CALL TO ORDER
Chair Stanek called the meeting to order at 7:01 p.m. via remote teleconference.

CEREMONIAL MATTERS AND PRESENTATIONS

APPROVAL OF MINUTES
1. Subject: Meeting Minutes for the November 4, 2021 Parks and Recreation
Commission Meeting
Recommended Action: Review and approve the minutes for the November 4, 2021
Parks and Recreation Commission meeting.
Chair Stanek amended the minutes to include the following:
1. City Council had two parts to their resolution in March 2021 for Rancho Rinconada.
Part A is not completed, to allow for engagement in long term planning of aquatic
facilities in the City.
2. Had asked Kevin Davis if the board would be willing to work with the City to find a
mutually beneficial path forward and Kevin confirmed.
Commissioner Kumarappan motioned to approve the minutes with the amended
language included. Commissioner Begur seconded. Motion passed unanimously.

Lisa Warren, Cupertino Resident, inquired about the Lawrence Mitty project and asked
the Commission to help move the project forward.

NEW BUSINESS
2. Subject: Commission Proposals for the Fiscal Year 2022-2023 City Work Program
Recommended Action: Provide a list of proposed items for the Fiscal Year 2022-2023
City Work Program, identifying the top three proposals, limited to no more than five.
Joanne Magrini, Director of Parks and Recreation, presented on this item.
Louise Saadati, Cupertino Resident, spoke about future DOLAs, specifically a little dog
DOLA at Linda Vista Park. Mentioned other possible DOLAs at Hoover, Creekside, and
Memorial Park. Requested future DOLAs as a high priority project for FY 2022-2023.
Deepa Mahendraker, Cupertino Resident, supported more DOLAs in the City,
including Hoover and Memorial Park and asked the Commission to add this item to
their workplan for next fiscal year.
Chair Stanek announced the eleven written communications submitted to the
Commission that are in support of additional DOLAs as a work program proposal.
The Commission suggested and discussed their work program proposals.
Commissioner Kumarappan proposed DOLAs expansion, Mental Health, and a project
to collaborate with CUSD and FUHSD students such as the Labyrinth project.
Commissioner Begur proposed creation of a basketball court, DOLAs expansion,
incorporation of Nature Play in parks. Commissioner Tambe proposed creation of a
meditation and healing garden to support Mental Health, the long-term strategic plan,
to formalize a partnership with West Valley Community Services to provide programs
to serve impacted residents, to create a dashboard or list with the status of all projects
being worked on by the Commission and Parks and Recreation Department, and to
create a partnership with Deep Cliff Golf Course. Vice Chair Xu proposed the

incorporation recreational opportunities for older teens, adults, and seniors at parks,
such as Nature Play or to support Mental Health. Chair Stanek proposed the DOLAs
expansion, a Labyrinth or similar project, and reviewing the Field Use Agreement at
Regnart Elementary and the transition as the school closes.
The Commission voted to narrow down the proposed projects and continued the
discussion. Commissioner Begur and Commissioner Tambe requested more
information from staff on the list, including the estimated total staff time that could be
involved and the time duration that could be associated with each project.
The Commission narrowed down the potential projects to the following:
- Enable Additional DOLA Locations
- Mental Health/Partnerships with WVCS
- Labyrinth Program or Similar
- Long Term Strategic Plan
- Field Use Agreement of Regnart Elementary
The Enable Additional DOLA Locations, Labyrinth Program or Similar, and the Field
Use Agreement of Regnart Elementary earned the most votes from each Commissioner.
This item will be continued at the next Commission meeting.
3. Subject: Consider Canceling the January 2022 Parks and Recreation Commission
Meeting
Recommended Action: Discuss and cancel the January 2022 Parks and Recreation
Commission Meeting
Joanne informed the Commission about the upcoming holiday closure and suggested
having a special meeting instead in the middle or end of January. The Commission
agreed with the suggestion.
STAFF AND COMMISSION REPORTS
4. Subject: Monthly Update Reports.
Recommended Action: Receive monthly update reports from the Director of Parks and
Recreation and Commissioners.
Joanne provided the Director's update. Vice Chair Xu had attended the Mayor's
meeting and shared the following:
- Library Commission: encouraged residents to donate to the Library Expansion
Project and the donor wall.

- Bicycle Pedestrian Commission: suggested getting other Commissions, school
groups, or small organizations such as homeowners to be involved in a bike
related project or trail project.

FUTURE AGENDA SETTING
Chair Stanek reviewed the upcoming items for the January special meeting:

After confirming the logistics, Staff will poll and coordinate with the Commission to
determine the special meeting date for January.

Chair Stanek called the meeting to order at 6:02 p.m. via remote teleconference.

CEREMONIAL MATTERS AND PRESENTATIONS
1. Subject: Presentation from the Youth Activity Board
Recommended Action: Receive a presentation from the Youth Activity Board.
Joanne Magrini, Director of Parks and Recreation, introduced Daniel Mestizo,
Recreation Coordinator. Daniel introduced Ishitha Vemula, Sara Wan, Manasvi Lodha,
and Angela Zhang from the Youth Activity Board (YAB) to present to the Commission.
The members explained what YAB was, highlighting programs they had put on in FY
2020-2021, including Infoteeno, Kindness Week, and Hack Cupertino, current programs
from this fiscal year such as Bobateeno, the YAC Social, and Cupertino Cafe, and
upcoming and proposed programs such as YAC Attack, South Bay Fun Fest, and Teen
Movie Night.
The Commission acknowledged YAB's work on their programs and events and
provided feedback and advice to the YAB members.
ORAL COMMUNICATIONS
David Fung congratulated Commissioner Tambe on her eight years of service on the
Commission and thanked everyone else for their service on the Commission.

Helene Davis also thanked Commissioner Tambe for her eight years of service on the
Commission.
Chair Stanek shared a message from Meenakshi Biyani and commended Commissioner
Tambe for her service to the Commission.
WRITTEN COMMUNICATIONS
The Commission received thirteen written communications regarding item number 2 on
the agenda. The communications will be added into the record.
OLD BUSINESS
2. Subject: Commission Proposals for the Fiscal Year 2022-2023 City Work Program
Recommended Action: Provide a list of proposed items for the Fiscal Year 2022-2023
City Work Program, identifying the top three proposals, limited to no more than five.
Joanne presented on this item and summarized what happened at the previous
meeting.
Gauri Dwivedi asked to succeed her three minutes to Louise Saadati.
Louise Saadati asked the Commission to put the creation of DOLAs as a high priority
work program item for next fiscal year. Emphasized that if new DOLAs were not given
a high priority, no work will be done on new DOLAs, more DOLAs need to be enabled
throughout the City for residents to use, multiple DOLA trials should be allowed in the
same year, and more data from multiple DOLAs is needed before standardization rules
can be developed. Asked the Commissioners to put Facilitate Community Driven
Projects such as DOLA and Labyrinth as a priority for next fiscal year.
Deepa Mahendraker re-emphasized the need for DOLAs as other parks in the City and
cited unofficial DOLAs at Memorial Park and other parks in the City. Asked the
Commission to make it a priority.
Commissioner Tambe suggested to providing five items for City Council's
consideration instead of three. Chair Stanek reviewed the top three proposals that
garnered the most support from the Commissioners: the DOLA, Labyrinth, and Field
Use Agreement of Regnart Elementary.
Commissioner Kumarappan and Chair Stanek suggested finding a way to increase
efficiency on the DOLA project to reduce the project size. Commissioner Tambe
suggested voting for five projects in total,but including the Memorial Park and

Lawrence Mitty projects. Commissioner Kumarappan recommended separating the two
extra large projects on the list, and then rank the remaining five to then vote on the top
three. The Commission voted on the proposals and updated the objectives of the top
three. The resulting projects and objectives are as follows:
1. Enable Additional DOLA Locations - Standardize the process to create DOLA
trial programs, with no more than two trials running at a time. Respond and evaluate
community driven DOLA proposals to implement additional DOLAs throughout the
City.
2. Long Term Strategic Plan-Create a prioritization list of the 22 opportunities
listed in the Parks and Recreation System Master Plan.
3. Labyrinth Program or Similar-Establish maintenance for the two current
labyrinths at McClellan Ranch Preserve and Creekside Park and find ways to enhance
recreation at more parks throughout the City with labyrinths or nature play. Engage the
community to maintain or create new labyrinths or similar.
Commissioner Tambe motioned to propose five projects to City Council: Enable
Additional DOLA Locations, Long Term Strategic Plan, and Labyrinth Program or
Similar ranked as 1, 2, and 3 respectively and the two carryover projects, Memorial Park
Improvements and Lawrence Mitty, in no order, for the FY 2022-23 City Work Program.
Commissioner Kumarappan seconded. Motion carries with 4 yes and 1 absent.
The Commissioners and Joanne thanked Commissioner Tambe for her years of service
on the Commission, highlighting her insight, knowledge, and accomplishments, and
wished her the best in her future endeavors.
ADJOURNMENT
Chair Stanek adjourned the meeting at 8:35 p.m. to the February 3, 2022, meeting at 7:00
p.m.

Recommended Action
Receive an update on the status of the Mental Health Support Fiscal Year 2021-22 Work
Program item and provide feedback.
Discussion
Background
City Council adopted the FY 2021-2022 City Work Program at the May 26,2021 Council
Meeting. The City Work Program Dashboard can be found at City Work Program.
Mental Health Support was prioritized at number 17 out of 30 items. The objective of the
Mental Health Support item is to provide a dedicated webpage with resources for
mental health and emphasize mental health programming in class offerings. The
complete FY 2021-2022 City Work Program Dashboard can be found on the City website.
Phases
The Mental Health Work Program item is split into the following phases: Research,
Planning,Procurement, Execution, Outreach, and Closing Processes. Throughout the
year staff provide commissions and council with updates, as needed.
Current Status
The City is continuing research on local mental health resources for the Mental Health
webpage published in September. The resources on the webpage are currently suicide
prevention based and will be updated to include more mental health resources on an
ongoing basis. Other mental health resources offered through Santa Clara County were
presented to the Teen Commission in October, and the Bobateeno youth event returned
on October 9 to connect youth and teens with local mental health resources. Feedback
was received from the Teen Commission on the mental health website and
programming at their November 10,2021 meeting.
