P&R 10-06-2022 CITY OF CUPERTINO PARKS AND RECREATION COMMISSION Teleconference Meeting Thursday, October 6, 2022 7:00 PM MINUTES CALL TO ORDER Chair Xu called the meeting to order at 7:00 p.m. via remote teleconference. ROLL CALL Commissioners present: Xiangchen (Minna) Xu, Sashikala Begur (7:05 p.m.), Gopal Kumarappan, Carol Stanek, Seema Swamy Commissioners absent: None Staff present: Rachelle Sander, Jessica Javier, Sonya Lee, Jenny Koverman, Evelyn Moran, Susan Michael, Matt Morley Guest speakers: Melissa Erikson, Jan Eiesland CEREMONIAL MATTERS AND PRESENTATIONS 1.Subject: Parks and Recreation Department Summer Programs and Events Recommended Action: Receive a presentation on the Parks and Recreation Department summer programs and events. Rachelle Sander, Acting Director of Parks and Recreation, introduced Sonya Lee, Recreation Manager, and Jenny Koverman, Recreation Supervisor, to present on the item. Presented updates on the Blackberry Farm season, summer programs and camps, summer events and festivals, and upcoming events. Carol Maa, Arts and Culture Commissioner, requested information regarding special event budgets and potential partnerships with the Arts and Culture Commission. APPROVAL OF MINUTES 2. Subject: July 14, 2022 Parks and Recreation Commission Special Meeting Minutes Recommended Action: Review and approve the July 14, 2022 Parks and Recreation Commission special meeting minutes. Commissioner Kumarappan motioned to approve the July 14, 2022 special meeting minutes as submitted. Chair Xu seconded. Motion passed with 4 yes and 1 abstain. 3. Subject: September 8, 2022 Parks and Recreation, Bicycle Pedestrian, and Sustainability Commissions Joint Special Meeting Minutes Recommended Action: Review and approve the September 8, 2022 Parks and Recreation, Bicycle Pedestrian, and Sustainability Commissions joint special meeting minutes. Commissioner Kumarappan motioned to approve the September 8, 2022 Parks and Recreation, Bicycle Pedestrian, and Sustainability Commissions joint special meeting minutes as submitted. Subject: Jollyman Park All-Inclusive Playground Recommended Action: Receive an update on the last phase of community outreach and review the final design concept for the Jollyman Park All-Inclusive Playground Project. Evelyn Moran, Project Manager, introduced the project and the following staff – Susan Michael, Capital Improvement Programs Manager, and Matt Morley, Director of Public Works. Evelyn introduced Melissa Erikson, MIG Consultant, who then introduced Jan Eiesland, MIG Consultant. MIG Consultant Erikson presented the project goals and handed it over to MIG Consultant Eiesland who presented on the design process, community input, final design concepts, and the next steps. Commissioners asked clarifying questions. Chair Xu opened the public comment period and the following people spoke. Susan Moore thanked the staff, consultants, and commission for their work on the project. Supported the addition of the restroom. Carol Maa congratulated the staff on the acceptance of the grant funds for the project. Raised concerns regarding soliciting community input, dogs entering, and gates around the playground. Also inquired about opportunities for art space and natural murals. Yuko Shima inquired about parking, bike racks, and the possibility of solar panels over the parking lot or roof of the restroom. Chair Xu closed the public comment period and commissioners made comments. Commissioner Kumarappan requested that the commission receive updates on the construction progress. Raised concerns regarding assessment of features after the playground is opened. Commissioner Stanek expressed concerns regarding the music area, particularly the drums, due to auditory sensitivity. Commissioner Swamy supported the design plan. 5. Subject: Consider Rescheduling the November 2022 Parks and Recreation Commission Meeting Recommended Action: Discuss and reschedule the November 2022 Parks and Recreation Commission Meeting. Acting Director Sander informed the commission that she is unavailable for the regular meeting in November, and suggested rescheduling to November 17. Commissioner Stanek motioned to cancel the regular meeting in November, and to reschedule a special meeting on November 17. Commissioner Kumarappan seconded. Vice Chair Begur moved to amend the motion to cancel the regular meeting in November, and to reschedule to a date to be determined in November. Commissioner Swamy seconded. The amended motion passed unanimously. STAFF AND COMMISSION REPORTS 6. Subject: Monthly Update Reports. Recommended Action: Receive monthly update reports from the Director of Parks and Recreation and commissioners. Commissioner Stanek reported on the Pooch Plunge, Silicon Valley Day and Night Fun Fest, and the Council Meeting for the Community Funding Grant Program. Commissioner Kumarappan reported on the DOLA at Jollyman and the Volunteer Fair. Vice Chair Begur reported on the Volunteer Fair. Acting Director Sander provided the Director’s update on the following: - Thanked commissioners for helping at the Volunteer Fair. - Council approved extending the resolution authorizing continued remote teleconference meetings through November 3, 2022. - Pickleball Trial started Monday, October 3 on Court 2 at Memorial Park. Visit cupertino.org/pickleball for more information and to view the dedicated times. - Historical Society agreement with the City was approved at the City Council meeting on Tuesday, October 4. The Historical Society will present their annual plan once a year to the commission. - Revitalize Memorial Park “Memorial Park Specific Plan” o Pop-Up at Bay Area Diwali at Memorial Park on Saturday, October 8. o Community Survey closes Sunday, October 9. Visit Engage Cupertino to take the survey. - Lawrence-Mitty Park and Trail Plan o Community Survey #2 to provide input on three design concepts based on community input from the community vision survey is now open through October 31. o Pop-Up at the Cupertino Library on Saturday, October 8. o Lawrence-Mitty Drop-In Site Visit on Saturday, October 15 from 10 a.m. to noon. o Virtual Community Meeting on Monday, October 17 from 6 to 7 p.m. o Visit Engage Cupertino to sign up to receive notifications.
