din;J, 'l11e loan frcm the City will be paid at the time of
escrow,
3. Houses purchased IIII.ISt be in CUpertino or CUpertino's Urban
Service Area,
B, Client Selection for Proiect Match Group Home:
1. First preference will be given to in:lividuals who are
residents of CUpertino, work in CUpertino, or have family
members in CUpertino or CUpertino's Urban Service Area,
2, In oJ:der to recruit appropriate tenant referrals frcm
CUpertino, Project Match will neblork with local
oJ:gëIIÙzations such as CUpertino Canununity Services and SUnny
View West.
C, client Selection for HIL Foundation Home:
since a sixth resident has been selected based on compatibility
with the existin;J five residents, no CUpertino residency
conditions were recammended by the housin;J committee,
