In accordance with Government Code 54953(e), this will be a teleconference meeting
without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 5:00 p.m. on Wednesday, December 1 to the Commission at
librarycommission@cupertino.org. These e-mail comments will be received by the
commission members before the meeting and posted to the City's website after the
meeting.
2) E-mail comments during the times for public comment during the meeting to the
Commission at librarycommission@cupertino.org. The staff liaison will read the emails into
the record, and display any attachments on the screen, for up to 3 minutes (subject to the
Chair's discretion to shorten time for public comments). Members of the public that wish to
share a document must email librarycommission@cupertino.org prior to speaking.

teleconference.

1. Subject: Update on the Donor Wall and Art Wall in the Courtyard of the Cupertino Library
Recommended Action: Receive an update on the Donor Wall and Art Wall in the courtyard of
the Cupertino Library.
Dianne Thompson,Assistant City Manager, greeted the Commissioners and thanked them for
their work and time on this project. Also thanked the guest speakers, Eillish Cullen and Jay
Manzo, and Susan Michael, Capital Improvements Manager, for their work and efforts.
Susan presented an update to the Commissions on the construction of the Library Expansion.
Eillish presented to the Commissions,highlighting the themes and inspirations used for the
Donor Wall and Art Wall. Also presented on the color thesis, design study including light
mockups, and daytime and nighttime renderings for both projects.
Fine Arts Commission Vice Chair Chokshi praised the designs for both projects. Fine Arts
Commissioner Matley praised the work and design for the projects. Susan thanked Eillish and
Jay for their work on the projects. Library Commission Vice Chair Vasanth thanked City staff,
Eillish,Library Commission Chair Pan, and former Library Commissioner Amanda Wo for
their work on the project.

Vice Chair Vasanth motioned to approve the minutes as submitted. Commissioner Sreekanth
seconded. Motioned passed unanimously.

OLD BUSINESS
2. Subject: Update on the Library Expansion Project
Recommended Action: Receive an update on the Library Expansion Project.
Susan Michael, Capital Improvement Program Manager,presented on the Library Expansion
Project. Provided an update on the construction progress, the designs for the Art and Donor
Wall, and highlighted several public outreach event dates,with the ribbon-cutting tentatively
scheduled at the end of February.

Dianne Thompson,Assistant City Manager,thanked the Commission for their fundraising
efforts and to Roger Lee, Public Works Director, for his work on this project, inviting him to
attend the ribbon-cutting event in February.
Chair Pan thanked Roger for his work and effort on this project and his service to the City.Vice
Chair Vasanth also thanked Roger for his work on the project and provided an update from the
Cupertino Library Foundation,highlighting that phase 1 of the Donor Wall is complete and
those blocks will be installed by the opening of the Library. Phase 2 of the Donor Wall will
continue until all blocks on that part of the wall are claimed. Susan will coordinate with the
Cupertino Library Foundation to update the outreach efforts for Phase 2.
3. Subject: Update from the Poet Laureate Subcommittee
Recommended Action: Receive an update from the Poet Laureate Subcommittee
Commissioner Panda provided an update.
Joanne Magrini,Director of Parks and Recreation,recommended the subcommittee move
forward with reviewing and interviewing the applicant received. If unsuccessful, then consider
extending the recruitment process.
Jing Jing Yang, Cupertino's Poet Laureate,had spoken to several of the previous Poet Laureates,
and supported extending the recruitment deadline to try and gather several candidates.

Jing Jing provided an update to the Commission. Had completed a program with the
City's Bike Fest event. Tentatively scheduled an in-person workshop on November 20 at
the courtyard of the Cupertino Library. For December,will do holiday greeting banners.
Has planned for embroidered caps for the poet laureates.
Staff
Joanne shared the 2021 Artist Awards from the Fine Arts Commission and the
availability of the Senior Survey.

Commission Proposals for the Fiscal Year 2022-2023 City Work Program.
Recommended Action
Provide a list of proposed items for the Fiscal Year 2022-2023 City Work Program,
identifying the top three proposals,limited to no more than five.
Discussion
In the December to January timeframe, each Commission will submit proposed ideas for
the City Work Program for the upcoming fiscal year (FY). These proposals will be taken
into consideration by Department Heads and the City Manager when developing the
proposed City Work Program for City Council's consideration. Commissions should
identify their top three proposals and limit proposals to no more than five.Each proposal
should be within the purview of the Commission and have a timeline of 12 months or less.
When the proposed City Work Program is brought to City Council, the items submitted
by Commissions will be provided as attachments. The item will indicate which of the
Commission's proposals were recommended by Department Heads and the City
Manager to be considered in the proposed City Work Program. Once the City Work
Program is adopted by City Council, Commissions will be notified of any adopted items
within their purview.
