Subject
Award a construction contract for the 2024 Concrete Reconstruction Project to Duran
Construction Group for removal and replacement of concrete curbs, gutters,
sidewalks, and pedestrian ramps in the amount of $1,586,842.
Recommended Action
1) Award a construction contract for the 2024 Concrete Reconstruction Project
(project number 2024-103) in the amount of $1,586,842 to Duran Construction
Group;
2) Authorize the City Manager to execute the construction contract when all
conditions have been met; and
3) Authorize the Director of Public Works to execute any necessary change orders
up to a construction contingency amount of $158,684 (10%) for a total contract
amount of $1,745,526.
Background:
Q1: The staff report did not specify the specific locations and work to be done with
the project. I looked at the linked project description and it is not easy to figure that
out. Please clarify.
• And please point me to any table that has the breakdown of the project costs.

Staff response: The locations are provided starting page 111 in the project manual, which is
linked in the staff report. The locations have been extracted and provided in Attachment B –
Concrete Reconstruction Location List.
Q2: The Council has given direction to reduce the cost spent in concrete
projects like this in January 2023.
How does that come into play with this project? I cannot find this info in the
staff report. (Chao)
Staff response: The 2023 concrete project was cancelled prior to completion due to
complications with contractor. As a result, the remaining funds have been requested to
be carried over and are proposed to fund this project.
Q3: The contract is incomplete. It is missing the “details” of what actual work
is being done. When a street pavement contract is brought for your
consideration they actually list which streets are to be re-paved. I expect the
same for this contract. (Chao)

Q4: The Staff Report does not mention anything regarding details of the work,
why these need to be suddenly done when 2 months ago the city was
prepared to have the residents take over sidewalks. (Chao)
Staff response: The City initiates an annual concrete repair project to correct
potentially hazardous conditions and to limit risk to residents and the City.
Q5: Provide a list of which curbs, gutters and sidewalks are being repaired.

-How much of this contract is replacing good ramps with yellow bumps?
-How much is sidewalks and where?
-Is there any other work being done and if so what and why?

Staff response: Please see Attachments B and C for quantities. The ramp work is a
combination of constructing new ramps and replacement of ramps that are
noncompliant with current standards.
Q6: Where is the $1.6M coming from?
-Was it budgeted-if so, is this within budget? If not, why not?
-What fund is it being drawn from?
-Is any of this being covered by a grant? If so, is there a deadline,
requirements, etc.?

Staff response: The project is funded through the Transportation Fund. This includes
general fund revenues via a transfer in, gas tax funds and interest earnings. The
Engineer’s Estimate was $1,550,000. FY 24-25 budget provided funds totaling
$632,000. Remaining funds from the FY23-24 concrete maintenance program totaled
$1,488,000, which are proposed to be carried over to FY24-25. With carryover,
sufficient funds are available in 270-85-820 750-020 (special projects annual sidewalk
curb & Gutter) to fund the project. No grant funds are being used.
