In accordance with Government Code 54953(e), this will be a teleconference meeting
without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Monday, March 28, 2022 to the Fine Arts Commission at
fineartscommission@cupertino.org. These e-mail comments will be received by the
commission staff liaison before the meeting and posted to the City's website after the
meeting.
2) E-mail comments during the times for public comment during the meeting to the Fine
Arts Commission at fineartscommission@cupertino.org. The staff liaison will read the
emails into the record, and display any attachments on the screen, for up to 3 minutes
(subject to the Chair's discretion to shorten time for public comments). Members of the
public that wish to share a document must email fineartscommission@cupertino.org prior
to speaking.

CALL TO ORDER
At 6:31 p.m., Chair Kasamsetty called the meeting to order via virtual teleconference.

APPROVAL OF MINUTES
1. Subject: Meeting Minutes for the November 22, 2021 Fine Arts Commission Meeting
Recommended Action: Review and approve the minutes for the November 22, 2021 Fine
Arts Commission meeting.
Vice Chair Chokshi motioned to approve the minutes. Chair Kasamsetty seconded the motion.
Motion passed unanimously.

2. Subject: Update on Art Talks and Art in Unexpected Places
Recommended Action: Receive an update on the Art Talks and Art in Unexpected Places
Programs.
Joanne Magrini, Director of Parks and Recreation, gave an update on the item, informing
commissioners of the former liaison's departure from the city and that the two programs will be

put on hold until the department is fully staffed, and indoor events are safer due to the
pandemic. Commissioner Tare will provide the music art talk when they resume.
3. Subject: Update on the City Work Program Fiscal Year 2021-2022 item for the Fine Arts
Commission
Recommended Action: Receive an update on the City Work Program Fiscal Year 2021-
2022 item for the Fine Arts Commission and provide feedback.
Director Magrini updated the commission on the City Work Program Fiscal Year 2021-2022 item
for the Fine Arts Commission. Director Magrini shared art commission names in surrounding
cities and asked that the commission provide no more than three possibilities for the Fine Arts
Commission Name Change.
Chair Kasamsetty motioned that the commission put forward two options for the name change.
Arts and Culture Commission as first choice and Culture, Visual, and Performing Arts
Commission as the second. Commissioner Rao Seconded. Motion passed unanimously.
NEW BUSINESS
4. Subject: Commission Proposals for the Fiscal Year 2022-2023 City Work Program
Recommended Action: Provide a list of proposed items for the Fiscal Year 2022-2023
City Work Program, identifying the top three proposals, limited to no more than five.
Director Magrini presented on the Commission proposals for the City Work Program FY 2022-
2023.
Chair Kasamsetty motioned to approve four proposals in priority order of Young Artist
Scholarships, Festival that is run buy Fine Arts Commission, Community Grants for
Organizations that foster art in Cupertino, and Art Store for Cupertino. Vice Chair Chokshi
seconded. Motion passed unanimously.

5. Subject: Monthly Update Reports
Recommended Action: Receive monthly update reports from staff and commissioners.
Vice Chair Chokshi stated she attended the January Mayor's Meeting.
Commissioners and staff thanked Commissioner Matley for her service to the commission.

Arts Commission and provide feedback on community survey.
Background
This report intends to provide an update on the status of the FY 2021-22 City Work
Program related to the Fine Arts Commission.
FY 2021-22 City Work Program
The City continues to update the public dashboard for the FY 21-22 City Work Program
to provide progress updates for the City Council, Commission, and public. The
dashboard is updated quarterly and hosted on the City's website. There is currently one
work program item related to the Fine Arts Commission. Consider New Commissions
and Committees with the objective of Fine Arts Name Change: Change the name of the
Fine Arts Commission to broaden the reach of potential interest and align with
commission goals.
At the January 24 Fine Arts Commission Meeting, Art Commission names were
reviewed for 13 Santa Clara County cities. The commission put forward two options for
the name change. Arts and Culture Commission as first choice and Culture, Visual, and
Performing Arts Commission as the second.
Discussion
Staff put together a draft survey proposal for community outreach using the names
commission put forward at their January 24 meeting. The draft survey proposal includes
the work program objective, the Fine Arts Commission current powers and functions
from the Cupertino Municipal Code, and four potential questions.

Survey for Fine Arts Name Change
The Fiscal Year 2021-2022 City Work Program Item Fine Arts Name Change has an
objective of Change the name of the Fine Arts Commission to broaden the reach of
potential interest and align with commission goals.
Cupertino Muni Code Section 2.80.080 Powers and Functions:
A. The powers and functions of the Fine Arts Commission shall be to foster,
encourage and assist the realization, preservation, and advancement of fine arts for the
benefit of the citizens of Cupertino.
B. To fulfill their mission, the Commission may involve itself in the following
activities:
1. Act as a catalyst for the promotion of fine arts activities;
2. Keep current on potential fine arts activities which would be available to the
community;
3. Provide liaison between various fine arts activities;
4. Provide a means for coordination for fine arts groups or facilities which may
exist within the community;
5. Maintain an inventory of facilities available for related fine arts activities within
the community;
6. Provide screening and/or review for fine arts activities wishing to obtain city
funds or utilize public facilities;
7. Provide information to the community relating to the arts;
8. Foster the development of public art within the community;
9. Be vigilant in exploring and advancing the range of fine arts activities available
to the community;
10. Enhance the interaction between arts and business;
11. Any other activity which may be deemed appropriate and necessary.
