PSC 10-08-2020Public Safety Commission Minutes October 8, 2020 1 CUPERTINO PUBLIC SAFETY COMMISSION APPROVED MEETING MINUTES Thursday, October 8, 2020, 6:00 p.m. Teleconference meeting without a physical location CALL TO ORDER Commission Chair Chao called to order this meeting of the Cupertino Public Safety Commission at approximately 6:05 p.m. on Thursday, October 8, 2020 via teleconference. ROLL CALL Commissioners Present: Yvonne Chao Eric Shan Lakshminarasimha Ankireddipally Tiffany Wang Commissioner Absent: Hymanand Nellore Staff Present: Captain Rich Urena, Santa Clara County Sheriff’s Office Deputy Fire Chief Mark Shumate, Santa Clara County Fire Department Thomas Chin, Emergency Services Coordinator, City of Cupertino Others Present Virtually: Members of the Public APPROVAL OF MINUTES 1. Subject: Approve September 10, 2020 Minutes Recommended Action: Approval of the September 10, 2020 Minutes Commissioner Nellore motioned to postpone approval the minutes for the September 10, 2020 meeting; Commissioner Shan seconded the motion; Ayes: Ankireddipally, Chao, Wang and Shan. Noes: None. Abstain: None. Absent: Nellore. POSTPONEMENTS None ORAL COMMUNICATION None Public Safety Commission Minutes October 8, 2020 2 WRITTEN COMMUNICATION None OLD BUSINESS 2. Subject: Public Safety Education and Outreach a. Public Safety Forum (Chao/Nellore) Recommended Action: Receive updated reports and discuss proposals for future forums/workshops Chair Chao confirmed the availability of two speakers on behalf of National Alliance on Mental Illness (NAMI) to present “In Our Own Voice” at the Public Safety Forum on October 22, 2020 at 6:00 p.m. Thomas Chin shared a draft flyer marketing the first Public Safety Forum session featuring NAMI and the overview flyer created to market the full series. Captain Urena described the December 17, 2020 Public Safety Forum series session as general crime updates and providing time for questions and answers from the public. Commissioner Wang volunteered to sponsor and facilitate the January Public Safety Forum session. Commissioner Ankireddipally volunteered to sponsor and facilitate the December Public Safety Forum session. 3. Subject: Domestic Violence Awareness Month (October 2020) a. Review domestic violence awareness flyer from Next Door Solutions Recommended Action: Recommend locations to post domestic violence awareness flyers to staff Thomas Chin recommended any suggested non-profits work within the existing request and scheduling process to raise a banner at Memorial Park. Chair Chao agreed to coordinate directly with Next Door. NEW BUSINESS 4. Subject: Proposed amendments to Chapter 2.40 (Disaster Council) of the Cupertino Municipal Code Recommended Action: Receive presentation on proposed amendments to Chapter 2.40 (Disaster Council) of the Cupertino Municipal Code, provide any input, and make a recommendation to City Council. Public Safety Commission Minutes October 8, 2020 3 Thomas Chin presented proposed amendments to Chapter 2.40 (Disaster Council) of the Cupertino Municipal Code. Commissioners discussed the amendments and had no dissenting opinions. Chair Chao opened the public comment period and no comment was received. Chair Chao motioned to recommend for approval the amendments to Chapter 2.40 of the Cupertino Municipal Code to the City Council; Commissioner Wang seconded the motion; Ayes: Ankireddipally, Chao, Shan, and Wang. Noes: None. Abstain: None. Absent: Nellore. STAFF AND COMMISSION REPORTS 5. Subject: Report by the Santa Clara County Fire Department Recommended Action: Receive report by the Santa Clara County Fire Department Deputy Fire Chief Shumate delivered the Santa Clara County Fire District September 2020 report. Deputy Fire Chief Shumate indicated no significant events during the month of September 2020. No injuries to first responders were reported. 6. Subject: Report by the Santa Clara County Sheriff’s Office Recommended Action: Receive report by the Santa Clara County Sheriff’s Office Captain Urena delivered the Santa Clara County Sheriff’s Office September 2020 report Captain Urena reported all response times were met. Captain Urena provided a public safety report on select crimes. Captain Urena delivered a detailed report on domestic violence cases. 7. Subject: Report by the City of Cupertino Recommended Action: Receive Report by the City of Cupertino Liaison Thomas Chin, City of Cupertino Emergency Services Coordinator, delivered a report on the emergency response activities in September 2020. Responses included extreme heat, poor air quality, potential Public Safety Power Shut Off (PSPS), and COVID-19. 8. Subject: Commissioner Reports Recommended Action: Receive Commissioners’ Reports Chair Chao delivered a report from the September Mayor’s meeting including concerns about catalytic converter thefts. Commissioner Ankireddipally agreed to attend the next Mayor’s Meeting.
