PSC 05-13-2021Public Safety Commission Minutes May 13, 2021 1 CUPERTINO PUBLIC SAFETY COMMISSION Approved MEETING MINUTES Thursday, May 13, 2021, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Commission Chair Nellore called to order this meeting of the Cupertino Public Safety Commission at approximately 6:01 p.m. on Thursday, May 13, 2021 via teleconference. ROLL CALL Commissioners Present: Chair Hymanand Nellore Vice Chair Eric Shan Lakshminarasimha Ankireddipally Yvonne Chao Tiffany Wang Commissioner Absent: None Staff Present: Captain Rich Urena, Santa Clara County Sheriff’s Office Deputy Fire Chief Mark Shumate, Santa Clara County Fire Department Thomas Chin, Emergency Services Coordinator, City of Cupertino Others Present: Madeleine Ischo, WAI Lauren Kim, WAI Niranjana Sankar, WAI APPROVAL OF MINUTES 1. Subject: Minutes from March 11, 2021 Recommended Action: Approve minutes from March 11, 2021 Commissioner Shan clarified the CREST Awards Public Safety Champion was in fact selected by the Public Safety Commission. Commissioner Shan also noted he provided an update regarding a discussions with Vice Mayor Chao during the Commission Reports. Public Safety Commission Minutes May 13, 2021 2 Commissioner Shan motioned to approve the amended minutes for the March 11, 2021 meeting; Commissioner Ankireddipally seconded the motion; Ayes: Ankireddipally, Chao, Nellore, Shan, and Wang. Noes: None. Abstain: None. Absent: None. POSTPONEMENTS None ORAL COMMUNICATION None WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Public Safety Education and Outreach a. Public Safety Forum (Chao/Nellore) Recommended Action: Receive updated reports and discuss proposals for future forums/workshops The Commission agreed on the tentative Public Safety Forum date for Thursday, October 21, 2021 at 6:00PM with a hybrid in person and remote broadcast. The Commission discussed potential topic areas including the following: • Domestic Violence Awareness • Pandemic Awareness • Wildfire Awareness (potentially Wildfire Awareness Initiative, family safety) 3. Subject: Domestic Violence Awareness (Chao) Recommended Action: Receive updated report on Domestic Violence Awareness Project Commissioner Chao provided an update on engagement with NextDoor Solutions regarding facilitating a banner sign at Memorial Park through the normal request process. The Commission discussed the proposed banner and provided recommendations. Thomas Chin clarified that the Public Safety Commission does not have a discretionary Public Safety Commission Minutes May 13, 2021 3 fund to allocate money. If the Public Safety Commission had specific projects in mind to fund and implement, the City Work Program process is the best path for initiating requests to the City Council for funding. 4. Subject: Continuity of Operations Plan Recommended Action: Receive a report on the Continuity of Operations Plan and provide any input Thomas Chin, Emergency Services Coordinator, provided a presentation on the draft Continuity of Operations Plan. Thomas Chin discussed each section of the document highlighting the Essential Functions and future testing, training, and exercising of the plan. The Commission Members asked clarifying questions regarding the identification of vulnerabilities and the timeline for planning processes. The Commissioners also provided supportive comments. The members of the public in attendance did not provide any comment. 5. Subject: Public Safety Commission Website Recommended Action: Discuss and recommend improvements to the Public Safety Commission Website Chair Nellore discussed a future draft of options to update the Public Safety Commission website. Thomas Chin discussed additional options including updates of the Commissioner biographies and photos. Thomas Chin committed to investigating a way to include a widget from the City Work Program. NEW BUSINESS 6. Subject: Wildfire Awareness Initiative (Wang) Recommended Action: Receive report on the Wildfire Awareness Initiative In partnership with Commissioner Wang, Madeleine Ischo, Lauren Kim, and Niranjana Sankar presented information on the Kennedy Middle School Wildfire Awareness Initiative (WAI). The presentation included a description of the general problem including lack of awareness among young adults, a description of WAI as an organization, and the intended collaborations between WAI and other agencies. The Commission asked clarifying questions and asked WAI serve as a potential session during the Public Safety Forum. WAI members agreed to participate pending development and coordination. Deputy Chief Shumate agreed to connect WAI to the public education section of the Santa Public Safety Commission Minutes May 13, 2021 4 Clara County Fire Department. STAFF AND COMMISSION REPORTS 7. Subject: Report by the Santa Clara County Fire Department Recommended Action: Receive report by the Santa Clara County Fire Department Deputy Fire Chief Shumate announced a new apparatus (truck) would be put in service on Monday, May 17, 2021. The apparatus has more maneuverability in order to serve higher buildings under tighter spaces. Deputy Fire Chief Shumate delivered the Santa Clara County Fire District March and April 2021 report. Deputy Fire Chief Shumate indicated no significant events during the month of April. Call volumes continue to be low due to the COVID-19 pandemic and resulting restrictions. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Captain Urena delivered the Santa Clara County Sheriff’s Office April 2021 report. Captain Urena reported all response times were met and remain low. Captain Urena provided a public safety report on select crimes including domestic violence and catalytic converter thefts. Captain Urena addressed clarifying questions from the Commission Members. 9. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Thomas Chin, City of Cupertino Emergency Services Coordinator, delivered a report on the emergency response activities in March and April 2021. Responses include the County of Santa Clara moving into the Orange Tier on the State’s Blueprint for a Safer Economy, COVID-19 test sites, and COVID-19 vaccines. Public Safety Commission Minutes May 13, 2021 5 Thomas Chin reported in Santa Clara County on March 11, 2021 (the last Public Safety Commission meeting) 112,325 cases, 1836 deaths, and 819 Cupertino cases. As of May 13, 2021 Santa Clara County has 119,064 total cases, 2096 deaths, and 941 Cupertino cases. Thomas Chin answered clarifying questions from the Commission Members. 10. Subject: Commissioner Reports Recommended Action: Receive Commissioners’ Reports Commissioner Wang provided a report on a request from Mayor Paul regarding the future of Commissions’ interactions with the public if given a budget. Chair Nellore and Vice Chair Shan agreed to discuss options share with Thomas Chin as Commission Liaison. Vice Chair Shan provided a report on the Mayor’s meeting in April 2021. Chair Nellore provided a report on a meeting with Technology, Information, and Communication Commission. Chair Nellore and Vice Chair Shan agreed to attend the TICC meetings as necessary. Commissioner Ankireddipally agreed to attend the June 2021 Mayor’s meeting. Chair Nellore agreed to attend the July 2021 Mayor’s meeting.
