ROLL CALL Commission Members present: Tessa Parish, Chair Govind Tatachari, Vice Chair Connie Cunningham, Commissioner Sue Bose, Commissioner Commissioners Members absent: Angan Das, Commissioner Staff present: Kerri Heusler, Housing Manager Gabriel Borden, Senior Housing Planner APPROVAL OF MINUTES 1. Subject: Approve the March 10, 2022 Housing Commission meeting minutes Recommended Action: Approve the March 10, 2022 Housing Commission meeting minutes Bose moved and Tatachari seconded. AYES: Parish, Tatachari, Bose, Cunningham NOES: ABSTAIN: ABSENT: Das VOTE: 4-0-0-1 POSTPONEMENTS None ORAL COMMUNICATIONS Member of the public, Jennifer Griffin, spoke regarding Santa Cruz County’s Regional Housing Needs Allocation (RHNA). WRITTEN COMMUNICATIONS None CONSENT CALENDAR 2. Subject: 2021 General Plan Housing Element Annual Progress Report (APR) on forms required by HCD Recommended Action: That the Housing Commission receive the report Member of the public, Jennifer, Griffin, pulled the item from Consent. 2 Bose moved and Tatachari seconded. AYES: Parish, Tatachari, Cunningham, Bose NOES: ABSTAIN: ABSENT: Das VOTE: 4-0-0-1 PUBLIC HEARINGS 3. Subject: FY 2022-23 Community Development Block Grant (CDBG) Program and Below Market Rate (BMR) Affordable Housing Fund (AHF) funding allocations. Recommended Action: Consider adopting Resolution 22-01 recommending the FY 2022-23 CDBG and BMR AHF funding allocations to City Council for final approval. Staff member Borden provided a presentation and answered questions. Presenters included Alaina Purcell from Rebuilding Together Silicon Valley and Sujatha Venkatraman from West Valley Community Services. Cunningham moved and Bose seconded. AYES: Parish, Tatachari, Bose, Cunningham, NOES: ABSTAIN: ABSENT: Das VOTE: 4-0-0-1 OLD BUSINESS None NEW BUSINESS None STAFF UPDATES AND COMMISSION REPORTS: Staff member Heusler provided information about the following items: • 2022 Monthly Mayor’s Meeting Schedule • City Council agenda items • Housing Element update Commissioner Bose reported on attendance at the Mayor’s monthly meeting. FUTURE AGENDA (limitation, cannot discuss) • Parish recommended meeting with affordable housing developers regarding lack of applications for the City’s BMR AHF fund. • Tatachari recommended reviewing how to entice affordable housing developers to apply for the City’s BMR AHF fund, and how to outreach to the public to understand affordable housing needs. 3 • Cunningham recommended reviewing the BMR Manual: 1. constancy with funding entities; and 2. that the priority system is balanced for people in need of housing (seniors, intellectual and developmental disabilities, etc) ADJOURNMENT: The meeting was adjourned at 10:06am to the next regularly scheduled Housing Commission meeting.
