HomeMy WebLinkAboutCrescent 79-8 A,B,C Annexation ANNEXATION CRESCENT 79-8 A,B,C 1980 I FA AF SUMMARY AGENDA ITEM NUMBER 55 ,WENDA DATE August 18, 1980 SUBJECT AND ISSUE Consideration of possible annexation of areas designated "Crescent 79-8 A", "Crescent 79-8 B" and "Crescent 79-8 C" BACKGROUND On July 31, 1980 staff conducted a neighborhood meeting at the Monta Vista Community Center, 7:30 p.m. , to discuss possible annexation of Crescent/Hillcrest area by the City of Cupertino. Questions raised during that meeting were the possibility of a cyclone fence along _"arian Park, particularly the west end and the issuance of building permits during the period while annexation is possible lLut not yet a certainty. A few people from the Amelia Court area were present and expressed a strong opposition to any future sidewalks being installed in that Court. Staff reviewed the Site Specific Plan of the three island- with those present and dis- cussed major concerns which included the necessity of any street improvements and fiscal implications of any annexation. The letter sent to residents and/or prrperty owners of this area informing then of the July 31 meeting also notified them of Council consideration on August. 18, 1980. STAFF RECOMMENDATION Should Council wish to initiate annexation proceedings, the Site Specific Plans must be approved and the r.esolutiom adopted. Quinlan, City Manager C3ESC�.�ida 79-8 "B" This Site Specific ?Ian has been prepared in response to LA7CO planning requirements for evaluating annexation proposals under the Municipal Organization Act of 1977 . ih..s plan is based upon the :caster ?Ian for services which was approved by the Cupertino City Council on March 19, 1979. The City of Cupertino has planned its services so as to provide for the entire area and population within the perimeter city limits. Therefore, there is ample capacity to extend services to each of the island areas. Islands are currentiv receiving beneffits in the form of access to services provided by the Cit7. Advantages gained by residents who annex to the City include: increased traffic enforcement; increased level of code enforcement, traffic complaints and request for traffic control devices; City maintenance of streets; increased access to City recreation programs; shorter distance between residents and government service Center; lnCr2ased aoverr_ment representation +rOt2 as both City and Counter resident, opportunity to ser-re on City commissions or boards, opportunity to run for Council) ; improved efficiency in deliver-of services; tois is an opportunity to annex Without paying processing fees. 1. :ire protection and Preventi^n Services There will be no change in agency upon annexation. This park is 5.0 acres• and _`eatures open space and tannis courts. Annexation has no effect on park development. 3arbeque tables, barbeques and playground equipment are to be installed in this park. Also cicseby is the Xfcnta Vista ?ark and Community Center en Voss Avenue. The City has budgeted $150,000 for redevelopment of the park during the 1980-81 fiscal Year. ?lans include a parking area and neighborhood play equipment. Approximatei.v 15,000+ sq. ft. of the community center will be retained . Super- vised recreation programs for all ages will be conducted in the center. Recreation and nark facilities are available regardless of residency. However, non-residents pay_ an additional S2.00 fee for programs held at City owned facilities. V.
