Special Meeting of February 6, 2020. 2. Meeting of March 5, 2020. Commissioner Tambe motioned to approve both the February 6, 2020 and the March 5, 2020 minutes. Commissioner Xu seconded the motion. Motion passed unanimously with 5 votes yes. ORAL COMMUNICATIONS WRITTEN COMMUNICATIONS 3. Written Communications to be Received at the May 14, 2020 Parks and Recreation Commission Meeting. Chair Kumarappan acknowledged the written communications received. OLD BUSINESS 4. Update on Rancho Rinconada Recreation & Park District. Interim Director Randy Schwartz provided update on the Rancho Rinconada Recreation & Park District. Staff sent notice to the residents of the Rancho Rinconada District and started the process of the survey. One Commission 6 meeting was held where public comment was received. Due to COVID-19, the process has been halted until further notice. Community member Jennifer Griffin spoke on the item in favor of maintaining the status quo and did not want the assets for the District transferred to the City. Branton Curt shared that a flyer was delivered by hand to each resident in the Rancho Rinconada District with information on the survey and that the survey was open from March 7tn—23rd for public comment. The survey will be re-opened for more public comment and the public will be noticed when it will be available. Commissioners posed questions regarding the content of the survey; Director Schwartz suggested that the subcommittee for this item review the survey before it is published. Commissioner Begur requested a report of current revenues of the recreation district. Commissioner Begur also requested a report of what investment would be needed for the City to operate the district and where the funds would come from. Commissioner Tambe requested the percentage of users who live within the district vs the percentage of users who do not live within the district. Chair Kumarappan suggested that the subcommittee provide an update on this topic at the next meeting. 5. Satellite Community Garden Project. Chari Kumarappan postponed this item to the June 4, 2020 meeting. 6. Update on the Development of the Specific Plan. Chair Kumarappan postponed this item to the June 4, 2020 meeting. New Business Item 8 was discussed at this portion of the meeting. 8. Update on the Coronavirus' Impacts to Cupertino Parks and Recreation Programs. Randy Schwartz provided an update on the impacts of the Coronavirus to Cupertino Parks and Recreation Programs. All activities with 100 attendees or more have been cancelled through the Summer. Staff are looking into potentially offering summer camp programs that adhere to State and County orders. The golf course and tennis courts have been opened with restrictions following the county order. The City has been offering virtual recreation classes and programs that have been successful and well attended. Staff have been contacting Senior 7 Center members via email, newsletters and wellness calls. Staff have also been providing food delivery for seniors and Cupertino school districts. The City launched the #CupertinoCares initiative which has included weekly programs and activities to involve the community. Community member Darcy Paul spoke on the item and asked for clarification on outreach to those who had registered for summer programs and policies for refunds and attendance of summer programs. Commissioner Tambe suggested diversifying the schedule of popular classes and discouraged recording the classes. Vice Chair Stanek suggested moving programs outdoors and recommended opening the golf course to foot golf and other uses to provide open space for the community to use. Interim Director Schwartz shared that refunds are being issued for any programs and rentals that have been cancelled. Commissioner Begur encouraged staff to research ways mitigate potential issues with non-essential workers enrolling their children in programs. New Business Item 9 was discussed at this portion of the meeting. (1:47) 9. Outreach to the Public and Mechanisms for the Public to Contact Staff. Branton Curt proved an update on the item. Facilities were closed on March 161h and notification was sent to the public through the City's website, social media platforms as well as through signage on facility doors. Programs, events and rentals were cancelled immediately after and staff contacted impacted customers via email and phone. The Parks and Recreation Department initiated a virtual recreation program on March 14th and informed residents via email, the City's website and social media. On April 23rd the City began #CupertinoCares initiative, marketing it though the block leader program, social media, email and the City's website. The City has continued to communicate updates through the City homepage, weekly Covid-19 Reports (published Monday, Wednesday and Friday), and social media. Some paid virtual recreation programs will be offered and are available to view on the virtual recreation guide webpage. Public comment inquiries can be directed to the Public Communications Officer, Brian Babcock. The Senior Center, Quinlan and the Sports Center are checking phones and responding to calls within 24 hours. 8 New Business Item 10 was discussed at this portion of the meeting. 10. Examination of Year-Round Special Events Offered by the City. Christine Hanel provided reviewed the variety and location of year-round special events offered by the City including over 100 events at 20 different locations throughout Cupertino. Commissioner Tambe encouraged staff to work with the Commission on any events they anticipate hosting virtually. 7. Discuss the Process and Timeline for Reviewing Community Funding Grant Program Applications. Randy Schwartz, Christie Hanel and Toni Oasay-Anderson reviewed the background on the Community Funding Grant Program and asked the Commission to provide their input on the evaluation criteria in order to prepare for the June 41h meeting where their recommendation to Council will be decided. Motioned to amend the application evaluation sheet to include COVID response preparedness under the alignment with City priorities section and converting the second to last section to say application impact with the first bullet point to address past performance and program efficacies and the second bullet point to be originality. Chair Kumarappan seconded the motion. Motion passed unanimously with 5 votes yes. Vice Chair Stanek inquired how the new tiered system and new/previous application component will impact the evaluations. Chair Kumarappan requested that staff provide guidance on the tiered system and new components to the policy when the application packets are sent to the Commissioners for evaluation, as well as guidance on what monetary amount would be reasonable to recommend to Council. Recommended Actions Receive an update from staff regarding the impacts of the Coronavirus on the Parks and Recreation programs. Discussion Since March 2020, when the impacts of the coronavirus were felt in Santa Clara County, the City of Cupertino has taken multiple actions for the public's health and safety. All facilities, recreation programs, rentals and special events were closed or cancelled, and staff then handled the administrative tasks while working from home, the Parks Rangers continued to monitor the trail, and a few employees tended to the animals at McClellan Ranch. More recently, staff has been conducting a wide variety of virtual recreation programs and community"sheltered in place" events. There are now approximately 60 virtual recreation programs for everyone from preschoolers to senior citizens. Examples of these programs include preschool get- togethers, classes conducted by our contractors for their regular fee, exercise classes led by the teachers at the Sports Center, and coping sessions led by one of our Case Managers. The programming continues to get more diverse and is proving very popular with the residents. Some of the exercise classes are even averaging nearly 100 participants. Our Cupertino Cares program has been especially positive, with each week a different theme for residents to do and share with those out for brief walks in the community. Sidewalk chalk art, window displays, and painted rocks are just a few of the themes in which residents have been participating. More recently,the tennis courts at the Sports Center and the Blackberry Farm Golf Course have reopened for play, abiding by rules to ensure social distancing and proper safety. Tennis players from different households are not permitted to use the same tennis balls and all items that require touching, such as benches and ball washers,have been removed from the golf course. 12 Staff is currently working on re-opening protocols for when the sheltering-in-place order is lifted. Although aquatics programs will not be offered this summer, camps are still possible, as are classes and facility rentals. More recent information will be provided orally at the meeting. Recommended Action Review the Community Grant Funding applications and recommend funding levels to the City Council. Discussion City Council adopted an updated Community Funding Policy in January 2020 and approved a Community Funding Grant cap of$20,000 per applicant per year. The Community Funding Grant Program includes updated applications, a revised process, and newly developed evaluation criteria. The Community Funding Policy provides a framework for the City's Community Funding Grant Program including: Eligibility, Evaluation Criteria, Restrictions/Guidelines, and Procedure. Eligible applications have been forwarded to the Parks and Recreation Commission for review. At the June 2020 meeting,Commissioners will discuss the applications and make recommendations to the City Council regarding grant approval and funding amounts. The policy provides a framework for the City's Community Funding Grant Program and guides the administration of the program and decision-making process. It also provides guidance on key aspects of the City's Community Funding Grant Program processes including: Eligibility, Evaluation Criteria, Restrictions/Guidelines, and Procedure. SCOPE All requests for funding must comply with this policy. POLICY During the annual budgeting process,the City Council will determine the amount to appropriate for the Community Funding Grant Program. The Administrative Services Department shall approve or deny an applicant's request based upon the eligibility criteria set forth below. Community Grants, subject to availability of funds, shall not exceed $20,000 per applicant, per year. In all cases, the City reserves the right to reject any and all applications in the event the Administrative Services Department identifies a potential conflict of interest or the appearance of a conflict of interest.Submission of an application in no way obligates the City to award a grant and the City reserves the right to reject any or all applications,for any reason, at any time. Eligibility To receive consideration for a Community Funding Grant, grant requests must: • Be made or sponsored by a 501(c)(3) non-profit organization with experienced staff capable of implementing and managing the program/project/event. • Identify how the funds will be used to benefit the Cupertino community. • Be for one-time, project specific needs and not ongoing, operational costs. • Have more than 75% of the requested funds allocated for direct service costs versus administrative costs. • Be complete and submitted by the application deadline. Evaluation Criteria • Impact on and benefit to the Cupertino community • Community need for the program/project/event • Alignment with City priorities • Uniqueness of the program/project/event • Qualifications and experience of the organization and its staff 17 • Reasonable cost • Demonstrated effort to secure funding from other sources and/or establishing partnerships with other community or city organizations • Clarity, completeness, and accuracy of grant application • Past performance and compliance with requirements if a recurring applicant Applications will be sorted into two categories: • New applicants • Past recipients Applications in each category will be evaluated using a tiered structure based on the dollar amount requested for award as follows: <$999.99 • $1,000.00-$4,999.99 • $5,000.00—$9,999.99 • $10,000.00-$20,000.00 Restrictions/Guidelines • An organization that is applying for multiple grants shall only submit one application. • Proceeds generated from the funded activity may only be used for the conducted activity. • If requested, recipients must provide full financial statements for the organization. • Admission to or participation in the event must be "free of charge" unless approved by Parks &Recreation Commission. • If an applicant makes a grant request directly to a member of the City Council, whether individually or as a group, the Council shall refer the applicant to the Administrative Services Department for a Grant application to be reviewed in accordance with this policy. • Grant recipients shall acknowledge the City contribution in formal promotional materials and efforts related to the funded activity. Any use of the City logo must be approved by the City's Public Information Officer. Procedure 1. Applicants submit timely and complete grant applications by March 1 to the Administrative Services Department for review. 2. The Administrative Services Department reviews application for compliance with eligibility criteria and availability of funds. Staff may seek additional information from applicant as necessary. 3. Eligible applications will be reviewed by the Parks and Recreation Commission for a recommendation to the City Council regarding grant approval and funding amounts, 18 which typically happens in April. All applicants are strongly encouraged to attend the Parks and Recreation Commission meeting in April. 4. City Council will make the final decision on grant amounts for each applicant as part of the budget adoption which typically happens in June. 5. Recommended Actions Receive an update from staff and subcommittee Commissioners Xu and Begur regarding Rancho Rinconada Recreation and Park District (RRRPD) and the process going forward for review of the report, opportunities for public comments, and formation of a recommendation to the City Council regarding the report's options. Discussion In February,the City Council directed the Commission to review the Public Review Draft Report provided by Berkson Associates, receive public comment and recommend one of two options listed in the report: • Option 1:Maintain RRRPD's Current Governance(Status Quo)—RRRPD remains intact as an independent recreation and park district,and continues to operate and improve its programs,facilities and planning. • Option 2:Merger of RRRPD with the City of Cupertino—RRRPD would be dissolved and its functions, services, assets, and liabilities transferred to the City of Cupertino. The City would integrate RRRPD programs and facilities into current City operations and recreation planning. This option assumes that RRRPD's current property tax allocation would be entirely transferred to the City, and that all RRRPD services would be maintained at current levels (or better). At the March 7,2020 meeting, the Commission did the following: • Received a copy of the report, • Received some public comments, • Finalized a survey for the residents of the Rancho Rinconada District, and • Formed a committee to help staff pull together data and information for further consideration by the Commission. 23 Subsequent to the March meeting and before the committee had an opportunity to meet, City facilities were closed and the County of Santa Clara issued a shelter-in-place order due to the coronavirus pandemic. The Commission Chairperson and City staff are recommending tabling this item until the shelter-in-place order is lifted to allow all members of the public to be present for, and participate in, the discussion on this topic. Recommended Actions Receive the update from staff and the subcommittee regarding the Parks and Recreation Specific Plan. Discussion Staff from the Parks & Recreation and Public Works Departments are tasked by the City Council with the development of a Specific Plan that will categorize the recently approved Master Plan projects into "Immediate' (can be completed or constructed within the next two years), "Short-term" (three to seven years), and "Long-term" (eight or more years). During the Parks&Recreation Commission's March 2020 meeting,Commissioners Stanek and Tambe were appointed to serve on a committee to meet with staff and assist in the categorization process. An initial meeting was held on March 11th, with the two Commissioners and staff from both departments present, but subsequent discussions were cancelled due to the shelter-in-place orders related to COVID-19. Specific Plan meetings will continue once the shelter-in-place order is lifted. Sustainability Impact No sustainability impact is associated with the receipt of this report. The sustainability impact for each project in this report will be assessed at the time when it may be considered for construction.
