About 32 acres of the annexation are a Aortion of the Nellis project, Approximately 10 ;iew parcels plus permanent open space is proposed for this part. ;The whole Nellis property development consists of 23 single-family residences on 94 acres) . 2, About- 20 acres cf the annexation consist of about seven existing parcels, mostly along Regnart Road. This part needs to be a par`, of the annexation : a. To prevent the creation of an unincorporated island, and b. In order to provide for the required improvements to Regnart Road, an essential feature of the Nellis project, The Nellis project consists of t:ie development of 23 single-family home sites on lots ranging from 2.0 acres to 5.7 acres in size together with 24.5 acres to be maintained in open spare preserve, In addition to the construction of houses, the project will include: a. major improvements to the existing Regnart Road off site. b. A new road constructed through the site. c, Other road improvements for required connections. d, Grading driveways as access to homes. e. The provision of water and electricity to the sites, f, Storm drainage improvements. It should be noted that septic tanks for on site sewage disposal is proposed, not sanitary se-oers. Natural gas is not proposed for the project , The proposed density of the project is within the range allooied, by the existibg County zoning. w EOaD R c�v�^" 25/5 V ;/!d Zr f Local Agencormaticn page 2 April 24, 1975 • Commission The City of Cupertino, as lead agencv for the environmental review of the project, has prepared the attached EIR which concludes that the project will not have a significant impact on the environment. The principal environmental impacts noted in the ZIR will be due to: a. Traffic increase and related noise increase and air pollution s increase. !Mitigation measures proposed include improvement of existing roads to a rural standard considered adequate and the construction of new roads and road connections. b. Grading and vegetation removal. A long list of mitigation measures include: 1. Minimum road widths in order to minimize grading. 2. Retaining walls along roads, 3. Seeding and planting cut and fill slopes. 4. Appropriate house design, including possible split level and pole supported structures, 5. prudent timing of grading operations. C. Loss of habitat and increased wildlife mortality. A 24.5 acre pernane;it open space is proposed which may be considered as a mitigation measure, Environmental risks to be noted are: a.
