Kumarappan seconded. Motion passed with 3 yes and 2 absent.
2. Subject: May 18, 2022 Parks and Recreation Commission Special Meeting Minutes
Recommended Action: Review and approve the May 18, 2022 Parks and Recreation
Commission special meeting minutes.
Vice Chair Begur postponed the item until Chair Xu joined the meeting in order to have
a quorum to vote on the minutes.

3. Subject: Update on the Memorial Park Ponds Repurposing Project
Recommended Action: Receive an update on the Memorial Park Ponds Repurposing
Project.
Rachelle Sander, Assistant Director of Parks and Recreation, introduced Susan Michael,
Capital Improvements Program Manager, who introduced Ayano Hattori, Program
Manager, to present on the item. Ayano presented on the existing conditions of the
Memorial Park ponds and demolition plans. The project contract is going to City
Council on June 7 for award and construction is anticipated to begin at the end of June.
Carol, Cupertino Fine Arts Commissioner, asked for clarification on the pond areas that
are going to be filled in and if the space will be available for people to use. Ayano
clarified that the public will be able to use the space as most of it will be turf.
4. Subject: Jollyman Park All-Inclusive Playground
Recommended Action: Receive an update on community outreach and provide
feedback on the concept plan with alternatives for the Jollyman Park All-Inclusive
Playground Project.
Rachelle Sander, Assistant Director of Parks and Recreation, introduced Evelyn Moran,
Project Manager, to present on this item. Evelyn, along with Melissa Erickson, MIG
Consultant, presented a summary of the initial community outreach efforts and the two
concept designs for the playground.
For concept design option two, Commissioner Kumarappan recommended that there be
more information provided about the removal of the basketball court, Commissioner
Swamy recommended adding the cost of the relocation of the basketball court, and Vice
Chair Begur suggested replacing the phrase “remove basketball court” to “move
basketball court at an additional cost.”

Commissioner Swamy suggested that included in the survey is an option for
respondents to indicate which parts of both concepts they like rather than just being
able to select one.
Vice Chair Begur recommended for the survey providing locations of other existing all-
inclusive playgrounds in the local bay area so that the public can visit for reference.
Commissioner Swamy suggested providing pictures of the playground equipment,
equipment measurements, and a 3-D virtual model of the concepts as well for better
visualization.
Carol, Cupertino Fine Arts Commissioner, commented on how holistic concept plan
two is. Suggested that when soliciting feedback from the community, to be mindful of
the days and timing. Also asked when it comes to the art aspect of the playground, how
can the Fine Arts Commission help and support.
5. Subject: Update on Fiscal Year 2021-22 City Work Program Item Senior Strategy
Recommended Action: Receive an update on the status of the Senior Strategy Fiscal
Year 21-22 work program item regarding survey results and outreach plan and provide
feedback.
Rachelle Sander, Assistant Director of Parks and Recreation, introduced Alex Corbalis,
Recreation Coordinator, to present on this item. Alex presented and shared the survey
results regarding technology, housing, transportation, food access, and physical and
mental health. Also provided an update on the outreach plan and reviewed the various
resources available for seniors.
Commissioner Kumarappan recommended sharing the feedback with the organizations
that provide the resources, and communicate with them that Cupertino residents are
unaware of their services to amplify the outreach.
6. Subject: Consider Rescheduling of the July 2022 Parks and Recreation Commission
Meeting
Recommended Action: Discuss and reschedule the July 2022 Parks and Recreation
Commission Meeting.
Assistant Director Sander presented on this item and proposed canceling the July
regular meeting due to a City Council meeting scheduled the same night.

Commissioner Kumarappan motioned to cancel the July regular meeting for the Parks
and Recreation Commission and reschedule a special meeting in July. Vice Chair Begur
seconded. Motion passed with 4 yes and 1 absent.
The special meeting date is to be determined.
Chair Xu continued to agenda item #2.
2. Subject: May 18, 2022 Parks and Recreation Commission Special Meeting Minutes
Recommended Action: Review and approve the May 18, 2022 Parks and Recreation
Commission special meeting minutes.
Commissioner Kumarappan motioned to approve the minutes as submitted. Chair Xu
seconded. Motion passed with 3 yes, 1 abstain, and 1 absent.
STAFF AND COMMISSION REPORTS
7. Subject: Monthly Update Reports.
Recommended Action: Receive monthly update reports from the Director of Parks and
Recreation and commissioners.
Assistant Director Sander provided the Director’s update on the following:
- Council approved extending the resolution authorizing continued remote
teleconference meetings of the legislative bodies for the period May 19, 2022
through June 18, 2022 pursuant to the Brown Act. So for now, Parks and
Recreation Commission meetings will be virtual until further notice. The item is
also on the agenda for the June 7 City Council meeting to extend further.
- On June 7, Community Funding will be presented to the Council. Chair Xu will
be representing the Commission and answering questions regarding the
recommendation.
- Community Meeting planned for Monday, June 6 at 6:30 p.m. to discuss
Blackberry Farm Golf Course.
- Blackberry Farm Golf Course Feasibility Study Survey is now live on Engage
Cupertino and will close on July 15.
o Open House at BBFGC
Saturday, June 11 from 6:00 – 8:00 p.m.
Monday, July 11 from 4:00 – 6:00 p.m.
- Special Joint Meeting with Parks and Recreation, Planning, and Bike/Ped

Connie Cunningham, Cupertino resident, strongly recommended consideration of
zoning during the housing element discussion to encourage all to be able to build and
live in the community.
Lisa Warren, Cupertino resident, thanked the Commissions for the having the joint

NEW BUSINESS
1. Subject: Consider an update to the Joint Commission on the status of the
Environmental Summary Report, public outreach process, and next steps for the
Lawrence-Mitty Master Plan project.
Recommended Action: Receive an update on the status of the Environmental

Lawrence-Mitty Master Plan project.
Written Communications for this item included an email to the Parks and Recreation
Commission.
Joanne Magrini, Director of Parks and Recreation, introduced Lisa Cameli, Project
Manager, to present on the item. Lisa presented an overview of the project phases and
site context. Lisa introduced Jan Eiesland, MIG Consultant, who presented a project
overview on the existing conditions and environmental summary report. Jan
introduced Myrna Ortiz, MIG Consultant, who presented on the community outreach,
online survey results, and key considerations for the site.
Vice Chair Carter suggested signage be put up to inform bicyclists that there is no
crossing past Mitty Way going north.
Commissioner Lindskog recommended that there should be more research into the
northern access and connection to create a more bikeable and walkable path for
students at Cupertino High School.
Commissioner Eschelbeck recommended looking into widening the bridge by Sterling
Barnhart Park, especially if there is no northern access point.
Commissioner Wang raised concerns surrounding safety and patrolling since there are
homeless encampments in that area.
Chair Xu suggested making it clearer for residents that parking will not be possible for
the site.
Jennifer Griffin, Cupertino resident, supported a passive corridor for residents to enjoy
the creek, nature, and area. Recommended benches, exercise equipment, and dogs on
leashes due to coyotes in the area.
Connie Cunningham, Cupertino resident, read her written communication as
submitted.
Betsy Megas, Santa Clara resident and VTA Bicycle Pedestrian Committee member,
supported access to the north, trees, and shade on the trail corridor. Recommended a
soft separation between the trail and park uses.

Lisa Warren, Cupertino resident, recommended a name change for the site to avoid
confusion with the freeway and San Jose. Raised concerns surrounding Calvert Drive
and it being a one-way street in regard to north access and safety. Supported berms
being kept as needed for the tree roots.
Commissioner Saxena expressed concerns regarding general liability and site safety.
Chair Ganga recommended widening the bicycle pedestrian access part, widening the
bridge from Barnhart Avenue to the park, extending the bicycle pedestrian access across
Lawrence Expressway through Mitty Way or connecting through Moorpark Avenue
and Barnhart Avenue, extending the sound wall from the south to north side, and a
northern access point. Suggested the City be actively looking for private properties on
Sterling to acquire for additional access points into the park. Supported the park
opening from sunrise to sunset to not disturb the wildlife.
Commissioner Kapil raised concerns surrounding the air quality due to the
surrounding traffic in the area. Recommended that the soil samples results be made
available to the community.
Commissioner Stanek supported completion of the trail with a northern connection, the
sound wall as a high priority, and dogs on leashes. Recommended that if there is
interest for dogs off leashes, that should be looked at separately. Expressed concerns
regarding requests for a performing arts and picnic space.
Chair Xu expressed concerns regarding planting of new trees due to the drought. Also
supported adding restrooms.

Update on the Fiscal Year 2022-2023 City Work Program Items
Recommended Action
Receive the update on the Fiscal Year 2022-2023 City Work Program items.
Discussion
This report intends to provide an update on the Parks and Recreation Fiscal Year 2022-
23 (FY 22-23) City Work Program items approved by City Council during the Regular
Meeting on May 17.
FY 22-23 Projects
Staff are currently developing timelines for these projects and will be brought to the
Commission in the future. The descriptions of the projects that were approved for FY 22-
23 are listed below:
Lawrence-Mitty Park Implementation Plan (Part of CIP) – Current CWP
Development project for Lawrence Mitty will be included in the CIP. Programming,
outreach, and design with outreach expected to start by Q3 FY 21-22.
Memorial Park Improvements (Part of CIP) – Current CWP
Implement projects for Memorial Park improvements including:
1. Memorial Park - Pond Repurposing
2. Memorial Park - Amphitheater Improvements
3. Memorial Park - Specific Plan Design
Dogs Off Leash Area (DOLA) – Current CWP
Standardize the process to create DOLA trial programs, with no more than two trials
running at a time. Respond and evaluate community-driven DOLA proposals to
implement additional DOLAs throughout the City. Two new trials should start as soon
as feasible, and the new trial should last about 6 months unless the trial is adjacent to an
athletic field or playground or there are other unexpected considerations.

Senior Strategy – Current CWP
Address the needs of seniors in collaboration with the City Council and Commissions.
Needs to address include technology resources, housing, food supply, transportation,
and mental and physical health and wellbeing. Administer a second in-depth senior
survey to learn about senior needs (including aging in place and elder financial abuse).
Blackberry Farm Golf Course Needs Assessment (Part of CIP) – Current CWP
Determine short-term and long-term improvements to the golf course and amenities.
Intergenerational Engagement
Many seniors have a wealth of lifelong experiences. Many teens do not have
grandparents nearby. Activities cross generations could benefit both. Schools could
engage seniors in the community to attend school open house or serve as volunteers,
such as reading partners.
