DRC 11-17-05 Design Review Committee November 17, 2005 Cupertino, CA 95014 (408) 777-3308 APPROVED MINUTES OF THE REGULAR MEETING OF THE DESIGN REVIEW COMMITTEE HELD ON Novernber 17, 2005 ROLL CALL Committee Members present: Taghi Saadati, Commissioner Lisa Giefer, Commissioner (via conference call) Committee Members absent: Marty Miller, Chairperson Staff present: Colin}ung Piu Ghosh Staff absent: None APPROVAL OF MINUTES: October 6, 2005 Commissioner Giefer asked for the minutes to be revised to strike the 2nd sentence from Item #1: Some existing neighbors have 5 foot side setbacks because those homes were built under the prior zoning codes. Application: Applicant: Location: ASA-2004-02 Greg Pinn (Pinn Bros. Construction) 20128 Stevens Creek Blvd. DRC review of building permit plans for conformity to the architectural rendering approved by the City Council at its meeting of March 1, 2005. Design Review Committee decision final unless appealed. 2 Design Review Committee November 17, 2005 Staff member Jung re-capped the project history. This project was approved at the March 1, 2005 City Council meeting. The Design Review Committee has been asked to make sure that the approved renderings from that meeting are what will actually be built. The property is located at 20128 Stevens Creek Blvd and is commoruy known as Adobe Lounge. It is a mixed- use area consisting of 2395 square feet of retail space and 23 residential units. The Design Review Committee was presented with an abbreviated set of construction drawings; an architectural drawing, landscape plan, general site improvements and the driveway arbor. The plans will show the general consistency of the permits to the submitted drawings. Commissioner Giefer had reviewed the City Council meeting from March 1 st and had several concerns regarding the renderings she had received in the abbreviated packet. She felt it would be hard to address the City Council's concerns without seeing additional plan sets (specifically the parking plan) and the materials board. Without all the renderings, questions concerning the bicycle rack placement and pedestrian path to the Podium and Biltmore could not discussed properly. Commissioner Saadati agreed. He also wants to see the materials board as the drawings did not indicate what type of construction products or actual colors would be used. Commissioner Giefer asked if the site plans conforms to the "Heart of the City" Plan. Staff member Jung stated that it does not but that the applicant had been made aware of this and would be revising the sidewalk plan to be compliant. MOTION: Commissioner Giefer moved to postpone application ASA-2004-02 until the December 15, 2005 meeting. Application: Applicant: Location: ASA-2005-16 Brian Kelly Jr. (Gordon Kelly Development Corp) 21190 Canyon Oak Way Architectural and Site approval for a 4,954 square foot single-story residence in a planned development zoning district (Oak Valley) Design Review Committee decision final unless appealed. Staff member Ghosh stated that the proposed development was before the Design RevÌew Committee because the project site lies in the Oak Valley Planned Development area (lot 3) and the houses in this development do not have pre-approved housing styles. The house is to be constructed as a single-story, family residence. The project is in conformance with all development standards. The maximum allowed lot coverage is 3 Design Review Committee November 17, 2005 40%, FAR is 18.65%, front setback is 46.5', side setbacks are 18' and 10' and rear setback is 17.33'. It will be 22'9" high. Of the immediate neighboring houses, one is a single- story and the other is a two-story. Because several of the houses in the development have stucco exteriors, this house will have lap siding in keeping with the no more than 50% stucco design guideline for the Oak Valley lots. Commissioner Giefer asked about the driveway construction materials. Sheet #1 of the site plans shows the driveway will be constructed out of asphalt. Commissioner Saadati stated that on another sheet in the packet, the driveway was shown with pavers. The applicant stated that the driveway would be made from pavers and apologized that Sheet #1 had not been updated. Commissioner Giefer asked about using" green" development measures. The applicant stated that they use environmentally friendly and natural materials as much as is feasible in their projects. MOTION: SECOND: ABSENT: ABSTAIN: VOTE: Commissioner Giefer moved to approve application ASA-2005-16 with the condition that the driveway be built using pavers or cement. ASA-2005-15 Alex Huang 10201 Viceroy Court #B Architectural and Site approval for a 575 square foot addition and a new entry for Unit A and a second story deck for Unit B Design Review Committee decision final unless appealed. Staff member Ghosh explained that this is a minor addition to the rear of the existing building, second-story deck and entryway modification to enhance the overall aesthetics of the 4-unit, duplex property. The project also calls for landscaping all around the property and striping of the resident's parking area. Commissioner Saadati asked about how much demolition was proposed on the site. The Applicant explained that there would be little demolition as the modifications were being added on to existing features such as window and door openings. The addition was to make a larger living space for himself and his family and the other enhancements were being done to upgrade the general look of the property. Commissioner Giefer was pleased that the owners of the property wanted to spruce it up.
