Meeting Minutes
1. CALL TO ORDER
Councilmember Dolly Sandoval called the meeting to order in the Valleo Training
Center, 10101 N. Wolfe Road, Cupertino.

3. COMMITTEE REPORTS
Block Leader - Laura Lee reported that there are 160 block leaders and that the next
training would be held on February 8. She also noted that a new database is being
created to join the Block Leader, CERT, and Neighborhood Watch programs together to
eliminate duplicate mailings to participants.
CERT - Ken Foot reported that two classes were currently in progress. He stated that
there were 20 participants in the morning class and more than 50 in the evening class.
The participants have been very enthusiastic and the classes were going well. It was
noted that the Personal Emergency Preparedness workshop is now a prerequisite to the
CERT class.
MRC - Report attached.
Neighborhood Watch - Steffanie Turini reported that six new groups have been fOl1lled
and there are 154 leaders, 92 neighborhood watch groups and 208 streets. She indicated
that a city-wide postcard is being developed with tips and infol1llation regarding
neighborhood watch.
OES - Report attached.
4. NEW BUSINESS
A. Dam Evacuation
John Hirokawa reported on a new model of the plan and stated that we would be
re-writing our plan to follow the new model.
5. Miscellaneous Updates
Marsha Hovey reviewed a new meeting fOl1llat that will include more action planning
and include reports from fire and law. She also discussed the inoculation plan.

OES
· Personal Emergency Preparedness (PEP) Workshop is still popular - even four months after
Katrina, but the enrollment is dropping. We have two volunteers trained to teach the PEP class.
· Two National Incident Management System (NIMS) IS700 classes have been conducted for City
Staff. A third class is being scheduled for March. In addition to staff, all volunteers must take the
training. Training can also be done online at www.fema.aov/nims
· November 15th Golden Guardian exercise identified several corrective actions that staff are
completing. Methods of communications and notification are still being evaluated.
· Kaleidoscope starts Feb. 20.
· Partnering with Lynbrook High School to put on a Preparedness Day at Quinlan Center on
February 25. Series of speakers and displays including OES, Red Cross and County Fire.
· Thanks to our webmaster, Nidhi Mathur, for all her help updating the OES web page information.
· 2005 Training totals: CERT 42 Kaleidoscope 56, PEP 83, CPR 177, First Aid 102.
CERT
· CERT classes in progress. Day class has 23 students. Evening class has 44. Graduation is
February 11. We have 15 Saratoga residents in our class, per an agreement with County Fire.
Los Gatos and Campbell CERT classes will also participate in the graduation that will be held at
DeAnza College. There will be approximately 100 people graduating.
· The next CERT classes (day and evening) will be in September. The PEP class is going to be a
prerequisite for the next CERT class. Students will be asked to bring their emergency backpack
to the first day of class.
· ARKs are now stocked. All CERT members are being invited to a meeting on March 14 to set up
ARK teams (based on where they live). The goal is to have the teams begin to meet and train
together.
· The next Planning and Intelligence Section Documentation training is scheduled for March 15.
We are also adding a Logistics training.
· New online training for CERT members in START triage.
MRC
· Held three Orientation briefings for Medical Professionals (three doctors, 1 nurse and 1 dentist.
· Partnering with California Preparedness Education Network to offer weapons of mass destruction
awareness training for MRC members. The training qualifies for continuing education credit for
Medical Professionals. We've invited all doctors and dentists who work in Cupertino.
· We are still recruiting anyone who can give an injection in an effort to create a database that can
used during a mass inoculation event.
· MRC members are developing a standard procedure for running first aid stations.
· Just returned from MRC Conference in Sacramento. Made some good connections with other
MRCs in California, Las Vegas and Arizona.
