A RESOIIJTION OF 'mE CITY <XXJNCIL OF 'mE CITY OF aJPERI'INO
URGING ADOPTION OF A NATIONAL WATER MANAGEMENT roLICY
WHEREAS, water is a limited, precious natural resource owned by and
accessible to all citizens of this country; and
WHEREAS, protection of the quality am integrity of surface and
groundwater resoorces is a non-discriminating, :Eun:Iamental right directly
related to the health and welfare of the citizemy of this country; and
WHEREAS, water needs are projected to increase significantly in the
future, particularly in the areas of big population influx in the sunbelt
and western areas of the country; and
WHEREAS, cc::mprehensive water management p:togral1!S, combined with
additional natural water supplies, ImJSt be provided to meet present and
future needs; and
WHEREAS, in several vital growth areas of the country comprehensive
water policies have been developed. to address the severity of the need to
persist in long-range water resource planning; and
WHEREAS, water policies should be comprehensive in nature, not only in
tams of water quality and supply, but also in tams of the equitable
management of a natural resource; and
WHEREAS, there does exist an exemp1a:ty, comprehensive water policy
developed. in the state of California that grew out of the need for
consistently high growth areas throughout that state to meet the water
quality, supply and equity need of the citizemy; and
WHEREAS, sufficient data 1oIOUld suggest that there are numerous other
areas of widespread growth in this country, particularly in the "sunbelt"
areas of the nation, for example, that echo a trend in the overall
nation-wide need for a comprehensive water policy; and
WHEREAS, the management of national water issues and programs cannot
be solved without the cooperation of the state am federal goverIUI\eI1ts;
and

WHEREI\S, management of any c::Ĺ“prehensive water policy and related
programs requires federal fun:1ing, assistance and oversight; and
WHEREI\S, the desirable method for fun:1ing for the actual development
of a national cxmprehensive water management pl.'YLQIU would be through
direct grants to states of large, high growth-rate areas;
NCW, ~UI<tò, BE IT RESOLVED, that the city Council of the City of
CUpertino urges the National League of cities to request the federal
government to establish a national water policy using a framework similar
to the California IOOdel developed by the League of California cities and
the County SUpervisors Association of California; and, therefore, be it
further
RESOLVED, that the federal government provide fun:1ing for eligible
projects consistent with the adopted national water policy.
