1. Subject: Demonstration of the New Online Tennis Reservation System.
Recommended Action: Receive a demonstration of the new online tennis reservation
system.

APPROVAL OF MINUTES
2. Subject: Meeting Minutes for the March 24, 2021 Parks and Recreation
Commission Special Meeting.
Recommended Action: Review and approve the minutes for the March 24, 2021 Parks
and Recreation Commission special meeting.
Commissioner Tambe requested to amend the minutes to clarify her comments in item
two to note that she recommended to approve $200k for Fiscal Year 2020-21 to be
implemented as Public Works determines, and for Fiscal Year 2021-22 amenity
improvements to be brought back to the Commission for review after the first year is
implemented.
Chair Stanek requested to amend the minutes to change her comments in item five to
read Walk Bike Cupertino.
Commissioner Tambe motioned to approve the minutes with the requested
amendments. Commissioner Kumarappan seconded the motion. Motion carried
unanimously with five votes yes.

3. Subject: Fiscal Year 2021-22 Community Funding Application Evaluations and
Recommendation to City Council.
Recommended Action: Receive staff report, allow for clarifying questions, receive
public comment and close item, receive Commissioner scoring for the Fiscal Year
2021-22 community funding applications.
Administrative Assistant, Whitney Zeller, reviewed the process for the item.
Commissioner Kumarappan recused himself from the item, noting his association with
the Cupertino Library Foundation.
Chair Stanek opened the item for public comment.
Community member Orrin Mahoney provided public comment and noted they were
available if the Commission had any questions on their organization's application.
Community member Matthew Dodder provided public comment and noted they were
available if the Commission had any questions on their organization's application.
Community member Raji Mahoney provided public comment and noted they were
available if the Commission had any questions on their organization's application.
Community member Jeanne Wun provided public comment and noted they were
available if the Commission had any questions on their organization's application.
Chair Stanek closed public comment.
The Commission discussed eligibility and agreed to provide rankings for all
organizations. All organizations were deemed eligible, with the exception of the Silicon
Valley Jewish Film Festival and Dhwani Academy of Percussion Music in the United
States, on the basis that admission to or participation in the organization's events must
be "free of charge" to Cupertino residents unless stated in the application and approved
by the Parks and Recreation Commission.
The Commissioners submitted their ranking totals for each organization into the
evaluation totals form for staff to compile their data.
Item one was discussed at this portion of the meeting.
1. Subject: Demonstration of the New Online Tennis Reservation System.
Recommended Action: Receive a demonstration of the new online tennis reservation
system.
Recreation Supervisor, Rachelle Sander, provided a demonstration of the new online
tennis reservation system.
Chair Stanek commented that the more automated we become, the easier it is for our
residents to utilize our facilities and services.
4. Subject: Commission Initiated Discussion Regarding the Rancho Rinconada
Recreation and Park District's Community Outreach Efforts.
Recommended Action: Discuss Rancho Rinconada Recreation and Park District's
Community Outreach Efforts.
This item was discussed at a later portion of the meeting.
5. Subject: Fiscal Year 2021-22 Community Funding Application Evaluations and
Recommendation to City Council-Continued.
Recommended Action: Continuation of Item #3 for the purpose of consideration of
evaluations, and decisions to provide funding recommendation for Council.
Chair Stanek opened and closed the item for public comment.
Staff shared the Commission's data in the evaluation totals form, as well as data sorted
by total average and data sorted by total ranking.
The Commission reviewed and discussed the provided data.
Commissioner Tambe motioned to recommend to City Council funding for the
following organizations at a total of$92,900:
West Valley Community Services of Santa Clara County, Inc. - $10,000
Cupertino Library Foundation- $15,000
Buddhist Tzu Chi Medical Foundation- $7,400
Santa Clara Valley Audubon Society - $8,500
Friends of Deer Hollow Farm-$7,000
Chinese American Coalition for Compassionate Care - $12,000
Valkyrie Robotics - $3,000
Tian Hong Foundation - $3,000
Rotary Club of Cupertino - $12,000
Euphrat Museum of Art - $15,000
Item four was discussed at this portion of the meeting.
4. Subject: Commission Initiated Discussion Regarding the Rancho Rinconada
Recreation and Park District's Community Outreach Efforts.
Recommended Action: Discuss Rancho Rinconada Recreation and Park District's
Community Outreach Efforts.
Chair Stanek commented that Council made the decision to wait and see how things
develop for this item, and consider it in the future. She noted that the Commission had
previously assigned a subcommittee for the topic made of Vice Chair Xu and
Commissioner Begur, and proposed having the subcommittee provide periodic updates
to the Commission regarding the outreach process.
Commissioner Kumarappan recommended that since the item had already been
considered by Council, to have staff update the Commission with any pertinent
information.
Commissioner Tambe noted this is a sensitive subject and that she is conscious of the
people who live there, and the importance of the service level provided. She supported
the idea of having the subcommittee providing updates as necessary, as agenda items.
Commissioner Begur suggested leaving the item with staff, and if they need direction to
come back to the Commission for input.
Vice Chair Xu commented that following Council's direction, we can wait until the
outreach process is complete before revisiting the idea of a subcommittee.
Chair Stanek noted that it would be beneficial to have a presence, so the Commission is
kept up to date on the outcome of the outreach process.
Director of Parks and Recreation,Joanne Magrini, noted that the intention is to
document any pertinent information regarding this item and bring it to City Council
once the visioning process is complete. She added that the City is staying up to date and
collecting information to provide to Council as well as the Commission.
Commissioner Tambe recommended receiving updates from staff and staying close to
the topic. She added that it would be helpful to get clarity on what funds are being used
for the outreach process.
Vice Chair Xu recommended the City update their Rancho Rinconada webpage with
current information.
Director Magrini noted that once information is received from the strategic visioning
process, we will bring that information back to the Commission for recommendation to
Council.

OLD BUSINESS
NEW BUSINESS
1. Subject: Proposed Fiscal Year 2021-22 Capital Improvement Projects.
Recommended Action: Receive and provide feedback on a presentation for the
proposed fiscal Year 2021-22 Capital Improvement Projects (CIP).
Capital Improvement Programs Manager, Susan Michael, and Recreation Coordinator,
Alex Corbalis, provided a presentation on the item.
Commissioner Kumarappan commented that some of the project costs seemed high.
Commissioner Begur agreed that the costs seemed high, noting the cost of the proposed
Blackberry Farm Pools project.
Vice Chair Xu commented that if there is the possibility to only remove one of the
ponds at Memorial Park, that some residents would like to keep the ponds or have a
water feature.
Commissioner Tambe commented on the proposed Memorial Park design project and
recommended including a cultural element, such as a Zen walking path, and to have
the Fine Arts Commission incorporate artwork. She added that she is excited to hear
about the three proposed phases for the park.
Chair Stanek commented recommended choosing an alternative name for the proposed
Pond Renovations project, as the current name suggests that the ponds will be fixed,
rather than removed.
Commissioner Tambe agreed with the recommendation of Wilson Park as the site for a
full-size outdoor basketball court.
2. Subject: Updated Athletic Field Use Policy.
Recommended Action: Recommend that Council approve the updated Athletic Field
Use Policy and provide any input.
Recreation Coordinator Karen Levy and Recreation Supervisor,Jenny Koverman,
provided a presentation on the item.
Community member Amy Jasper provided public comment and inquired about the fees
and how the hours will be tracked.
Community member Michael Gong provided public comment and inquired about the
cost recovery and addressing organizations of differing sizes.
Commissioner Tambe commented that decreasing the resting periods for fields made
sense, that she was ok with the four Sundays for makeup plan, and that she had some
hesitation on the pricing. She recommended a phased approach or providing some
assistance for groups and moderating use of the cricket field, as it is the only one
available.
Commissioner Tambe exited the meeting at 7:12 p.m.
Commissioner Kumarappan expressed concern with increased use of the fields and
managing Sunday field use.
Vice Chair Xu agreed with Commissioner Kumarappari s concerns and suggested
limiting the time of the sports groups to use the fields in the late afternoon.
Chair Stanek commented that not including a formal field closure in the policy would
be appreciated by sports groups and would allow staff to close the fields due to rain or
as needed. She added that she understands transitioning to an hourly rate and having
fees that are in line with neighboring cities, but recommended phasing into the higher
fees.
Commissioner Kumarappan commented that residents want to use the fields and lower
fees would encourage more organizations to utilize Cupertino fields. He noted the goal
is to provide the fields to Cupertino residents, not cost recovery. He noted concern with
changing from 2 to 4 days of Sunday use, as well as the lower fees increasing demand of
field use by outside sports groups.
Commissioner Kumarappan motioned to recommend for Sunday field use, Option 2,
amended to allow each group to reserve fields on two Sundays a year from 10 a.m. to
2 p.m. Commissioner Begur seconded the motion. Motion carried with four votes yes
and Commissioner Tambe absent.
The Commission recommended reformatting the fee options with a focus on the hourly
rate instead of cost recovery and rename them Options A and B.
Commissioner Kumarappan motioned to recommend transitioning from a user-based
fee structure to an hourly rate fee structure, with Option A ($20/hour/field for resident
nonprofit youth organizations and $30/hour/field for non-resident, nonprofit youth
organizations). Commissioner Begur seconded the motion.
Chair Stanek made a friendly amendment to include a phased approach.
Vice Chair Xu noted that more than one year will be needed to phase in the increased
fees.
Commissioner Kumarappan recommended to separate the fee structure and the fee
amount into two separate motions and amended his original motion to remove the
recommendation of Option A. Vice Chair Xu seconded the amended motion to
recommend to transition from a user-based fee structure to an hourly rate fee structure.
Motion carried with four votes yes and Commissioner Tambe absent.
Commissioner Kumarappan motioned to recommend a starting hourly rate of
$10/hour/field for residents and use a phased approach, as determined by staff and their
experience in the first year, to reach a fee of$20/hour/field, and to set the fee for non-
resident, nonprofit youth organizations at$30/hour/field. Commissioner Begur
seconded the motion. Motion carried with four votes yes and Commissioner Tambe
absent.
Commissioner Kumarappan motioned to recommend the option to close the fields as
needed for rest and maintenance. Commissioner Begur seconded the motion. Motion
carried with four votes yes and Commissioner Tambe absent.
Commissioner Kumarappan motioned to recommend that City Council approve the
updated Athletic Field Use Policy. Vice Chair Xu seconded the motion. Motion carried
with four votes yes and Commissioner Tambe absent.

Recommended Action: Receive monthly update reports from the Director of Parks and
Recreation and Commissioners.
Parks and Recreation Director, Joanne Magrini, provided the Director's update.
Chair Stanek noted the completion of the mural at Blackberry Farm. She shared that she
took the Cupertino pledge and thanked staff for putting the program together.
Commissioner Xu commented that the second mailer was sent out from the Rancho
Rinconada Recreation and Park District.
Director Magrini noted that an update on Rancho Rinconada will be on the agenda for
the May meeting to provide an update on community outreach.

Dear Parks and Recreation Chair Stanek, Vice Chair Xu, Commissioners Begur,
Kumarappan, and Tambe, and Parks and Recreation Director Magrini:
Please recognize this letter as written communication for the 5/6/2021 commission
meeting, Agenda Item 7 "Use of Public Tennis Courts and Regulation of Use".
I am writing in support of adding some number of public tennis courts to the
City's online facilities reservation system
(https://apm.activecommunities.com/cupertino/Reserve_Options).
My family rejoined the Cupertino Sports Center in 2020 as means to get outside and
play together during the pandemic. We regularly use the online reservation system to
reserve a tennis court at the Cupertino Sports Center, though--as the weather has
improved, vaccination rates are on the rise, and generally people are feeling more
confident about being outside with others--it has gotten more challenging to find open
court times at the Sports Center, even when reserving a week in advance.
It would be so helpful to be able to reserve a public tennis court using an online
reservation system. The prospect of going to the public courts to play, but finding
them all full and having to wait for a group to relinquish a court when it suits them or
getting into a back-and-forth discussion of a group's play duration is not appealing. An
online reservation system allows players some confidence that they can go to a court
at a predetermined time with a reservation receipt and be able to play for an hour and
a half.
Not all public courts can be set aside for online reservation use. Some people don't
have access to devices that would allow them to make online reservations or display
a reservation receipt electronically or as a printout. I hope that each tennis court
facility would still include some number of courts dedicated for walk-on use.
I have not figured out how to cancel a Sports Center reservation online. (I call the
Sports Center when we need to cancel.) Probably my problem is operator (my)
ignorance. It would be helpful if, reservation confirmed, players could cancel
reservations online if their plans change.
Thank You to the Parks and Recreation Commission for addressing the interest in

I am a regular tennis player and enjoy tennis in the city tennis court facilities.
I would like to request the city to start offering a free online reservation system for city parks tennis courts
using the existing web site:

Please consider adding all tennis public courts from all city parks to the online reservation service so that
players may reserve court time, check-in online when starting so that it is transparent to all as to when
someone started and end time is automatically followed by referencing online reservations.
Court reservations can be forfeited if an online check-in is not done within 15 minutes of reservation start
time.
To prevent over use you may consider limiting booking time to 1.5 hours per day per user account.
Please consider posting advance notice of the new reservation system a few weeks before at parks
tennis courts so that players may be informed in advance and prepared for the change.
I appreciate the city parks and recreation commission looking into this matter to make it simpler and more
efficient for players to utilize courts.

Discussion
In June 2019, Cupertino City Council approved$300,000 as part of the Capital
Improvement Program budget to fund the development of satellite community gardens
throughout the City.
In September 2020, as part of the Parks and Recreation Strategic Plan Park Amenity
Improvement project,the Parks and Recreation Commission, Parks and Recreation staff,
and Public Works staff evaluated 16 City parks and two special use sites for a variety of
improvements,including satellite community gardens. The evaluation data was
intended to identify potential locations to implement the satellite community garden
Capital Improvement Project. Each site was ranked on a scale of one to five,five being
the highest possible score and one being the lowest possible score.
The satellite community garden evaluation data(Attachment A)identified Wilson Park,
Hoover Park, and Jollyman Park as the three highest ranked sites. Several other sites
were ranked just below the top three.
In response to the Commission's request, City staff also researched additional property
owned by the City to determine if other suitable locations should be considered for a
potential satellite community garden. Staff identified two additional City owned sites,
however,both are under long-term lease with San Jose Water District whose
infrastructure and security requirements omit them as suitable locations for
consideration.
It is recommended that the Commission review the satellite community garden
evaluation data and provide input on potential satellite garden locations.

Jollyman Park All-Inclusive Playground.
Recommended Action
Receive an update on the Jollyman Park all-inclusive playground project.
Background and Discussion
In October 2018,the City Council directed staff to apply for the County's AIPG grant
program to request funding for an all-inclusive playground at Jollyman Park.
Staff prepared and submitted a successful grant application to deliver a high-quality
playground at Jollyman Park with conceptual elements that will be welcoming to all types of
users and an inviting variety of physical and sensory features.The County Board of
Supervisors authorized a grant award to Cupertino of$1,448,201 with a match contribution
is$1.2 million. The City will also need to raise through fundraising and donations the
remaining balance of$2.3 million. In May 2019, the City Council authorized the execution of
the AIPG funding agreement.A Capital Improvement project was created and included in
the adopted FY 2020 Capital Improvement Program.
In December 2019,the City released a Request for Proposals for professional fundraising
services for the Jollyman Park all-inclusive playground. Proposals were submitted in
February 2020 and reviewed by staff. Initial conclusions were that the project's fundraising
goal was unrealistically high, the timeline was aggressive, the level of effort needed to attract
donations would be high, and the consultant team could not perform some key aspects.
Because of this reason and COVID 19 repercussions, City's budget, and staffing, the City
requested via a grant amendment a 24-month extension to the project delivery schedule,
with bid package completion by fall 2022 and construction to be finished by winter 2023.
The City also proposed a revised reduction of the fundraising goal to 1 million and a reduced
overall project budget of$3.65 million. The budget breakdown is as follows: AIPG grant
funds-$1,448,201, City funds-$1,200,000,Donations-$1,001,799.
On February 4,2021, county staff approved the proposed revisions and scheduled the
amendment to go before the Board of Supervisors for approval. The Board of Supervisors
approved the amendment on April 20, 2021. Next steps include:
• A design consultant selection process during summer 2021.
• Launching the fundraising process during spring 2021.
• A robust public input process would commence in summer 2021 and as the design
progresses.
Sustainability Impact
Implementation of the all-inclusive playground would be consistent with the City's
sustainability goals.
Fiscal Impact
Proceeding with this project commits the City to implement an all-inclusive playground at
Jollyman Park using a$1.2 million City contribution, a$1,448,201 County AIPG grant, and
fundraising for the balance of the project cost.

Discussion
The current Community Funding Grant Policy(Attachment A)was adopted by City
Council at their December 1,2020 meeting. The approved policy included an earlier
submission date for applications, program funding range, and affirmation that all
qualified applicant materials would be brought to City Council.
The updated policy was applied during the Fiscal Year 2021-22 Community Funding
Grant application process, which is currently at the phase for City Council to consider
the Parks and Recreation Commission's funding recommendation and determine
funding for the upcoming fiscal year. Through this year's process, Staff and the
Commission encountered parts of the Community Funding Grant Policy that could be
adjusted to clarify eligibility and what programs,projects, and events the grant program
is intended to fund.
Having recently facilitated the grant program process, we would like the Commission to
provide input on the existing policy and potential changes that could be made to
improve it,with a focus on eligibility.

PURPOSE
The City of Cupertino currently provides funding to local non-profit organizations in the areas
of social services, fine arts and other programs for the general public. The policy provides a
framework for the City's Community Funding Grant Program and guides the administration of
the program and decision-making process. It also provides guidance on key aspects of the City's
Community Funding Grant Program processes including: Eligibility, Evaluation Criteria,
Restrictions/Guidelines, and Procedure.
SCOPE
All requests for funding must comply with this policy.
POLICY
The City has established the Community Funding Grant Program, subject to availability of
funds,with a range of$70,000 to$90,000 in total funding available. Community Funding Grants
shall not exceed$20,00 per applicant,per year. City Council will determine the organizations to
be awarded funds through the Community Funding Grant Program. City Staff shall review
applications for completeness and review the qualifications and accuracy based upon the
eligibility criteria set forth below. In all cases, the City reserves the right to reject any and all
applications in the event staff identifies a potential conflict of interest or the appearance of a
conflict of interest.Submission of an application in no way obligates the City to award a grant and
the City reserves the right to reject any or all applications, for any reason, at anytime.
Eligibility
To receive consideration for a Community Funding Grant, grant requests must:
• Be made or sponsored by a 501(c)(3)non-profit organization with experienced members
capable of implementing and managing the program/project/event.
• Identify how the funds will be used to benefit the Cupertino community.
• Be awarded only once per project
• For specific needs,not ongoing, operational costs.
• Have more than 75%of the requested funds allocated for direct service costs versus
administrative costs.
• Be complete and submitted by the application deadline.
Evaluation Criteria
• Impact on and benefit to the Cupertino community
• Community need for the program/project/event
• Alignment with City mission and values
• Uniqueness of the program/project/event
• Qualifications and experience of the organization and its members
• Reasonable cost
• Demonstrated effort to secure funding from other sources and/or establishing
partnerships with other community or city organizations
• Clarity, completeness, and accuracy of grant application
• Past performance and compliance with requirements if a recurring applicant
Applications will be sorted into two categories:
• New applicants
• Past recipients
Applications in each category will be evaluated using a tiered structure based on the dollar amount
requested for award as follows:
• <$999.99
• $1,000.00-$4,999.99
• $5,000.00—$9,999.99
• $10,000.00-$20,000.00
Restrictions/Guidelines
• An organization that is applying for multiple grants shall only submit one application.
• Proceeds generated from the funded activity may only be used for the conducted activity.
• If requested,recipients must provide full financial statements for the organization.
• Admission to or participation in the event must be "free of charge"for Cupertino
residents unless stated in the application and approved by Parks&Recreation
Commission.
• If an applicant makes a grant request directly to a member of the City Council,whether
individually or as a group, the Council shall refer the applicant to the Parks and
Recreation Department for a Grant application to be reviewed in accordance with this
policy.
• Grant recipients shall acknowledge the City contribution in formal promotional materials
and efforts related to the funded activity. Any use of the City logo must be approved by
the City's Communications Officer.
Procedure
1. Applicants submit timely and complete grant applications by February 1.
2. City Staff reviews application for completeness and compliance eligibility.
3. Applications will then be forwarded to the Parks and Recreation Commission to be
evaluated and sorted into the tiered funding structure. All applicants will be notified
and invited to attend the Parks and Recreation Commission Meeting where their
applications will be discussed. This meeting typically takes place in Spring.
4. City Council will make the final decision on grant amounts for each applicant as part of
the budget adoption which typically happens in June. All applicants will be notified and
invited to attend the City Council Meeting where their applications will be discussed.
5. Grant recipients shall submit a written report to the Parks and Recreation Department to
show proof that the grant funds have been spent in the manner and for the purposes
stated on the application,including information about the number of persons served and
other results that benefit Cupertino.
o Due by the 15f business day of July following the Fiscal Year in which grant funds
are disbursed.
o Failure to submit a written report by the July deadline could result in the loss of
grant funding eligibility in the future.
o Applicants will be expected to reimburse the City any funding awarded and not
used for their program/project/event.

Discussion
City Council unanimously carried a motion at their March 2 special meeting study
session to delay consideration of the Rancho Rinconada Recreation and Park District
(RRRPD) acquisition, to allow for engagement in long-term planning for aquatics
facilities in the City, and until RRRPD completes their strategic visioning and outreach
and makes a recommendation. The Parks and Recreation Commission and the City have
made an effort to maintain current on important updates regarding the strategic
visioning process and community outreach. Staff will provide an update on RRRPD's
community outreach efforts, including community meetings and their published survey.
The City has also updated the Rancho Rinconada project webpage,which the
Commission will have the opportunity to review and provide input.

increase in public court use due to State
and County guidelines authorizing tennis
to be one of the few sports allowed for a
majority of the pandemic

Annual tennis keys are valid from January 15th through January 1st of the following
year.The fee is$63 for residents and$127 for non-residents January-June,and$42/$84
July-December.Tennis courts are available for rental$17 resident$22 non-resident per
court per hour.When possible,50%of each court site will be accessible to the general
Menlo Park public.The City of Menlo Park reserves the right to confiscate the tennis key of any
user(s)not adhering to City Tennis Rules,Use Policies,or City Ordinances without
refund.Additionally,any violation of use policies may result in the inability to either rent
tennis courts or be issued a tennis key in the future.Lost keys replaced at key
purchaser's expense.
