P&R 01-20-2022 (Special)CITY OF CITY OF CUPERTINO is PARKS AND RECREATION COMMISSION Teleconference Special Meeting CUPERTINO Thursday, January 20, 2022 6:00 PM AMENDED MINUTES CALL TO ORDER Chair Stanek called the meeting to order at 6:02 p.m. via remote teleconference. ROLL CALL Commissioners present: Carol Stanek, Xiangchen (Minna) Xu, Gopal Kumarappan, Neesha Tambe Commissioners absent: Sashikala Begur Staff present: Joanne Magrini, Kevin Khuu, Rachelle Sander, Daniel Mestizo Guest speakers: Ishitha Vemula, Sara Wan, Manasvi Lodha, Angela Zhang CEREMONIAL MATTERS AND PRESENTATIONS Sub-ject: Presentation from the Youth Activity Board Recommended Action: Receive a presentation from the Youth Activity Board. Joanne Magrini, Director of Parks and Recreation, introduced Daniel Mestizo, Recreation Coordinator. Daniel introduced Ishitha Vemula, Sara Wan, Manasvi Lodha, and Angela Zhang from the Youth Activity Board (YAB) to present to the Commission. The members explained what YAB was, highlighting programs they had put on in FY 2020-2021, including Infoteeno, Kindness Week, and Hack Cupertino, current programs from this fiscal year such as Bobateeno, the YAC Social, and Cupertino Cafe, and upcoming and proposed programs such as YAC Attack, South Bay Fun Fest, and Teen Movie Night. The Commission acknowledged YAB's work on their programs and events and provided feedback and advice to the YAB members. ORAL COMMUNICATIONS David Fung congratulated Commissioner Tambe on her eight years of service on the Commission and thanked everyone else for their service on the Commission. Helene Davis also thanked Commissioner Tambe for her eight years of service on the Commission. Chair Stanek shared a message from Meenakshi Biyani and commended Commissioner Tambe for her service to the Commission. WRITTEN COMMUNICATIONS The Commission received thirteen written communications regarding item number 2 on the agenda. The communications will be added into the record. OLD BUSINESS 2. Subject: Commission Proposals for the Fiscal Year 2022-2023 City Work Program Recommended Action: Provide a list of proposed items for the Fiscal Year 2022-2023 City Work Program, identifying the top three proposals, limited to no more than five. Joanne presented on this item and summarized what happened at the previous meeting. Gauri Dwivedi asked to cede her three minutes to Louise Saadati. Louise Saadati asked the Commission to put the creation of DOLAs as a high priority work program item for next fiscal year. Emphasized that if new DOLAs were not given a high priority, no work will be done on new DOLAs, more DOLAs need to be enabled throughout the City for residents to use, multiple DOLA trials should be allowed in the same year, and more data from multiple DOLAs is needed before standardization rules can be developed. Asked the Commissioners to put Facilitate Community Driven Projects such as DOLA and Labyrinth as a priority for next fiscal year. Deepa Mahendraker re-emphasized the need for DOLAs as other parks in the City and cited unofficial DOLAs at Memorial Park and other parks in the City. Asked the Commission to make it a priority. Commissioner Tambe suggested to providing five items for City Council's consideration instead of three. Chair Stanek reviewed the top three proposals that garnered the most support from the Commissioners: the DOLA, Labyrinth, and Field Use Agreement of Regnart Elementary. Commissioner Kumarappan and Chair Stanek suggested finding a way to increase efficiency on the DOLA project to reduce the project size. Commissioner Tambe suggested voting for five projects in total, but including the Memorial Park and Lawrence Mitty projects. Commissioner Kumarappan recommended separating the two extra large projects on the list, and then rank the remaining five to then vote on the top three. The Commission voted on the proposals and updated the objectives of the top three. The resulting projects and objectives are as follows: 1. Enable Additional DOLA Locations - Standardize the process to create DOLA trial programs, with no more than two trials running at a time. Respond and evaluate community driven DOLA proposals to implement additional DOLAs throughout the City. 2. Long Term Strategic Plan - Create a prioritization list of the 22 opportunities listed in the Parks and Recreation System Master Plan. 3. Labyrinth Program or Similar - Establish maintenance for the two current labyrinths at McClellan Ranch Preserve and Creekside Park and find ways to enhance recreation at more parks throughout the City with labyrinths or nature play. Engage the community to maintain or create new labyrinths or similar. Commissioner Tambe motioned to propose five projects to City Council: Enable Additional DOLA Locations, Long Term Strategic Plan, and Labyrinth Program or Similar ranked as 1, 2, and 3 respectively and the two carryover projects, Memorial Park Improvements and Lawrence Mitty, in no order, for the FY 2022-23 City Work Program. Commissioner Kumarappan seconded. Motion carries with 4 yes and 1 absent. The Commissioners and Joanne thanked Commissioner Tambe for her years of service on the Commission, highlighting her insight, knowledge, and accomplishments, and wished her the best in her future endeavors.
