Dear Parks & Recreation Commission, I'm a resident of Rancho Rinconada and voter in Cupertino/Santa Clara County. I'm writing to express my disappointment in receiving a letter regarding the proposal to wait for RRRPD board to request a transfer, or for LAFCO to initiate the transfer. I cannot speak to LAFCO's priorities, but as a resident who has watched the RRRPD Board Members and attended their meetings in the past few years, I have heard nothing but reluctance from the majority of them about annexation into City of Cupertino, even to the point of trying to push out the two board members who did advocate for annexation and who articulated the financial and practical value for residents, or to brush off residents' inputs and desire for annexation. Frankly, if we're waiting for the board to initiate this, I believe it won't happen, despite voter and resident input. In the past few years, the board & their handling of the facility became such an issue for local residents, that we pushed for annexation. A survey was conducted. And while I am not sure of the final results, it's disappointing but not surprising to receive a letter saying that we're now considering a recommendation to wait for RRRPD to initiate. The concerns of the public were these, and these are still concerns: The special district and the facility is not an effective use of taxpayer money, from the printing of ballots/voting for board members, to costs of being a special entity - for a pool and facility that is not exclusive to our neighborhood/its special district, and is not well advertised within the city or county as a resource, and is not able to avail itself of full city programs and services, vendor agreements & infrastructure which might make it better than it is today. I urge the Parks and Recreation Commission to proceed with annexation without consideration as to the RRRPD Board. And, if LAFCO has limitations with the annexation or transfer, it would be in the public's interest to know those limitations and LAFCO's proposed solution and timetable. Hopefully, any concerns LAFCO has in initiating the transfer can be addressed in a timely and considerate way, so that the annexation proceeds. I received a letter recently from Joanne Magrini re: the above annexation, probably because I am a resident in the Rancho neighborhood. After reading the report - "Public Review Draft Report; Special Study: Governance Options" - that Joanne emailed per my request, I would like to go on record as being in favor of the annexation for many reasons. An annexation would eliminate the current duplication of aquatic recreation services and possibly allow the swimming instruction program to be year-round; it would eliminate the board, which has been discussed on nextdoor.com as being contentious; and the facility would be integrated into the City's budget and master planning. I know that there is currently early -morning adult swim, swim team practice, and recreational swim in the summer but that the facility is in need of repairs. I would love to see the Rancho Rinconada pool and recreation area updated and improved and then shared with other Cupertino residents rather than kept as a small neighborhood "secret" that is falling into disrepair and not used to its full potential.
