USER FEES
WHEREAS, the State of California requires fees charged for service
rendered not to exceed the cost of delivering said services; and
WHEREAS, a public hearing has been held to review user fees; and
WHEREAs, the City Council of the City of CUpertino has established
guidelines for setting user fees;
NtM, 'D!EREFŒE, BE IT RESOLVED that:
1. User fees are established per attachments A through F.
2. All User fees as detailed in attachments A through E and
previously established by the Council action or resolution are hereby
superseded.

Miscellaneous Application typically requires minimum review process.

applications typically do not require ERe or City Council action.

Recreation classes am excursion fees shall be determined as follows:
Classes
1. Determine the maximum hourly rate paid to instructor.
2. Multiply the insturctor's hourly rate by the number of class
meetings.
3. Determine the minimum number of participants and divide into the
instructors cost.
4. Add iIrlirect overhead percent.
5. Add 20% to establish non-resident fee.
6. Add cost for specialized equipment or supplies.
SPecial =nditions: If participantion does not meet minimum
enrollment requirements and the class =ntinues, the instructor
may receive 80% of the registration fee.
Excursions
1. Transporation cost divided by the number of participants plus
overhead transfer.
2. Add 20% to establish non-redisent fee.
3. Add any admission cost, supplies or leadership cost.
Additional factors that mav be used to determine the class or excursion
user fee:
The total number of participants in a given activity may generate
additional revenue whereby the total program cost may be reduced.
Classes that traditionally have waiting lists may have the user fee
increased.
Programs in competition with adjacent cities or the pricate sector may
require fees to be increased or deceased to remain competitive.

Group I: city-sponsored events.
Group II: Recreation events, programs and clubs officially
co-sponsored, affiliated or associated with the city of
CUpertino and open to the general public. Clubs must have
51% or more CUpertino resident membership (must show roster)
and pay use fees when conducting fund raising activities.
Group III: Programs or activities sponsored by recreation, education or
canununity service organizations. These organizations must
(a) be non-profit making and show evidence thereof; (b) have
an official organizational structure and status and show
evidence thereof; (c) have non-restricted membership as that
term is defined herein; (d) have a 5l% CUpertino resident
participation rate; and (e) pay use fees when conducting fund
raising activities.
Group IV: All other meetings, activities and events not meeting the
=iteria in Groups I-III.
