On April 11, Housing Commissioners received an email from Benjamin Fu, Director of Community Development. The subject was the Housing Element Update Press Release. Excerpt below: "City Manager’s Office issued a press release (attached) this morning announcing the State’s determination that the City’s draft housing element meets the statutory requirements.” I replied to Benjamin Fu, and the following City Staff: Piu Ghosh, Planning Manager; Luke Connolly, Assistant Director of Community Development; and Alec Vybiral, Senior Housing Coordinator, as follows: "Congratulations , Ben! This is a remarkable achievement! To you and all your staff, much respect and praise. ." As Housing Commissioner and as a resident of Cupertino, I have been following and participating in the discussions of the Housing Element since it first began. This 6th Cycle process has been more difficult than previous years. New State requirements for the Housing Element were complex. There has been extensive input by residents at various opportunities throughout the years. City Staff began the process under the previous City Council, and then finalized it this year under the current City Council. I am impressed that City Staff has met the challenges of this ambitious goal, which was a Housing Element that the State would say met the statutory requirements. Kudos! And a hearty Thank You for outstanding, professional work throughout. Director Connelly, When the Housing Element is brought to the Housing Commission, Planning Commission and City Council PLEASE provide a map AND address list of all R1 lots that HE Strategy 1- 3-6 applies to for transparency. Recently, the city failed to specifically identify the BA sites via a list and residents were furious when they found out it was more than “just school sites”! Please do not make this same mistake and please do not use the excuse that you are not rezoning these R1 lots. You will be adding the potential for rezoning without any input from neighbors so this is the time, right now, when you need to notify all residents of this potential change! List the addresses! A blanket postcard about the HE is not equivalent to listing the exact lots. The second bullet is so complex that most people do not understand which lots apply. List them! All of them!
