Dear City Council: Item Number 12 on the City Council Agenda for 6/18/24 has no staff report and therefore should probably Not be on the Consent Calendar if the city is trying to buy 19400 Stevens Creek Blvd which is A two story office building. This building is currently in the Housing Element as a Housing site and ill be upzoned by the city as a result of the Housing Element. The building and property will be worth more once it is upzoned for housing.I No one seems to know what purpose the City is trying to buy the building for because there is No staff report. I can tell you the building has been used as an office building and was used as A church at one point. It is a nice building, but I'm sure the building is worth about 7 million so I'm not what the City is planning on doing with it. I hope we can discover what the City plans to do with the building. If we are up zoning it, it is Better to buy it now than a month from now when the city rezones it because it will be more Expensive to buy then. The city will increase the value of one of its own buildings by up zoning it. Interesting strategy to say the least. I hope HCD didn't tell Cupertino to buy it. Thank you. I was alarmed to see this item on the consent calendar. Something of this magnitude should never have been on the consent calendar. Was the purchase of a building on the city’s work plan? What is the purpose of the purchase? By considering the purchase of a building, is the City broadcasting a favorable conclusion to the CDTFA audit? On the one hand, we are told that we have no money for community benefits and on the other, we have the money for the purchase of commercial property. Finally, I and many of your constituents are vehemently against “public/private partnerships” that only serve to pimp our public property to financially-motivated developers. Dear City Council, I see that Consent Item #12 now has a report associated with it BUT it is not sufficient to eliminate discussion in public! PLEASE PULL ITEM #12 for the following reasons: 1. The agenda item description is vague and misleading. 2. It is not clear why this purchase needs to occur. 3. It is not clear what the purpose of the purchase of the property is for. 4. Who authorized staff to even do this?!? 5. We are in a budget crisis and we are purchasing property UNDER CONSENT?!?! 6. What qualifications does the City Manager have to negotiate purchasing agreements? 7. What are the purchasing thresholds? 8. This is not on the Work Plan and the Work Plan and Budget were JUST AUTHORIZED-not an example of good management/budget practices to withhold items until after the budget approval then get amendments!
