Subject: Discuss Expanding the Library Commission into the Library and Community Engagement Commission Recommended Action: Discuss and consider adding to the roles and responsibilities engaging residents on city programs. Chair Pan reviewed the item from previous meetings and opened the item for discussion. 7 Commissioner Vasanth commented that the intent is not to change the name or title of the Library Commission but discussing the notion of community engagement and civic engagement as it related to the Cupertino Library as a civic space. Suggested adding one additional responsibility through the municipal code that the Library Commission, can, if necessary, look into and explore ways to foster civic engagement within the library space. Joanne Magrini, Director of Parks and Recreation, provided an update to the Commission on the Fiscal Year 2022-23 City Work Program recently approved by City Council. There is an item called Integrated Plan for Community Engagement. The project objective is to “Create an integrated plan and database for community engagement so that we do not have to start from scratch with each project. The plan should include all possible outreach channels, traditional media, newspaper, including Chinese and other languages, City Channel, the Scene, social media and influencers, community leaders, community groups, HOAs, block leader programs, Chamber and other business groups, etc. Explore the possibility for Library and Community Engagement Commission so that the Library Commission could help review and update this plan as needed.” The item has been given to the City Manager’s Office to manage and there will be an opportunity to discuss further. Chair Pan asked for clarification on a timeline of when the item is expected. Director Magrini clarified that since the work program was just approved, staff will be developing the steps associated and there will probably be a timeline available in August/September with an update on what the Commission would be required to do or participate in. Vice Chair Zhao commented that having the database would be great way to reach out to the community. With the new information provided, Chair Pan recommended to leave the item on the agenda for future discussion once there is more information regarding the upcoming city work program. NEW BUSINESS 3. Subject: Cupertino Poet Laureate Subcommittee Update Recommended Action: Receive an update from the Cupertino Poet Laureate Subcommittee. Vice Chair Zhao and Commissioner Panda reported that they have received two applications, however they are not Cupertino residents. Once the City provides all the detailed applicant information, the Committee can further discuss the qualifications and ties to Cupertino. Commissioner Panda commented that one of the concerns with reaching out to potential candidates is that we don’t have an “incentive or offer” for the esteemed position. Requested that the position be acknowledged with a rewarding factor or prize for their investment of time and effort. Vice Chair Zhao agreed there is still work to be done to attract more people to apply in the future. 8 Chair Pan acknowledged the work and efforts of Jing Jing Yang, current Cupertino Poet Laureate, for the community. Also suggested reaching out to the County Poet Laureate for suggestions and advice to help make the position more attractive. Liana Crabtree, Cupertino resident, commended the Committee for having two applicants. Commented that one of the strengths of the program is the adaptability for each Poet Laureate to emphasize and carry out their own vision. Suggested that the Poet Laureate have an opportunity to share a poem at public events or City Council meetings. 4. Subject: Discuss Possible Collaboration with Eaton Elementary Regarding Parking Spaces for the Library Recommended Action: Discuss possible collaboration with Eaton Elementary regarding parking spaces for the library. Written Communications for this item included an email to the Library Commission. Joanne Magrini, Director of Parks and Recreation, let the Commission know that staff have reached out to the school district but have not heard back yet. Also provided an update to the Commission on the Fiscal Year 2022-23 City Work Program recently approved by City Council. Included is Community Engagement on Alternative Transportation and Parking, and the project objective is to “Educate and encourage resident use of alternative transportation to the Library. Install signage to point to overflow parking at Eaton Elementary school.” The item will be coming to the Commission for input and feedback at a later date. Chair Pan added that there was a previous agreement with Eaton Elementary regarding how many spaces are available for Library use with the previous Public Works Director. Liana Crabtree, Cupertino resident, thanked Director Magrini for the update on the City work program and commented that this will be an important conversation as we start to come back in person. Additionally, requested information on what is happening with the book drop off point and a passenger loading and unloading zone on Torre Avenue that was part of the Library Expansion Project. Clare Varesio, Cupertino Community Librarian, confirmed that they are waiting on construction to begin for the book drop off, hopefully later this month. Certain hours will be designated for the drop off, however, it is up to the City to decide if they will use it as a passenger loading and unloading zone. 5. Subject: Update on Fiscal Year 2021-22 City Work Program Item Senior Strategy Recommended Action: Receive an update on the status of the Senior Strategy Fiscal Year 21-22 work program item regarding technology survey results and outreach plan and provide feedback. 9 Joanne Magrini, Director of Parks and Recreation, introduced Alex Corbalis, Recreation Coordinator, to present on this item. Alex presented on the item and shared the survey results regarding technology, provided an update on the outreach plan, and reviewed the various resources available for seniors. Vice Chair Zhao recommended that Chinese be included in the texting services with the 211 resource. STAFF AND COMMISSION REPORTS 6. Subject: Monthly Update Reports. CITY OF CUPERTINO Printed on 6/29/2022Page 1 of 1 powered by Legistar™12 LIBRARY COMMISSION STAFF REPORT Meeting: July 6, 2022 Subject Cupertino Poet Laureate Selection Committee’s Recommendation of Keiko O’Leary for appointment of the new 2023-2024 Poet Laureate Recommended Action Consider and approve the Selection Committee’s recommendation of Keiko O’Leary for appointment of the new Cupertino Poet Laureate for recommendation to City Council. Discussion The Cupertino Poet Laureate Program was established in 2010 by the Library Commission with the goal of providing residents programs, workshops, and events which introduce and reinforce poetry as an enriching cultural art form, open and accessible to all. The Cupertino Poet Laureate is an honorary, volunteer position sponsored by the City of Cupertino and seated in the Cupertino Library. The Poet Laureate is a practicing poet with professional recognition and a talent for performance. They are expected to host public events that promote the literary arts in our community and inspire creativity in all residents. Such events might include poetry contests, writing workshops, lectures, and public readings. Position Requirements The position must be filled by an individual 21 years old or over who has lived or worked in Cupertino for at least two years or has demonstrable ties to Cupertino, is an active poet, and has been published or publicly recognized for their contributions to poetry. The position is filled through an application, interview, and selection process facilitated by the Library Commission. Selection Process On April 6, the Library Commission reviewed the Poet Laureate Playbook and unanimously approved the Poet Laureate Subcommittee comprised of Vice Chair Zhao, Commissioner Panda, and Jing Jing Yang to outreach and establish the Selection Committee. On May 1, the Poet Laureate recruitment opened and was advertised on the City’s website, along with the Cupertino Poet Laureate Facebook, Twitter, and Instagram. City staff also reached out to Poetry Center San Jose, South Bay Writers, and local college 13 English departments including De Anza, Foothill, and San Jose State. The application remained open for one month and recruitment closed on June 1. In total, there were three applications received and sent to the subcommittee for review. The Selection Committee was then established comprised of Library Commission’s Vice Chair Zhao and Commissioner Panda, and Fine Arts Commissioner Chokshi to oversee the selection and administration of the program. The committee reviewed the applications and decided to interview all three candidates. On June 18, candidate interviews were conducted. Following deliberations, the committee unanimously selected to recommend Keiko O’Leary for the 2023-2024 Cupertino Poet Laureate position. Keiko is connected to the Cupertino community mainly through the Poet Laureate Program and has assisted in various projects with former Cupertino Poet Laureate’s Ann Muto and Kaecey McCormick. And He created magnesium, which burns so bright you can’t look at it, and sodium, which we can’t have at school because it could explode. And He set the atoms in the heavens and on earth to combine according to His eternal purpose, with nothing wasted, the great mathematics of His will made rock and leaf and star.” Every day Walt’s amber curls combined with his eternal face. His mechanical pencil made magic runes on ruled pages, balanced acids and bases, his eyes so bright I couldn’t look at them. Instead I watched Mr. Pangburn as he illustrated the sharing of electrons to bring forth something new. I knew the feeling of everything canceling out, neutralizing into salt, like the sparkling titration that one day happened in Walt’s mind, the sudden swirling chemicals that made him speak in rhyme, proclaim that he would save us, that the angels were communicating through a wire in his brain. His mother wasn’t home the day the angels told him to sacrifice himself. He called 911. He knew at least that much, that day, that the voices were molecules, that he had to pick up the phone. A week later it wasn’t the same: the angels spoke, he listened, that was all. The next day in class, we sat in our ordered rows, Walt’s desk empty next to me, the periodic table of the elements staring down from the wall like some science-y version of the Ten Commandments, telling us what could and couldn’t be. 21 To Whom It May Concern I am writing to recommend Keiko O’Leary for the position of Cupertino Poet Laureate (CPL) I have known Keiko O’Leary for 6 years ever since I met her in the Poetry Memoir Workshops presented by my predecessor Amanda Williamson (3 d Cupertino CPL). She was such a regular participant, I thought she was a Cupertino resident. When I became the 4 Cupertino CPL, Keiko assisted me to plan and implement some of my objectives as CPL. The following are specific projects that we completed together: • Creation of individual handmade poetry memoir books for participants to take home at the end of the series of workshops. • Design of and completion of the binding for the nature poem anthology “gifted” to the Cupertino McClellan Ranch Preserve Library. The anthology expressed the gratitude of the CPL program to the Preserve staff for leading nature walks and for the sharing of classroom space. Keiko has always been generous with her time and talents. There is no doubt in my mind that she would be an excellent addition to the list of dedicated poets who have served as Cupertino Poets Laureate. Regards, Ann Muto Past Cupertino Poet Laureate (2016-2017) 22 Cupertino Poet Laureate program May 27, 2022 Dear Cupertino Poet Laureate Representative, Keiko and I met at one of her Thinking Ink Press events in San Jose in 2015. Since then we have continued to bump into each other when we were leading and participating in various writing workshops and events. We were destined to become colleagues. I was impressed with Keiko’s talent and invited her to lead writing workshops for Prolic Writers Life (PWL), a company I founded in 2019. Keiko has been leading PWL virtual workshops for writers since July 2020. She has a following of peers who show up for anything she oers because they know how much wisdom and creativity she has to oer. I recall one of her haiku workshops where she gave everyone a taste of haiku and then provided guidance on how we could write our own haikus. And we did. And it was surprising how fun it was. Keiko enjoys teaching and learning, and she knows how to make it engaging for everyone involved. She knows how to break things down into manageable steps so that everyone can follow along. Having witnessed rsthand Keiko’s writing ability, teaching talent, and publishing expertise, I can say with conviction that she’s one of the most talented authors I know. She has natural talent and she’s a lifelong learner always on the lookout for ways to improve her craft. She keeps her skills sharp and up to date, not because she has to, but because she wants to. She has top-rate writing, communication, and teaching skills. Keiko is delightful. She knows how to deal with various personalities. I’ve personally witnessed her working with writers of all genres, as well as eccentric experts in the writing industry. Despite what’s going on, she remains tactful, professional, and calm. As the Founder of Prolic Writers Life, I can attest that we would not have achieved our current level of success without Keiko on our advisory board. She is a valued asset and is likewise well qualied for the Cupertino Poet Laureate position. Keiko demonstrates exibility and resourcefulness in helping us accomplish our goals and moving targets.
