CALL TO ORDER
Chair Kumarappan called the meeting to order at 7:01p.m. via remote teleconference.

CEREMONIAL MATTERS AND PRESENTATIONS
1. Senior Programming
Recreation Supervisor, Kim Frey, provided a presentation on Senior Programming.
Community member Richard Alder spoke on the item and discussed the digital divide.
Community member Jean Bedord spoke on the item and discussed advertising the
programs offered at the Senior Center and asked the commissioners to consider how
seniors utilize parks when discussing the strategic plan.
Commissioner Tambe suggested having Kim return at a future meeting to hear more
about what is happening at the Senior Center.
Chair Kumarappan thanked Kim for the presentation and agreed that it would be nice
to have Kim return in the future.
APPROVAL OF MINUTES
2. Meeting of August 6, 2020.
Commissioner Tambe motioned to approve the minutes. Vice Chair Stanek seconded
the motion. Motion passed unanimously with 5 votes yes.

OLD BUSINESS
3. Update on the Coronavirus' Impacts to Parks and Recreation Department
Programming
Director of Parks and Recreation,Joanne Magrini provided an update on the
Coronavirus' impacts to Cupertino's Parks and Recreation Programs, including fall
programming, air quality impacts, emergency response, and the #CupertinoCares
initiative.
4. Athletic Field Use PolicyUpdate.
Recreation Supervisor,Jenny Koverman, provided an update on the Athletic Field Use
Policy. Staff have reached out to organizations that utilize the fields and will move
forward with the community outreach portion of the study.
5. Update on Strategic Plan.
Joanne Magrini provided an update on the efforts and timeline of the strategic plan.
Commissioner Begur shared a preference for extending the deadline to complete
evaluations by one week due to the heat wave over the weekend.
Vice Chair Stanek shared that she had completed the evaluations and wanted to know
the status of the other commissioners.
Commissioner Tambe shared that she had completed her evaluations.
Chair Kumarappan shared that he still had parks to visit and wanted to prioritize
everyone's health when considering the deadline to submit the evaluations.
Commissioner Xu shared that it has been difficult to visit the parks with the shelter in
place, heat wave, and poor air quality.
Commissioner Tambe suggested doing a virtual tour of the parks for any
Commissioners who are unable to visit them in person and agreed to assist with this if
necessary.
The Commissioners agreed to continue with a deadline of September 141n
6. McClellan Ranch Community Garden Volunteer Effort Update.
Jenny Koverman provided an update on the McClellan Ranch Community garden and
reviewed options for community outreach and volunteer efforts.
Vice Chair Stanek recommended determining how many volunteer hours will be
needed to complete the project and the time frame available to determine the quantity
and type of volunteers needed. Vice Chair Stanek commented that students are always
looking for experience to put on their resumes.
Commissioner Tambe discussed the criteria for assigning garden beds and asked that
the distribution is balanced between those who put in volunteer hours and those who
have limited abilities to contribute to the volunteer efforts, as well as considering
residents who do not have the physical space to have a garden at their residence.
Commissioner Xu recommended updating the community garden webpage to include
the most recent information, a timeline for the project and a request for volunteers.

I was baffled by the staff report for this agenda item. I have attended all the city council
meetings on this subject, including Oral Comments, as well as parks and recreation meetings.
I was expecting an update on the earlier report to clarify the results of the survey done of
Rancho Rinconada residents, then a recommendation that this be forwarded to the city council
to authorize the city manager to explore options to negotiate with LAFCO to acquire this
property. There are several driving reasons this makes sense:
* The city has just acquired the Lawrence-Mitty property which is immediately adjacent to
Rancho Rinconada Recreation Center . The two properties need to be evaluated together.
* LAFCO clearly does NOT want this special district- it's one of a kind and an artifact of
incomplete acquisition of the Rancho Rinconada area around 2000 -- another reason that the
county doesn't want the administrative burden of these itsy-bitsy properties. Continuation of
the district is an inefficient use of taxpayer dollars.
* The current district diverts taxpayer monies to just the Rancho Rinconada facility, instead of
supporting the Cupertino General fund for the entire community.
* According to the report, only 181 Cupertino residents used the facility in 2019, and only 53
of those were Rancho Rinconada residents - less than 1% of residents. The low response
rate to the survey of Rancho Rinconada residents confirms general lack of interest, which is
well known anecdotally.
Why spend time and money on a "visioning process"? Any acquisition by the city of
Cupertino will take years - the Lawrence-Mitty project started in 2007, over a decade ago. It's
time to move ahead, instead of yet another study. It took five years to do the Parks Master
Plan....

Hi Carol
Thank you for the agenda. i watched the last meeting on channel 99. Some of the audio on
the zoom wasn't good, but I was able to hear yours quite well. i also am concerned about the
handpicked board running for the four empty seats, I looked up 2 of them and it seems one is
a realtor and one works at a mortgage company. The manager at rancho is very involved in
the Cupertino Chamber of Commerce and did or still does sit on the legislative board there.
When I was on the board , I was highly critrical of the district paying his dues. It seems a
nonprofit would not be benefitting from membership in a for profit organization. I know that
the district will do just about anything to keep the statis quo which means the management
continues to get outrageous salaries and the manager gets a contract that is equally
outrageous. Our tax dollars pay for all this and we the residents get little value for our
money. the only good thing that happens for the residents is the city parks taking this place
and making it viable as a community center for the east side. If the district remains as it is that
will not be the case. They will all breathe easier and keep doing what they are doing and
nothing will change. This would be a travesty based on what I know from experience dealing
with this coterie. Please accept this email for my participation.

Rancho Rinconada Recreation and Park District Update.
Recommended Action
Receive update on Rancho Rinconada Recreation and Park District and discuss next
steps.
Discussion
On August 6,2020 the Commission reviewed the results from the Rancho Rinconada
Recreation and Park District(RRRPD) survey and discussed options for additional
community outreach.At that time, the Commissioners expressed concern regarding the
lack of awareness of the special district, as reflected in the survey results. Staff have been
working with RRRPD management to provide the Commission with additional data and
information to assist in determining next steps.
Since the August 6,2020 Parks and Recreation Commission meeting, the RRRPD
initiated a Request for Proposals, published on the RRRPD website, to identify a vendor
to design and execute a strategic visioning and comprehensive planning process. At
their September 10, 2020 meeting the RRRPD Board selected Rauch Communication
Consultant Inc. to execute the strategic visioning process. A timeline for the project has
not been established yet.
Additionally, at the September 10, 2020 RRRPD meeting four new Board members were
selected to fill the current vacancies, creating a full Board of Directors. The new Board
members will officially be seated beginning in December 2020.
A concern highlighted in the RRRPD Special Study, prepared by LAFCO of Santa Clara
County, was "board dysfunction and lack of quorum." Taking this into account, staff
recommends affording the newly seated Board members time to work through the
strategic visioning process. Staff will apprise the Commission when outcomes of the
process are available.
Further information compiled by staff and provided by the General Manager of the
RRRPD include data regarding special district program revenues and participation
based on residency(Attachment A), detailed information on participant residency
(Attachment B), and the fee schedule for 2020 (Attachment C).

Commissioner Park Amenity Evaluations and Next Steps.
Recommended Action
Conduct a first review of the Commissioners' evaluations for park amenity
improvements and discuss a timeline for next steps.
Discussion
At the September 3,2020 Parks and Recreation Commission meeting, the commissioners
established an extended deadline of September 14f to submit their evaluation forms for
the park amenity improvements. The commissioners also noted that staff were not
expected to be held to the same deadline to complete their evaluations.
Three commissioners submitted their evaluation data by the established deadline
(Attachment A). Staff will review the evaluation data provided by the commissioners,
Parks and Recreation staff, and Public Works staff to form a recommendation for
prioritization. This recommendation will be brought to the commission in the coming
months for them to provide their feedback.

Please find attached my eval sheet. I have also provided below some explanations for the
changes I have made to the sheet, more for documenting my thoughts so that when we have
a discussion, it will help me remember why I scored it as such.

I have made the following changes to the spreadsheet to ensure I can accurately capture my
observations:
• On the Rec & amenities tab
o I changed the Hydration stations(column title to Hydration station/Water
fountains
o I have provided evals for garbage and recycle bins. So, in many places, we can just
add recycle bins, or if the recycle bins are like those in the civic center areas, we
might want to add only 13 bin structures in small parks and perhaps have 2 each
in all the big parks close to the picnic areas.
o I have rated benches separate from picnic tables, As I believe with a blanket and
shade you can picnic on the grass as well.
o Some parks need shade but not necessarily as trees, since there may not be
space. Some small parks could use some umbrellas
o Outdoor table tennis does not work in my opinion as the tables have to put away
in the rainy season. But table tennis tables can be placed in rec rooms and
therefore I have marked them as a number with a star associated only with those
parks that have a rec room.
o MM/IS/C/EE—stands for Mile Markers, Inclusive Swings, Cornhole, Exercise
Equipment
• On the DOLA gardens tab
o On DOLA Monta vista Park, portal ad 3 oaks don't qualify for DOLA in my opinion
as they have smaller grass areas and it is better for maintaining the parks for
humans, even though, these are listed on the master plan.
o Satellite gardens also cannot be in every park although it is listed in the master
plan. All those on the west side can go to McClellan Ranch or Hoover and those
on the east side of town can go to Creekside, Wilson, or Portal.
o I changed the column title from basketball courts to Basketball hoop and tennis
courts. We cannot have an entire basketball court in parks, but we can have
hoops that are consistent with other parks that have them. We also must have
tennis courts on the east side as there are no parks with tennis courts there. One
person specifically asked for shade, DOLA, and tennis courts when I went to
evaluate the park.
Other observations:
o If we are adding water fountains especially in those parks that have DOLA, we
must add a water fountain similar to the one in Sterling Barnhart.
o The playgrounds in the following parks could use a coat of paint—Creekside, Park
Monta vista Park, and Portal park.
o Franco does not even have 1 water fountain
o Hoover has no BBQ pits
o Somerset has a Basketball pole and but no hoop.

Here is my input.
Quick summary:
1. Wherever there are two options (like Garbage/Recycle bins), I try to give score for both
as there are two distinctive items but if you need a combined score, I have also provided
it for your easy use.
2. Almost all the water fountains in every park needs repair (water not flowing), paint,
remove/replace where it is fully rusted.
3. Hydration station : Only park has the latest one is Jollyman park and I would love to
have the similar one in as many parks as we can especially with highly dense, used
areas.
4. All the play structures have to be cleaned and painted.
5. Many benches in Portal park are in a real bad shape and need to be painted or
maintained.
6. Tennis court was not in the optional area and so I have added them as I encountered
few residents who were asking exactly the same in Creekside and Wilson parks.
7. Wherever there is a tennis court, there is a possibility of pickleball striping and so, only
called out those

Recommended Action
Discuss and establish a process and criteria for project evaluations.
Discussion
The Parks and Recreation Commissioners are occasionally tasked with completing
evaluations to provide input on City projects and programs.
Recent evaluation projects have highlighted a lack of standardization and clarity for
completing, submitting, and distributing evaluations. Staff are recommending that the
commissioners discuss and establish a process and criteria for project evaluations,to be
reviewed and adopted at an upcoming meeting.
Suggested topics to discuss include establishing due dates,methods of submitting
evaluations, transparency of when data and evaluations are submitted, and guidelines
for extensions.
