A determination whether the request warrants a public hearin;¡' for further consideration. stage 2. A determination whether the request is a minor or major amen::1ment. A minor amen::1ment will be considered in June and December. A major amen:lment will only be considered in December . S'mGE 1: æITERIA FOR DEI'ERMINING IF A HEARING SHALL BE SCHEIXJLED. '!he decision to consider a General Plan Amen:1ment should be primarily based upon the degree to which the amen::1ment will benefit the community and is canpatible with the existin;¡' General Plan policies and Goals. In addition, the amen::1ment should meet at least one of the follOlr/in;¡' tests: 1. '!he amen::1ment appears to support the existin;¡' General Plan goals an objectives. ('!he degree of benefit could not be fully ascertained until the project is assessed environmentally, economically, and socially in the context of a public hearin;¡' for the amen::1ment.) 2. '!he pl.u~ amen:lment represents an unforeseen land use trend that had not been considered. 3. '!he existin;¡' General Plan policy which precluded the proposed. land use activity is based on outdated or inaccurate information. STATE 2: æITERIA FOR DEI'ERMINING WHEN A HEARING SHALL BE SCHEIXJLED. General Plan Amen:1ments will be scheduled twice a year. Minor amen:lments will be heard in June and December while hearin;Js for major amen::1ments are limited to December. An amen::1ment which meets the follOlr/in;¡' tests is defined as major and will be scheduled for the annual review: 1. '!he amen::1ment would result in ~ysical, economic, or social iItpacts which exterx1 well beyon:l the project site. -1- City of CUpertino General Plan Review Procedure - Revised 7/2/90 2. '!he amen:lment results in direct iItpact which is local in nature I::Iut has the potential to be precedent settin;¡' and thus, results in widespread change. '!he deadline date for the December review of major amen::1ments is the secon:l Mon::ày in Sept_h<>.r. '!he deadline date for minor amen:lments for June and December hearin;Js is the secon:l Mon::ày in April and secon:l Mon::ày in october. '!he Planning Commission/City Council may schedule additional General Plan Amen:1ment hearin;Js when said bodies determine that a Ion] delay would result in extraordinary hardships for an applicant arx:J¡or that an expeditious General Plan review would benefit the community. APPLICATION MATERIALS A General Plan applicant shall submit a written request outlinin;¡' how' the proposal ~lies with the "stage 1" criteria outlined above. If the City Council or Planning Commission as the case may be authorizes a public hearin;¡', the applicant will prepare and submit an environmental worksheet for review by the Envirornnenta1 Review Committee. '!he Envirornnenta1 Worksheet shall be acc::al1'pëlI1ied with detailed documentation describin;¡' the project and its probable envirornnenta1, economic and social iItpacts. '!he "Initial study" shall be based upon a scope of work prepared by City staff and shall be :fun:led entirely by the applicant. -2-
