3. Subject: Fiscal Year 2022-23 Community Funding Application Evaluations and
Recommendation to City Council
Recommended Action: Receive staff report, allow for clarifying questions, receive
public comment and close item, receive Commissioner scoring, consider evaluations,
and decisions to provide funding recommendations to City Council for the Fiscal Year
2022-23 community funding applications.
Rachelle Sander, Assistant Director, introduced the item. The Commission discussed
the eligibility of the applicants.
Mahesh Pakala, from the Bhubaneshwar Sister City, clarified about the Sister City
organizations and confirmed that they are a non-profit organization, separate from the
City. Asked the Commission to consider their organization for funding.
Deepa Gopal, from Youngzine, clarified about charging participants and offered that
funds received from the City could be used solely for granting scholarships to
participants in the program.
The Commission reviewed the following:
- Eligibility if the applicant is part of the Cupertino Sister City program
- Eligibility if the applicant charges participants to participate in the program
- Discussed the eligibility of the application from Able2Shine
Commissioner Stanek, Commissioner Kumarappan, and Vice Chair Begur suggested
that the Commission should follow the eligibility requirements. If the decision is to
waive the requirements, a reason should be stated.
Six applicants were discussed regarding eligibility:
- Cupertino Bhubaneswar Sister City Initiative
- Able 2 Shine
- STEMBoost
- Youngzine
- Monta Vista High School Speech Boosters Inc.
- Silicon Valley Jewish Film Festival

The Cupertino Bhubaneswar Sister City Initiative was left as eligible.
Commissioner Kumarappan motioned to exclude Able 2 Shine from the funding
discussion based on the pending eligibility. Commissioner Swamy seconded. Motion
passed unanimously.
Commissioner Stanek motioned to exclude STEMBoost based on eligibility of charging.
Commissioner Kumarappan seconded. Motion passed with 4 yes and 1 abstain.
Commissioner Stanek motioned to exclude Youngzine based on eligibility of charging.
Vice Chair Begur seconded. Motion fails unanimously.
Commissioner Stanek motioned to exclude the Silicon Valley Jewish Film Festival based
on eligibility of charging. Commissioner Kumarappan seconded. Motion passed
unanimously.
Commissioner Stanek motioned to exclude the Monta Vista High School Speech
Boosters Inc. due to eligibility of charging. Commissioner Swamy seconded. Motion
passed with 4 yes and 1 no.
The Commission moved on to scoring each of the applicants. Staff compiled the data for
the Commission's reference.
Commissioner Kumarappan recommended separating the four ineligible applicants
when the list is taken to City Council.
Commissioner Stanek motioned to recommend to City Council to fund the following
applicants for the Community Funding Grant Program for Fiscal Year 2022-23, for a
total of$96,460.46:
- West Valley Community Services - $10,000
- Women SV- $20,000
- Senior Services—Heart of the Valley- $6,160.46
- Fremont Union School District-$20,000
- American Cancer Society—Relay for Life - $6,000
- Omniware Networks—$2,000
- Buddhist Tzu Chi Medical Foundation-$8,300
- Breathe California of the Bay Area -$4,000
- Cupertino Union School District - $20,000
Commissioner Swamy seconded. Motion passed unanimously.

Commissioner Kumarappan motioned to recommend to City Council, if there are
additional funds, to award the applicants based on the remaining rankings:
- Youngzine - $6,000
- Tian Hong Foundation- $4,500
- Chinese American Coalition for Compassionate Care - $13,000
- Rotary Club of Cupertino - $12,000
- Cupertino Bhubaneswar Sister City Initiative - $15,000
- Euphrat Museum of Art—DeAnza College - $15,000
- Palisadoes Foundation-$3,750
- Cupertino Educational Endowment Foundation - $20,000
Commissioner Swamy seconded. Motion passed unanimously.
Commissioner Kumarappan left the meeting and Chair Xu called for a five-minute
break at 9:27 p.m.

4. Subject: Proposed Fiscal Year 2022-23 Capital Improvement Programs
Recommended Action: Receive and provide feedback on a presentation for the
proposed Fiscal Year 2022-23 Capital Improvement Program (CIP).
Joanne Magrini, Director of Parks and Recreation, introduced Susan Michael, Capital
Improvement Program Manager, to present on this item. Susan reviewed the current,
deferred, proposed, and future CIP projects.
Chair Xu motioned for the Parks and Recreation Commission to support the Fiscal Year
2022-23 Capital Improvement Program projects. Commissioner Swamy seconded.
Motion passed with 4 yes and 1 absent.
5.Subject: Consider Rescheduling of the May 2022 Parks and Recreation Commission
Meeting
Recommended Action: Discuss and reschedule the May 2022 Parks and Recreation
Commission Meeting.
Director Magrini presented on this item and proposed cancelling the May regular
meeting and hosting a special meeting instead. The special meeting date is to be
determined.

Chair Xu motioned to cancel the regular meeting for the Parks and Recreation
Commission in May. Commission Swamy seconded. Motion passed with 4 yes and 1

Director Magrini provided the Director's update on the following:
- Big Bunny 5k on Saturday April 16
- Earth Day on Saturday, April 23
- The potential joint special meeting to discuss the Lawrence-Mitty Park project on
Thursday, June 16.
- Introduced Jessica Javier as the new Administrative Assistant for the
Department.
- Had filled three coordinator positions: Mariah Greene, Youth Coordinator,
Robert Kaufman, Teen Coordinator, and Christina Lopez, Events Coordinator.
- Currently, two live surveys available on Engagement Cupertino: Jollyman All-
Inclusive Playground and Lawrence-Mitty Park and Trail.
Chair Xu suggested adding a location on the City's website where all active surveys are
listed and an option to subscribe for updates on all projects.
Vice Chair Begur attended the March Mayor's meeting and reported on the following:
- Had voted on the Crest Awards
- Bicycle Pedestrian Commission has a vision zero subcommittee to focus on safety
such as Safe Routes to School.
- Housing Commission is working on the housing element.
- Sustainability Commission is hosting the Earth Day celebration on April 23.
- Had presented about the Parks and Recreation Commission's efforts on
Community Funding.
Commissioner Stanek had attended the City Council meeting for the ongoing work
program discussion for next fiscal year and reported on the DOLA and labyrinth
projects. The discussion and voting will continue on the April 19 meeting.

Lisa Warren, Cupertino resident, thanked the Parks and Recreation Department for
allowing zoom fitness classes to continue and suggested that the department keeps
them. Lisa requested consideration of a discussion surrounding the name of Lawrence-
Mitty Park.

NEW BUSINESS
1. Subject: Update on Fiscal Year 2021-22 City Work Program Item Blackberry Farm
Golf Course Needs Assessment
Recommended Action: Receive the report from National Golf Foundation Consulting
(NGF) for the option to complete minor repairs and improvements to the golf course
and the report from Moore Iacofano Goltsman, Inc. (MIG) for converting the golf course
to natural habitat. Provide input and feedback on next steps regarding public outreach.
Written Communications for this item included an email to the Parks and Recreation
Commission.

Molly James, Recreation Manager, introduced Lisa Cameli, Project Manager, to present
on the item. Lisa provided a project background, reviewed the two feasibility studies
conducted for the future use of Blackberry Farm Golf Course, and next steps including
public outreach.
Susan Moore, Cupertino resident, suggested including something on the survey about
water usage estimates for both options. Added when talking about Stevens Creek Trail,
suggested to put "/McClellan" since they are all part of the Corridor.
Connie Cunningham, Cupertino resident, supported the restoration approach for
natural habitat. Connie also supported the addition of water information to the survey.
Jessica Javier, Administrative Assistant, read out loud a written communication from
George Maxe, First Tee- Silicon Valley, in support of preserving the Golf Course.
Commissioners provided feedback on the draft survey and agreed upon the following.
The Commission supports not including registration for eligibility, however, would like
for staff to seek out tracking and security measures and follow up over email with the
Commissioners. Also supports collecting age for demographic.
Vice Chair Begur requested to add a question regarding where someone plays—do you
play at Deep Cliff Golf Course, Blackberry Farm Golf Course, or both, which do you
prefer, and how often. Commissioner Stanek and Kumarappan supported the addition.
The Commission recommended adding the detailed cost estimate chart to reflect the
water usage difference along with the link to the full report.
Commissioner Stanek raised concerns regarding the language of "minor repairs"
throughout the survey. Commissioner Kumarappan suggested changing the language
to "necessary repairs." The Commission supported the change.
Commissioner Stanek recommended adding in "accessible natural habitat" to the
question where participants are asked which recreational opportunities would you like
to see prioritized. Chair Xu added that the survey should include that natural habitat is
open to all for free.
Commissioner Stanek requested an additional two questions:
- If the necessary improvements are made to Blackberry Farm Golf Course, how
often would you use it?

- If it is moved to a natural habitat, how often will you use it or visit?
Chair Xu and Vice Chair Begur supported the two questions.
Commissioner Stanek raised concerns about accessibility to the survey and whether a
paper version can be made available.
Commissioners supported hosting an open house where the public is invited to tour the
Blackberry Farm Golf Course.
Commission Kumarappan requested that staff share the survey once it is finalized and
before it goes live.
STAFF AND COMMISSION REPORTS
2. Subject: Monthly Update Reports.
Recommended Action: Receive monthly update reports from the Director of Parks and
Recreation and commissioners.
Molly James, Recreation Manager, provided the Director's update on the following:
- Council will consider extending the resolution authorizing continued remote
teleconference meetings of the legislative bodies for the period May 19, 2022
through June 18, 2022 pursuant to the Brown Act at tomorrow night's meeting.
The next Parks and Recreation Commission meetings will be virtual until further
notice.
- The Poet Laureate Recruitment is live and accepting applications online or at the
Quinlan Community Center. Recruitment is scheduled to close on June 1 at 5
p.m.
- Community Meeting planned for Monday, June 6 to discuss Blackberry Farm
Golf Course.
- Special Joint Meeting with Parks and Recreation, Planning, and Bike/Ped
planned for Monday,June 13 to discuss the Lawrence-Mitty Park.
Commissioner Stanek reported on the Library Expansion, Cherry Blossom Festival,
Creekside Labyrinth, City Work Program, and the Sunnyvale Fair Oak Park opening.
Commissioner Kumarappan had attended the May Mayor's meeting and reported on
the following:
- Technology, Information and Communication Commission
o Currently pilots going on for adaptive signal and intelligent cameras for
traffic regulation and safety needs, and pollution deduction.

o New proposals for 2023—license plate recognition, cyber security
outreach, and chatbot.
Chair Xu shared information with Commissioners from Vice Mayor Chao about hybrid
meetings.

Subject
Jollyman Park All-Inclusive Playground.
Recommended Action
Receive an update on community outreach and provide feedback on the concept plan
with alternatives for the Jollyman Park All-Inclusive Playground Project.
Background
Santa Clara County developed an All-Inclusive Playground (AIPG) Program in 2017 and
provided funding in 2017 and 2018. In October 2018, City Council considered an item
regarding the AIPG grant and the completed Citywide AIPG Feasibility Study. Upon
consideration of the item, City Council directed staff to apply for the County's grant
program.
In 2018, a Feasibility Study was completed to identify and evaluate park sites that
would be a suitable location for an AIPG. The study identified four parks as potential
sites and concluded that Jollyman Park was the ideal location. The study findings
were presented at two Parks and Recreation Commission (PRC) meetings. The PRC
reviewed and endorsed the choice.
The 2020 Citywide Park and Recreation System Master Plan acknowledged that an AIPG
be included at a City park, such as Jollyman Park, as a community priority.
In August 2021, the City released a Request for Qualifications to solicit qualification
submittals to provide design services for an AIPG at Jollyman Park. The submittals
received were ranked, and MIG was selected. In December, the City Council meeting
approved awarding the contract to the design consultant.
Discussion
In January, the project team collected data and evaluated existing conditions. After site
investigations were complete, the project team developed and initiated community
engagement with Cupertino residents, park neighbors, and community collaborators to
incorporate their ideas and play preferences into the design process. The team sought

public feedback via varied methods: online survey, virtual community collaborator
meeting, and two in-person "pop-ups" at Jollyman Park and Library Field for the Earth
Day Event.
The project team hosted a meeting with community collaborators that consisted of
educators and practitioners who work with and advocate for children, teens, and adults
with special needs.The project team also hosted two pop-up events.One at Jollyman Park
on a Saturday,March 261h,from 10 am to 1 pm and the other at Library Field for the Earth
Day Event on Saturday, April 23rd, from 11 am to 3 pm. The goal of the events was to
understand what draws the community to and what they desire for the AIPG at Jollyman
Park. A project factsheet was distributed at each event, city facilities, the library and
posted online; it included project background, timeline, funding information, and a QR
code directing users to the project webpage.
The online survey was posted on the Engage Cupertino webpage from March 91h to
April 261h. The City of Cupertino advertised the survey via mailers, the "Items of
Interest" newsletter and various social media outlets.
The survey results(Attachment A) showed participant demographics as:
• 90% of respondents are Cupertino residents
• 70% of respondents have children in the household
• 55% of respondents live close enough to walk to Jollyman Park
• 40% or respondents provide care for someone who has a physical, sensory,
and/or cognitive disability
• 39%respondents personally experience physical, sensory, and/or cognitive
disabilities that have limited their use of other local parks.
Highlighted below are four key takeaways from the survey to guide the playground
design.
1. Ideal look and feel for the playground:
• Naturalistic/Organic:49%listed as their top choice
• Artistic: 32%listed as their top choice
2. Ideas or features the community would most like to see integrated into the
design:
• Nature &Exploration:47%listed as their top choice
• Sensory,Art, and Color:29%listed as their top choice
3. Type of Active play most important to the community:
• Top 3 selected: Climbing, Sliding and Swinging
4. Types of other playground experiences that are most important:
• Top 3 selected: Exercising, Pretending/Imaging, and Perching/Viewing

Reflecting on public feedback,the project team created a conceptual plan with alternatives
(Attachment B)for the new AIPG at Jollyman Park.The concept plan shows the play area
and park features that the community has shown strong interest in.Currently,the project
team seeks input from PRC on the concept plan with alternatives.
Next steps:The project team will share the conceptual plan and options with the
community for additional feedback. The City will host two in-person "pop-ups" and one
community meeting to garner input on the development of the design. Considering PRC
and community input, the project team will share the final design at a subsequent PRC
meeting.
Sustainability Impact
Implementation of the all-inclusive playground would be consistent with the City's
sustainability goals.
Fiscal Impact
The City has received $1,448,201 in grant funds and allocated $1.2 million in City
contributions. Donations are expected to supplement the overall project budget.

Rancho San Antonio Open Space Preserve so close to us, then I think children, especially
those with disabilities would enjoy something that is tactile and sensory. A large chess set, or
life size if you're a kid, a labyrinth that is part of the walkway, meaning just a pattern in the
hardscape that you can follow. These are fun for kids, and meditative for adults. Plants that
are fragrant when in bloom. The sweet olive has tiny blossoms that are super fragrant. You can
smell them, but you don't necessarily see the blossoms so it's a hunt to figure out what smells
so great. All children love to climb or walk on curbs, so make small animal sculptures that kids
can climb or sit on. Not too high of the ground and on a cushioned or rubber surface. Around
the parent seating area create a short meandering pathway with low hedges (sweet olive)so
that little ones can be daring, but they can still see their parents and the parents can see them.
I'm not expert but incorporate elements that children and adults with autism, or physical
disabilities would enjoy. Create a section of chess tables so adults can come out and play
chess and children can see that this is something adults like to do and maybe they would too.

I love the parks in NY that have the chess tables. Make sure seniors can easily navigate
around the park and maybe have their own section where they can work on balance and
walking on different surfaces and levels. Please place trash cans away from seating areas.
Our local park has the trash cans right next to the seating benches and those who walk dogs
routinely toss their poop bags in the cans and the stink drives you away. It's awful. There is a
park in Paradise Valley, Arizona, that has a tall pyramid rope climbing structure and shade

with my toddler and it's cooperative, sensory, fun, and enjoyable for everyone. As long as it is
possible to enjoy year around and not limited to 3 months of the year. Otherwise it is just
sitting there and not getting any use which would be such a shame. (I've seen quite a few
parks in California that just are empty because it's not"in season"to have water play. It needs
to be able to be used anytime so a pump action to be able to draw water up, also allows for
cooperative play. Sand play plus water is also fun because it brings a different element of sand
play. Climbing is also fun, whether it is for traversing across using all fours, or climbing
upwards or large rock/wood formation to climb in whatever way you wish. Important to allow for
creativity and imagination in finding different paths to take.

Stelling needs some form of traffic calming (raised intersections, thinner lanes, more trees,
etc)to make it safer for kids to cross and get to the park. I believe that we underestimate the
effect that a wide road with fast cars has on kids'willingness to cross it.

other Cupertino parks I've been to. The planners should remember that there are*parents*with
disabilities, not just children. Even the question on the next page asks if I can "walk"to
Jollyman park in 15 minutes. I can get there in 5 minutes, but I'm definitely not walking.

are fun. Natural materials are nice. Adults have to inevitably use slides too, so a slide that can
be ridden with a child on your lap without being too narrow, bumping your head, getting a bunch
of static or enduring the gaps between each section of the slide are also important. More than
one way to access harder to reach higher up places to reduce traffic jams of kids/adults.
Space to run on structures off the ground. Enclosed play spaces offer a lot of benefits that
people are drawn to. Parents often watch their children from the sides of the play area so
visibility across the play area should also be a consideration. If you make it really good,
consider that people will travel further to visit the park and it may become more popular and
parking may become an issue. There should be space to park other modes of transport,
bikes&trailers, scooters etc

Cupertino could really use a fun sand play area. Zipping is fun for all ages. One for disability
friendly and one for non-disabled people to use. Because I know it can take time for disabled
people to get on and off equipment. Shade for the play area should be priority. Metal slides are
great but those burn so bad once sun is out on a clear day. Please consider the amount of
sunny days Cupertino has in a year and how the heat affects people being out and temperature
of play structures. Creating a shaded play space/ rest area is great to help people get outside
and stay safe.

Recommended Action
Receive an update on the status of the Senior Strategy Fiscal Year 21-22 work program
item regarding survey results and outreach plan and provide feedback.
Background
For Fiscal Year(FY) 2021-22, the City Work Program includes an item titled "Senior
Strategy" with a stated objective to address the needs of seniors in collaboration with the
City Council and Commissions. Needs to address include technology resources,
housing, food supply, transportation, and mental and physical health and wellbeing.
Discussion
A survey was developed to determine seniors' awareness of existing available resources
which address the need areas listed in the project objective. This survey was brought to
the Senior Advisory Council for feedback on September 27,2021 which was
incorporated prior to publishing. The survey was launched in October of 2021 and
closed in December of 2021 and received 459 responses.
The survey results were compiled and analyzed to determine the greatest gaps in
resource awareness among seniors. This compiled survey data was presented to the
Senior Advisory Council along with a primary outreach plan for their feedback on
March 24,2022. The survey results and preliminary outreach plan will be presented to
pertinent commissions for their feedback prior to presentation of the item at a future
City Council meeting.
