PUBLIC HEARINGS
3. Subject: FY 2022-23 Community Development Block Grant (CDBG) Program and Below Market Rate
(BMR) Affordable Housing Fund (AHF) funding allocations.
Recommended Action: Consider adopting Resolution 22-01 recommending the FY 2022-23 CDBG and
BMR AHF funding allocations to City Council for final approval.
Staff member Borden provided a presentation and answered questions. Presenters included Alaina
Purcell from Rebuilding Together Silicon Valley and Sujatha Venkatraman from West Valley
Community Services.

STAFF UPDATES AND COMMISSION REPORTS:
Staff member Heusler provided information about the following items:
• 2022 Monthly Mayor’s Meeting Schedule
• City Council agenda items
• Housing Element update
Commissioner Bose reported on attendance at the Mayor’s monthly meeting.
FUTURE AGENDA (limitation, cannot discuss)
• Parish recommended meeting with affordable housing developers regarding lack of applications
for the City’s BMR AHF fund.
• Tatachari recommended reviewing how to entice affordable housing developers to apply for the
City’s BMR AHF fund, and how to outreach to the public to understand affordable housing
needs.

• Cunningham recommended reviewing the BMR Manual: 1. constancy with funding entities; and
2. that the priority system is balanced for people in need of housing (seniors, intellectual and
developmental disabilities, etc)
