CALL TO ORDER
Commission Chair Nellore called to order this meeting of the Cupertino Public
Safety Commission at approximately 6:08 p.m. on Thursday, July 8, 2021 via
teleconference.

APPROVAL OF MINUTES
1. Subject: Minutes from May 13, 2021
Recommended Action: Approve minutes from May 13, 2021
Commissioner Shan motioned to approve the minutes for the May 13, 2021 meeting;
Commissioner Ankireddipally seconded the motion; Ayes: Ankireddipally, Nellore,

Shan, and Wang. Noes: None. Abstain: None. Absent: Chao.
POSTPONEMENTS
Chair Nellore moved and Commissioner Wang seconded to reorder the agenda to hear
Item 5 immediately after Written Communications. The motion carried unanimously with
Commissioner Chao absent.
ORAL COMMUNICATION
Lisa Warren brought to the Public Safety Commission’s attention a system used by
Redwood City that tracks loud noises like gunshots.
WRITTEN COMMUNICATION
None
As noted under Postponements, the Commission heard agenda Item 5 immediately
following Written Communications.
OLD BUSINESS
2. Subject: Public Safety Education and Outreach
a. Public Safety Forum (Chao/Nellore)
Recommended Action: Receive updated reports and discuss proposals for future
forums/workshops
Commissioner Shan presented a framework for the October 21, 2021 Public Safety Forum.
The Commission discussed potential topics. The Commission recommended the following
topics:
• Mayor’s Welcome and Priorities for Public Safety
• Santa Clara County Sheriff – Overview on crime trends and how you can protect your
family
• Santa Clara County Fire – Evacuation Planning (ZoneHaven)
• Volunteer Spotlight – Wildfire Awareness Initiative (WAI – A Kennedy Middle School
group dedicated to emergency preparedness education)
• Santa Clara County Public Health Department – COVID-19 Overview and Outlook (Public
Health Officer)
The Commission did acknowledge the potential and value of a Domestic Violence Awareness.
Commissioner Wang volunteered to work with Commissioner Chao on potential opportunities to
integrate the topic into the forum including tabling booths.

3. Subject: Domestic Violence Awareness (Chao)
Recommended Action: Receive updated report on Domestic Violence Awareness
Project

4. Subject: Public Safety Commission Website
Recommended Action: Discuss and recommend improvements to the Public Safety
Commission Website
Thomas Chin provided a report on the progress in updating the Public Safety
Commission website. Commissioners committed to providing pictures and short
biographies for posting.
NEW BUSINESS
5. Subject: Multi Factor Authorization
Recommended Action: Receive Multi Factor Authorization training from the City's
Infrastructure Division
Iqraam Nabi presented Multi factor authorization training for the Public Safety Commission.
The Commission asked clarifying questions. All Commissioners present were able to access
their accounts using the multi factor authorization.
STAFF AND COMMISSION REPORTS
6. Subject: Report by the Santa Clara County Fire Department
Recommended Action: Receive report by the Santa Clara County Fire Department
Deputy Fire Chief Shumate introduced Deputy Fire Chief Estrada as the new City of
Cupertino liaison from the Santa Clara County Fire Department.
Deputy Fire Chief Estrada delivered the Santa Clara County Fire Department May and
June 2021 report. Deputy Fire Chief Estrada indicated no significant events during the
month of May. Call volumes continue to be low due to the COVID-19 pandemic and
resulting restrictions. No injuries to first responders were reported.

Deputy Chief Estrada and Deputy Chief Shumate answered clarifying questions from
Commission Members.
7. Subject: Report by the Santa Clara County Sheriff’s Office
Recommended Action: Receive report by the Santa Clara County Sheriff’s Office
Captain Urena delivered the Santa Clara County Sheriff’s Office June 2021 report. Captain
Urena reported all response times were met and remain low. Captain Urena provided a
public safety report on select crimes including domestic violence and catalytic converter
thefts.
Captain Urena addressed clarifying questions from the Commission Members.
8. Subject: Report by the City of Cupertino
Recommended Action: Receive Report by the City of Cupertino Liaison
Thomas Chin, City of Cupertino Emergency Services Coordinator, delivered a report on
the emergency response activities in May and June 2021. Responses include removal of
the State’s Blueprint for a Safer Economy, COVID-19 test sites, and COVID-19 vaccines.
Thomas also briefed the Commission on the realignment of the Community Preparedness
programs, the National Night Out event on Tuesday, August 3, 2021, and the new City
Work Program.
Thomas Chin reported in Santa Clara County on May 13, 2021 (the last Public Safety
Commission meeting) 119,064 total cases, 2096 deaths, and 941 Cupertino cases. As of July
8, 2021, Santa Clara County has 119,756 total cases, 1,698 deaths, and 950 Cupertino cases.
Thomas Chin also shared information on the City of Cupertino’s reopening process
including the website www.cupertino.org/reopening.
Thomas Chin answered clarifying questions from the Commission Members.
9. Subject: Commissioner Reports
Recommended Action: Receive Commissioners’ Reports
Commissioner Ankireddipally attended the June 2021 Mayor’s meeting. Representatives
from all Commissions discussed the CREST Awards.
Chair Nellore provided a report on a meeting with Technology, Information, and
Communication Commission. Chair Nellore agreed to attend a meeting between the

TICC and Verizon on July 29, 2021.
Commissioner Ankireddipally agreed to attend the June 2021 Mayor’s meeting.
Chair Nellore agreed to attend the July 2021 Mayor’s meeting.
