Subject: Update on the Mayor's Discretionary Fund Project Recommended Action: Receive an update from the Mayor's Discretionary Fund Subcommittee Chair Kasamsetty provided an update to the commission that she will be emailing the elementary schools the first week of December. 5. Subject: Art Talks for the Community Recommended Action: Finalize the Art Talk Series logistics for the months of February and May Commissioner Rao will take the lead on the February Art Talk with the topic being Digital Arts. Commissioner Chokshi will provide a name of an artist that may be suitable for the presentation. Commissioner Tare will take the lead on the May Art Talk with the topic being Music. NEW BUSINESS 6. Subject: In Lieu Payment for Required Artwork; (Applicant: Ross Kremers (Public Storage); Location: 20565 Valley Green Drive; APN#326-10-044) Recommended Action: Staff recommends that the Fine Arts Commission consider the evidence presented and determine whether placement of artwork on the project property is feasible. If the Fine Arts Commission determines that artwork may not feasible to be placed on the property, it may adopt a resolution accepting the applicant's request to make the in lieu payment for artwork (Attachment 1) or in the alternative, may adopt a resolution denying the applicant's request (Attachment 2). Commission received presentation from Senior Planner, Erick Serrano. Public comment made my Lisa Warren. Motion made by Vice Chair Chokshi to approve the in -lieu payment. Seconded by Chair Kasamsetty. Motion passed unanimously. 7. Subject: Fiscal Year 2021-22 Distinguished, Emerging, and Young Artist Award Programs Recommended Action: Evaluate participant entries for the Distinguished, Emerging, and Young Artist award programs and chose winners for each category. Young Artist Award submittals were viewed, and scores tallied. Discussion This report intends to provide an update on the current status of the FY 2021-22 City Work Program related to the Fine Arts Commission. FY 2021-22 City Work Program The City continues to update the public dashboard for the FY 21-22 City Work Program to provide progress updates for the City Council, Commission, and public. The dashboard is updated quarterly and hosted on the City's website. There is currently one work program item related to the Fine Arts Commission. Consider New Commissions and Committees with the objective of Fine Arts Name Change: Change the name of the Fine Arts Commission to broaden the reach of potential interest and align with commission goals. Art Commission names were reviewed in 13 Santa Clara County cities. The following table shows that Mountain View has two arts commissions, Morgan Hill has combined library and arts commissions, and four cities do not have an arts commission. The table also includes the names of the arts commissions in each city. Recommended Action Provide a list of proposed items for the Fiscal Year 2022-2023 City Work Program, identifying the top three proposals, limited to no more than five. Discussion In the December to January timeframe, each Commission will submit proposed ideas for the City Work Program for the upcoming fiscal year (FY). These proposals will be taken into consideration by Department Heads and the City Manager when developing the proposed City Work Program for City Council's consideration. Commissions should identify their top three proposals and limit proposals to no more than five. Each proposal should be within the purview of the Commission and have a timeline of 12 months or less. When the proposed City Work Program is brought to City Council, the items submitted by Commissions will be provided as attachments. The item will indicate which of the Commission's proposals were recommended by Department Heads and the City Manager to be considered in the proposed City Work Program. Once the City Work Program is adopted by City Council, Commissions will be notified of any adopted items within their purview.
