If we keep upzoning commercial property or apartment zoned land that has existing Entitlements and are never acted
upon by the property owners, aren't we just increasing The value of the properties for these owners?

I am very concerned that churches or temples or places of worship might be targetted As Housing Opportunity Sites.
These sites may be from .5 acres to 10 acres in land Size and they should not be subjected to aggressive rezoning. This is
not appropriate.
Also, we should not be targeting schools etc.

I don't think it is a good idea to rezone properties that the owners do not want rezoned.
This is like the city using eminent domain to rezone property. HCD seems to be trying to Do something like this.
