Re: Agenda #1, PERFORMANCE EVALUATION OF THE CITY MANAGER If we measured how much power the City Manager has accumulated, she would get a high rating. However, the City Manager's role is to serve the Council and ultimately the residents. The residents and Council have been sidelined as many significant decisions are removed from public debate by placement in the Consent Calendar. The direct democratic process that involves the community is diminished. Council members are held at arms length from Staff and cannot get the information they need to make informed decisions. The process of representative democracy is diminished.
