March 2019 We presented to the City Council again. Council unanimously approved a JM DOLA trial. Presentation with all its data is available as DOLA Addendum 1 to this meeting. It shows the extensive, in-depth work and data collected by DOLA residents from 2017-2019. October 1, A 10 month JM DOLA trial officially began and has been renewed twice. 2019 Oct 7, 2021 Today, two years later, the Parks and Recreation Commission is meeting to consider a recommendation to vote to make the DOLA permanent. 3 DOLA Data Collection since Trial Began in 2019 We have been faithfully collecting JM DOLA data since November 2019. DOLA Data Log -Addendum 2 shows our data collection. To date there are 139 separate observations, backed up by time-stamped photos provided by different DOLA users. ► Observations include counts of number of dogs and people, date and time of collection, what and whether there were any adjacent activities occurring with the DOLA. ► Showing reliability of data, sometimes different observations were made on the same day at similar or different times by different observers. ► To insure validity of data, the raw data from observations were only entered by four trained DOLA leaders onto the DOLA Data Log. The observation data collection by JM DOLA will continue indefinitely until the DOLA achieves permanent status from the Cupertino City Council. 4 PRC Meeting 10.07.21-Item 5 Jollyman DOLA Group Presentation Page 3 of 5 No Serious Incidents Since 2017 Further data to support JM DOLA is that there have been no serious incidences or occurences in the DOLA from 2017 to the present. We are self monitoring and even have a DOLA "sheriff" who daily ensures rules are being followed including boundaries and appropriate behaviors. Close reading of data from the Sheriff's Office, 311, Code Enforcement, San Jose Animal Control, show NO SERIOUS INCIDENTS AT DOLA SITE since 2017. 5 No Conflicts with Sports Activities Since 2017 The DOLA Data Log since 2019 documents the very light use of the athletic field next to the DOLA. The athletic field next to DOLA historically has never been heavily used. r The updated Field Use Policy was implemented in July 2021. Since then, there has been a decline in field use. ► In July and August 2021, there were no permits issued for the field adjacent to DOLA. ► In September 2021, only 2 hours once a week was permitted.I Field use ended 2 hours before DOLA. ► that DOLA leaders interviewed Sports Team Coaches who stated tt the updated Field Use Policy made it too expensive for them to apply for a Cupertino permit Since 2017, when occasional athletic activity has occurred, the DOLA has always operated without any complaints or difficulty from adjoining activities. 6 PRC Meeting 10.07.21-Item 5 Jollyman DOLA Group Presentation Page 4 of 5 JM DOLA Discussion Is Specific to the JM DOLA Only ► JM DOLA leaders are only asking for recommendation for JM DOLA permanence. ► Future DOLAs at other parks were never discussed between City staff and JM DOLA. JM DOLA residents cannot and do not speak for residents near other city parks. ► The City Council had already put future DOLAs on the City Workplan for 2022-2023 No Issues Anticipated in the Future Any potential future changes in COVID restrictions will not increase interference or difficulties between groups outdoors. The data from 2017 to 2019 before COVID and from 2020 to present during COVID document this. They share information about the comings and goings of the neighborhood. • Builds sense of community and belonging 0 Dog owners are not the only ones who participate. Non-dog owners benefit from finding new friends in the area, or connecting with their neighbors in a different environment. • Creates a safe space for seniors and the disabled with dogs 0 People with disabilities, senior citizens, and other pet owners who cannot walk their dogs in their immediate environment have a safe place to exercise their dogs • Kids who do not have pets can interact with the dogs 0 Dog parks are an opportunity for kids (or adults!) who do not have dogs to interact with them in a safe environment. • Enjoyment for dog owners 0 Dogs aren't the only ones who enjoy dog parks. People do, too. What has changed? • Nothing's changed — our needs were never met. • We want to solve this as a community • More dog population in the Jollyman neighborhood • Legislation passed in 2014 • Mary Park is a toxic area and not safe. • Population increased, and accordingly more dog population • Neighboring cities have adopted these programs successfully • We have a Parks and Rec director who has successfully implemented unfenced off leash dog areas PRC Meeting 10.07.21-Item 5 Jollyman DOLA Group-Addendum 1 Page 20 of 40 Where has our journey taken us? • This presentation was given to the Cupertino Parks and Rec Commission on February 1 , 2018 • Between June 29 and July 22, 20181, the Parks and Rec department conducted a "joiiyman Park: Unfenced Dog Off-leash Area (DOLA) Trial Survey" o The survey had 304 respondents. More than 75% of the respondents live within 1 mile of Jollyman park • In response to the question "Based upon your knowledge of park use and this proposal, do you support establishing the dog off-leash area on a trial basis at Jollyman Park as proposed?" more than 72% of respondents said yes. • The Parks and Recs director presented his recommendation to the Parks and Rec Commission on October 4, 2018. The plan for an off leash trial was unanimously recommended for approval. Besides the important requirement for dog exercise that allows them to RUN and socialization, there is the fairness issue of equal access to City services./ pay all my taxes and have voted for all local and state bond initiatives for schools and other governmental services that have a favorable benefit for Cupertino and CA. I do not have children and was not educated and raised in Cupertino and therefore did not receive those benefits which come with living in Cupertino. Even so, 1 always voted for all the bond initiatives that would make Cupertino a better city. 1 should have equal access to all local parks as do other people. Most cities now allow unleashed dogs in parks in the early morning and then later in the early evening before sunset. This is equal access!As regards damage to the park, more maintenance is required to active sports (soccer, rugby,football, etc.) which rip up the grass and required new turf. These sports are loud and impact the neighborhood-no doubt more often and louder than barking dogs. Many of these sports participants also leave refuse that is then required to be picked up. 1 tried the Cupertino and Sunnyvale dog parks. These are not my local parks and require that 1 drive there as opposed to walking with my rollator to Jollyman-my neighborhood park. I have medical issues. Because dog parks are very small, there were dogs that could have knocked me over. At Jollyman, which is much larger, I would never have these issues. It is long overdue and time to be fair and equitable and allow us to take our dogs to Jollyman during specific hours. The issues is NOT whether your like dogs nor not or whether you or your child participates in sports at Jollyman, or whether you enjoy any of these sports- this is a matter of FAIRNESS! stroll around one or both of Cupertino's hidden labyrinths.
