Consideration of possible annexation of areas designated "Crescent 79-8 A", "Crescent
79-8 B" and "Crescent 79-8 C"
BACKGROUND
On July 31, 1980 staff conducted a neighborhood meeting at the Monta Vista Community
Center, 7:30 p.m. , to discuss possible annexation of Crescent/Hillcrest area by
the City of Cupertino. Questions raised during that meeting were the possibility
of a cyclone fence along _"arian Park, particularly the west end and the issuance
of building permits during the period while annexation is possible lLut not yet a
certainty. A few people from the Amelia Court area were present and expressed
a strong opposition to any future sidewalks being installed in that Court. Staff
reviewed the Site Specific Plan of the three island- with those present and dis-
cussed major concerns which included the necessity of any street improvements and
fiscal implications of any annexation. The letter sent to residents and/or prrperty
owners of this area informing then of the July 31 meeting also notified them of Council
consideration on August. 18, 1980.
STAFF RECOMMENDATION
Should Council wish to initiate annexation proceedings, the Site Specific Plans
must be approved and the r.esolutiom adopted.

This Site Specific ?Ian has been prepared in response to LA7CO planning
requirements for evaluating annexation proposals under the Municipal Organization
Act of 1977 . ih..s plan is based upon the :caster ?Ian for services which was
approved by the Cupertino City Council on March 19, 1979.
The City of Cupertino has planned its services so as to provide for the entire
area and population within the perimeter city limits. Therefore, there is ample
capacity to extend services to each of the island areas. Islands are currentiv
receiving beneffits in the form of access to services provided by the Cit7.
Advantages gained by residents who annex to the City include: increased traffic
enforcement; increased level of code enforcement, traffic complaints and
request for traffic control devices; City maintenance of streets; increased
access to City recreation programs; shorter distance between residents and
government service Center; lnCr2ased aoverr_ment representation +rOt2 as both
City and Counter resident, opportunity to ser-re on City commissions or boards,
opportunity to run for Council) ; improved efficiency in
deliver-of services;

IV. ?arks and Recreation
T:.e location of the nearest park is Ston•.da'_e Drive - Varian ?ark. This
park is 5.0 acres• and _`eatures open space and tannis courts. Annexation has
no effect on park development. 3arbeque tables, barbeques and playground
equipment are to be installed in this park.
Also cicseby is the Xfcnta Vista ?ark and Community Center en Voss Avenue.
The City has budgeted $150,000 for redevelopment of the park during the 1980-81
fiscal Year. ?lans include a parking area and neighborhood play equipment.
Approximatei.v 15,000+ sq. ft. of the community center will be retained . Super-
vised recreation programs for all ages will be conducted in the center.
Recreation and nark facilities are available regardless of residency. However,
non-residents pay_ an additional S2.00 fee for programs held at City owned
facilities.
V. Streets - Substantiall•• Develooed or De,7elobina Ter-itory
=cevt in cases of further development or redevelopment, no upgrading or
facilities will be required. The City will :maintain all public streets
as required. Service level and funding will be in accordance with the
Master Kan for Services.

This area is located within Zone 1.
YI. Storm Drains
Storm drains are not available in tZis island area and will not be recuired

DESIGNATED AS CRESCENT 79-8(b)
TO THE CITY/TOW OF CUPERTINO
PURSUANT TO GOVERNMENT CODE SECTION 35150(f) OF
THE MUNICIPAL ORGANIZATION ACT OF 1977
WHEREAS, the Board of Supervisors of the County of Santa
Clara has held a duly noticed public hearing pursuant to the
Municipal Organization Act of 1977 on the proposed annexation
of territory designated as CRESCENT 79-8(b)
to the City/ of CUPERTINO
and
WHEREAS, the Board of Supervisors is authorized by the
Santa Clara County Local Agency Formation Commission to order
annexation of this territory without an election pursuant to
Government Code Section 35150(f) of the Municipal Organization
Act of 1977 ;
NOW, THEREFORE, the Board of Supervisors of the County of
Santa Clara does hereby resolve, determine and order as follows :

BACKGROUND
In 1975 the Cupertino City Council granted Negative Declarations to the areas known as
Crescent/Hillcrest and Monta Vista test in conjunction with prezoning hearings. It is
necessary to make these findings in the instance of annexation consideration as well.
At their meeting of July 22, 1980 the Environmental Review Committee determined that
annexation would not have a significant impact on the environment.
STAFF RECOMMENDATION
Granting of Negative Declarations since the projects are consistent with the General
Plan and have no significant environmental impacts.

As provided by the Environmental assessment Procedure, adopted by the City
Council of the city of Cupertino on March 27, 1973, as amended, the following
described project was reviewed by the Environmental Review Committee of the
City of Cupertino on July 22, 1980 at which time the Committee determined
that the project does not have a signif`.--ant impact on the environment and
therefore is recommending to the decisionmaking body that a Negative Declaration
be filed.
