In accordance with Government Code 54953(e), this will be a teleconference meeting
without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Thursday, May 12, 2022 to the Commission at
publicsafetycommission@cupertino.org. These e-mail comments will be received by the
Commission members before the meeting and posted to the City’s website after the
meeting.
2) E-mail comments during the times for public comment during the meeting to the
Commission at publicsafetycommission@cupertino.org. The staff liaison will read the
emails into the record, and display any attachments on the screen, for up to 3 minutes
(subject to the Chair’s discretion to shorten time for public comments). Members of the

prior to speaking.

2. Subject: Public Safety Education and Outreach
a. Public Safety Forum (Chao/Nellore)
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Thomas Chin demonstrated a standing request for speakers and topics for the Public Safety
Forum on the City of Cupertino website. Thomas Chin requested the Commission consider new
topics or speakers and provide information at the next Commission meeting.
Commissioner Wang requested to maintain a volunteer segment in the upcoming forum citing a
very well received segment in 2021.
Commissioner Shan entered the meeting at 6:12 p.m.
Chair Nellore requested Commissioners submit topics online or via email to Tom.
NEW BUSINESS
3. Subject: Election of Public Safety Commission Chair and Vice Chair for Calendar Year
2022
Recommended Action: Elect Chair and Vice Chair for term ending January 31, 2023
Commissioner Wang nominated Vice Chair Shan as Chair. Commissioner Shan accepted
the nomination and provided an introduction to himself as a candidate for chairperson.
Commissioner Toda nominated Commissioner Wang as Vice Chair. Commissioner Wang
accepted the nomination.
Chair Nellore motioned to elect Vice Chair Shan as Chair of the Public Safety
Commission for term ending January 31, 2023; Commissioner Toda seconded the motion;
Ayes: Nellore, Shan, Toda, and Wang. Noes: None. Abstain: None Absent:
Ankireddipally.
Commissioner Toda motioned to elect Commissioner Wang as Vice Chair of the Public

Safety Commission for term ending January 31, 2023; Vice Chair Shan seconded the

4. Subject: 2021 Calendar Year Crime Statistics
Recommended Action: Receive report on 2021 Calendar Year Crime Statistics from the
Santa Clara County Sheriff’s Office
Presenter: Captain Rich Urena
Captain Urena delivered a review of crime statistics for calendar year 2021 in the City of
Cupertino. Captain Urena provided specific details on residential burglaries, vehicle
burglaries, robberies, catalytic converter thefts, and response times.
Captain Urena answered clarifying questions from the Commission Members.
5. Subject: Block Leader Program Update
Recommended Action: Receive report on the Block Leader Program Update from the
City of Cupertino
Presenter: Marta Drown
Marta Drown delivered a presentation on the status of the Block Leader program
including current plans for the revamp of the program. Marta detailed elements under
consideration and outlined an engagement strategy to receive feedback on the revamp.
Marta answered clarifying questions from the Commission Members.
STAFF AND COMMISSION REPORTS
6. Subject: Report by the Santa Clara County Fire Department
Recommended Action: Receive report by the Santa Clara County Fire Department
Deputy Fire Chief Estrada delivered the Santa Clara County Fire Department January
and February 2022 reports. Deputy Fire Chief Estrada indicated no significant events
during the month of January or February. In February vehicle fires contributed to high
dollar loss but were not considered significant events. Call volumes continue to return to
levels prior to COVID-19. No injuries to first responders were reported in January or
February 2022.
Deputy Chief Estrada explained the upcoming Wildland Urban Interface letters that will
be sent to property owners in the Very High Fire Hazard zone. Homes in this zone are
required to have 100 feet of defensible space from all structures.

Deputy Chief Estrada answered clarifying questions from Commission Members.
7. Subject: Report by the Santa Clara County Sheriff’s Office
Recommended Action: Receive report by the Santa Clara County Sheriff’s Office
Captain Urena delivered the Santa Clara County Sheriff’s Office January and February
2021 report. Captain Urena reported all response times were met and remain low. Captain
Urena provided a public safety report on select crimes including domestic violence and
catalytic converter thefts.
Captain Urena answered clarifying questions from the Commission Members.
8. Subject: Report by the City of Cupertino
Recommended Action: Receive Report by the City of Cupertino Liaison
Thomas Chin, City of Cupertino Emergency Manager, delivered a report on the
emergency response activities in January and February 2022. The report included an
introduction to Meredith Gerhardt and Marta Drown, a city exercise series, and Golden
Eagle Wildland Fire exercise.
Thomas Chin updated the Commission on the Personal Preparedness Campaign work
program item.
Thomas Chin provided an update on COVID-19 response.
Thomas Chin answered clarifying questions from the Commission Members.
9. Subject: Commissioner Reports
Recommended Action: Receive Commissioners’ Reports
Commissioner Toda agreed to attend the March 23, 2022 Mayor’s meeting.
Vice Chair Wang agreed to attend the April Mayor’s meeting.
Chair Shan agreed to attend the May 2022 Mayor’s meeting.
FUTURE AGENDA SETTING
The Commission discussed a special meeting on March 21, 2022 at 6:00 p.m. to discuss the
CREST Award nominees for 2021.

Commissioners discussed the qualifications of the remaining nominees and debated each
candidate.
Chair Shan motioned for nominee Rhoda Fry as the 2022 Public Safety Champion of the
Year CREST Award; Commissioner Toda seconded the motion; Ayes: Shan, Toda, and
Wang. Noes: None. Abstain: None. Absent: Ankireddipally and Nellore.
